Present: Mayor Sean Treacy John T. Hayes, Jr. Michael Hyland Scott P. Horecky Jose Blanco Morris Alter Richard C. Sweet Trustees Also Present: Linda David, Village Administrator Donal M. Walsh, Village Attorney Trustee Alter moved, second by Trustee Blanco to open the public meeting. Mayor Treacy stated that a pledge to the flag had taken place earlier in the evening. Public Hearing - None Approval of Minutes Trustee Horecky moved, second by Trustee Alter to approve the minutes of October 2, 1995. Trustee Sweet and Trustee Hyland had a few addendums/corrections which are attached. Motion carried unanimously. Approval of Warrants Trustee Alter moved, second by Trustee Blanco to approve the warrant and authorize the Treasurer to pay the bills. Discussion ensued on several bills such as the Attorney's bill, Sleepy Hollow Plumbing and other bills. After Discussion, motion carried 6-1 with Trustee Hyland voting no. Total of the General fund is $123,654., the Water Department total is $6,428.60, and the Capital fund total is $86,208.51. Public Comments-Agenda Items Trustee Alter moved, second by Trustee Sweet to open the public comment section, carried. There were no comments from the public; Trustee Alter moved, second by Trustee Sweet to close the public comment section, carried. Resolutions-Attached Public Comments: •. Trustee Alter moved, second by Trustee Blanco to open the public comments section, carried. Mr. Ellie Samaras read a letter in response to Mr. Chevere's letter regarding the election in March. Discussion ensued. 1 �Old Business V^ Trustee Sweet commented that in reviewing the contract for Rev. Sykes park, he wanted to know what repairs were made by North Tarrytown. Mrs. David stated that some repairs to the fence have been made. Discussion ensued concerning Tarrytown's portion of the contract. Trustee Hyland read a letter from the Board of Elections with regard to the referendum that was too late to be put on the November 7, 1995 ballot. Mrs. David commented that she spoke to the Board of Election who told her since the resolution was passed by the Board on Monday and not received on Monday, therefore, it was untimely. Texaco Tri-State Federal Credit Union presented the Ambulance Corp Captain, Mike Anzovino a donation of Koala bears for the Ambulance Corp to help the children who are traumatized in an unfortunate situation. New Business - None Mayor's Report Mayor Treacy stated that he had a meeting at Phelps Memorial Hospital with Assemblywoman Sandra Galef, Linda David, Fire Chief Chulla and representatives from North Tarrytown such as the Open Door Health Center, relating to services provided by Phelps Memorial Hospital. Phelps Memorial Hospital increased the availability of health services to the residents of North Tarrytown. Mayor Treacy stated that a General Motors Advisory Committee meeting was held and we are moving in the right direction. Some interesting points were brought up. Also, the Mayor had a meeting with General Motors on October 2, 1995 which was very productive and the Village is waiting for correspondence regarding some items that were discussed. Mayor Treacy stated that the Village has also received a grant for $100,000 for a feasibility study to discover new uses for the property. Mayor Treacy received a disturbing letter from NYCOM Assembly member Ron Canestrari and Senator Mary Lou Rath who were trying to pass a bill that permits the establishment of fees for services rendered by emergency rescue squads. Letters have been sent to Senators and Assemblymen to ask them to try and maintain our level of resources in the municipalities. 2 �I I Mayor Treacy stated that the dedication for the Pocantico Hook and Ladder Truck is this Sunday and it is in service. The firemen used the new ladder to rescue a cat that was 3 0 feet up a tree. Mayor Treacy stated that the Village has a new newspaper called the TarryNews and that he looked forward to meeting with the Publisher, Mark Arduino. Trustee Blanco stated that earlier in the year a newspaper was not selected to be the Official Newspaper, maybe the TarryNews could be the official paper. Mayor Treacy stated that the TarryNews will be considered after they are established. Mayor Treacy stated that the Village met with residents on Devries Avenue to disucss the closing and also to look at a tree on Devries Avenue which will be discussed at the work session. Mayor Treacy stated that he attended a dinner in honor of Robert Friou who has done a lot of community work for the Village of North Tarrytown. A round of applause was given for Mr. Friou. Trustee Reports Trustee Sweet stated that he has received the Police report for the month of September. Trustee Sweet also received a letter from Police Chief stating that Auto America has donated 1,500 halloween bags for Halloween Safety Week. Trustee Sweet also spoke to the Chief about tickets for double parking. Trustee Sweet apologized to the residents for not being able to vote on November 7th with regard to changing the Planning Board appointments by instituting a supersession law. Trustee Alter stated that he would like to remind residents that on the 26th of October there will be window painting at 3:30 PM and a Costume Parade at 5:30 from Morse school to the Fire House. There will be awards given out and a pie eating contest will be held. Adults are welcome. The Haunted Hayride will also take place on October 27th and Oct. 28th at 7:00 PM all tickets are on sale in Village Hall at a cost of $1. for residents. There will be a reading of the Legend of Sleepy Hollow on October 28th, 1995. Trustee Alter read the attached public works report. Trustee Blanco thanked the Mayor for his help and that the new truck does work and .that a Village cat had been rescued from a tree. \ 3 �i Trustee Horecky stated that the Clinton. Street parking lot may be available and there is a need for parking in the Village. The Village should get started on this project. Trustee Horecky thanked the Board and the Recreation Department for clearing a piece of land in Barnhart Park; it will help the aestics of the Village. Trustee Hyland: No report. Trustee Hayes stated that the dedication of the tower ladder truck will be held on Sunday at 2:00 PM, the Mayor and Board of Trustees are invited. Also a calendar has been sent out to the Village residents during Fire Prevention Week. There was a letter attached which stated that this is the only way the Fire Department reaches out for donations that go toward the Fire Department and the Ambulance Corps. Also Trustee Hayes stated that he attended a book sale sponsored by the Warner Library. Books were purchased at a low cost. At this time Trustee Hayes did not have a report from the Senior Citizens. Administrator's Report Mrs. David stated that Texaco Tri- State donated Halloween bags to the Village. Linda David read agendas for the the Planning Board meeting to be held on October 19, 1995. October 25, 1995 there is an Architectural Review Board meeting with two items on the agenda. The Zoning Board meeting will be held on October 18, 1995. The American Cancer Society will hold a walk-a-thon at Rockefeller State park this Sunday. The November 7th Board meeting has been changed to Wednesday, November 8, 1995 which will be held at Margotta Courts, 126 Valley Street. Also at 7:00 PM there will be an informational hearing regarding the Local Waterfront Revitalization Program. There is another informational hearing which will be held on November 14th at the Board of Trustees Work Session. Anyone who would like to be an Election Inspector should contact Linda David. The Village pays an election inspector $130 and the Chairmen are paid $140. On November 4, 1995 the County will have a clean up dy at Playland to dispose of all toxic waste between 9 AM and 3 PM. The Ambulance Corp is encouraging everyone to become a volunteer ambulance member. Please call 631-0533 if anyone is interested. Communications, Petitions and Requests Mayor Treacy stated that the New York Times did a report in their editorial page mentioning the Village's efforts to control the waterfront property and that the Village has received the NY Times support. 4 �I Public Comments Mayor Treacy moved to open the public comment section second by Trustee Alter. Motion carried unanimously. Mr. Kavicky asked about the parking in Westchester County for senior citizens. Mrs. David stated that she spoke with the County Executives office and also Legislator Suzanne Swanson, Mrs. David will receive a reply shortly. Ms. Henrietta Brand stated that she had a Water Dept. problem, a water value was turned off, she called the Water Dept. and was told that she would have to get a plumber for the situation. Ms. Brand also stated that the neighbors who took over the machine shop took it upon themselves to paint yellow lines for parking. Mrs. David stated that the owners were issued a summons. The item came before the Planning Board and Ms. Brand should have been notified. Trustee Alter made a motion to close the Public Hearing seconded by Trustee Blanco, carried. Page 2 under old business names have been added to the CAC of people who have worked on the LWRP in previous years, Sean Dugan, Edmund Stocklein, George O'Hanlon and Patricia Tornello. �t Meeting Date: Resolution #: 10-17-95 10-108-95 Now, therefore, Be it Resolved that the Board of Trustees does hereby authorize the Mayor to execute the contract for the Westchester Urban County Community Development Project to rehabilitate curbs and sidewalks on Cortlandt Street with $100,000. of Westchester County CDBG funds as per the scope of services outlined in Schedule A of the County Contract. MOVED; Trustee Blanco Meeting Date: Resolution #: SECONDED: Trustee Alter VOTE: 7-0 10-17-95 10-109-95 Whereas Trustee Jose Blanco would like to establish a Cultural Council (yet to be officially named) and Whereas, this Council would coordinate and enhance all cultural events in the Village and Whereas, such a Cultural Council would implement and facilitate events and ideas such as Fairs, Markets, etc. Now, therefore Be It Resolved that the Board of Trustees of North Tarrytown does hereby authorize a five member Cultural Council to be established composed of three members appointed by the Trustees: 2 for a 1 year term, 1 for a 2 year term, and 2 to be appointed by the Mayor: 1 for a 2 year term and 1 for a 3 year term with the Chairperson being selected by the group. Meeting Date: 10-17-95 Resolution #: 10-110-95 Whereas, School Systems, including the Village of North Tarrytown, is our most valuable resource for our future citizens, and Whereas, school taxes based on real estate are inequitable and sometimes devastating in the retention and desirability of home ownership for young families starting out, while interfering with the ability of Seniors, who have been the backbone of our community, to maintain ownership of their homes, and Whereas, it is important that the state Legislature consider more equitable alternatives to the current practice of funding school operations through property tax, and Whereas, the State Legislature is considering legislation which provides for the funding of school operations through a statewide income tax rather than through property taxes, and Whereas, school financing based on income tax rather than property tax may benefit both the School Districts and our residents, including tenants, landlords, homeowners, Seniors and, most of all, the children who attend, and Whereas, it is vitally important that other communities in Westchester County adopt similar Resolutions supporting the concept to eliminate school property taxes, by replacement with an income-based tax, and that these communities forward their Resolutions to the State Legislature, Now, Therefore, Be it Resolved, that this resolution be forwarded to Assemblyman Richard Brodsky, Senator Suzi Oppenheimer and Governor George Pataki, with a request that they support consideration of such Legislation. The Highway Department picking up leaves this week. has started The inner village should bag their leaves due to the fact that cars are parked on the streets and the vacuum cannot pick them up. The bags should be left at the curb on Mondays. BRUSH AND BRANCHES SHOULD NOT BE MINGLED WITH THE LEAVES. In the Manors leaves should be piled in the curb for pick-up with the vacuum. DO NOT MINGLE BRUSH AND BRANCHES WITH THE LEAVES. Street lights are still being installed throughout the village. A new roof will be installed shortly on one of the silos for the salt sheds. This will be done in-house. Line painting is continuing. Parking lines will be painted on Holland Avenue. Sidewalk program is now over until the spring.
