                  <text>A regular meeting of the Board of Trustees was held on Tuesday,
December 19, 1995 at 8:00 PM in Village Hall, 28 Beekman Avenue,
North Tarrytown, New York.

Executive Session- 7:00 PM
Discussion ensued on litigation matters but no formal action was
taken. The Board will continue to discuss these litigation
matters and the Village will prepare one of the items for trial.
Regular Meeting
Mayor Treacy called the meeting to order with a pledge to the
flag. He commented that this will be a short meeting because we
will be celebrating the 121st anniversary of the Village and he
invited everyone present to join us in some refreshments
following the meeting.
Approval of Minutes
Trustee Hayes moved, second by Trustee Alter to approve the
minutes of December 5, 1995 with minor additions, motion carried
5-0. Trustee Sweet wanted a copy of the police activity report
made part of the offficial minutes and Mayor Treacy wanted added
on page 3, that the article regarding tourism was in the New York
Times, also on page 7, third paragraph from the bottom, he wanted
an addition "the Mayor commented that the letter was personally
insulting to his family."
Approval of Warrants
Trustee Alter moved, second by Trustee Hayes to approve the
warrants and authorize the Treasurer to pay the bills.
Discsussion ensued on several bills such as I. Leonard Seiler,
Hitzman, Hoffmann &amp; O'Reilly, Clover Heating, breakdown of
Village Attorney's bill, and two transfers from the Water
Department fund to the General fund one which was the Water
Department's share of the annual contribution to the retirement
system, motion carried 5-1 with Trustee Hyland voting no. Total
of the General fund is $74,849.34, the Water Department fund
total is $117,872.72 and the Capital fund total is $4,786.54.

Trustee Blanco to adjourn the meeting, motion carried.

Whereas, the Village Board of Trustees in accordance with Village
Code 14-5 must set an annual dance hall licensing fee for the
1996 calendar year.
Now, Therefore, Be It Resolved that this fee is set at $200/yr.

Whereas the Board of Trustees recognizes the contribution that
the Warner Library makes to improving the quality of life in the
T.arrytowns and
Whereas, the Board of Trustees recognizes the significant impact
that the Warner Library makes in strengthening the education of
each and every adult and youngster in the Tarrytowns,
Now, Therefore, Be It Resolved that the Board of Trustees does
hereby authorize the Mayor to execute a 5 year contract with
Warner Library including a $25,000 increase the 1996-1997 year
along with a 5% increase in our funding level for each year,
