Present: Mayor Sean Treacy Richard C. Sweet Morris Alter Jose Blanco Scott P. Horecky Michael Hyland John T. Hayes, Jr. Also Present: Absent: James Simmons, Village Attorney Linda E. David, Village Administrator Executive Session-7 PM Discussion ensued on salary increases for confidential village employees. Discussion ensued on General Motors contract. Discussion ensued on the hiring of a Police Officer. Public Hearing- None Approval of Minutes Trustee Alter moved, second by Trustee Horecky to approve the minutes of January 2, 1996 with minor corrections, motion carried 6-0. Mayor Treacy commented on page 2, third para, should read thirty-one injuries, twelve of which were left turn related. Trustee Sweet commented on page 3, under his report, should read "to have the two buildings currently standing on one building lot, become one building on its own individual lot". Approval of Warrants Trustee Hayes moved, second by Trustee Alter to approve the warrants and authorize the Treasurer to pay the bills. After discussion took place on a few bills, Trustee Blanco moved, second by Trustee Horecky to table the warrants until the next meeting when the trustees will have received the December budget report to review, motion carried 4-3 with Trustees Blanco, Hyland, Horecky and Sweet voting yes and Mayor Treacy, Trustees Hayes and Alter voting no. Public Comments-Agenda Items Trustee Hayes moved, second by Trustee Alter to open the public comment section, carried. There were no comments from the public, Trustee Hyland moved, second by Trustee Horecky to close the public comment section, motion carried. Resolutions-Attached Old Business-None New Business-None 1 �i Mayor's Report Mayor Treacy thanked Joe DeFeo and his crew for the great job they did during the blizzard. He commented that he does alot of travelling and our village is always the best. The Mayor reported that we have received a draft copy of the Anderson report with regard to the re-use options for General Motors. Some of the ideas are senior housing, recreational facility, school, hotel, etc. There will be a public hearing on January 29th in Tarrytown regarding the proposed concrete plant on the waterfront. All interested parties are urged to attend. Mayor Treacy commented that the school bus stop schedule is back to normal after the changes made during the snowstorm. Mayor Treacy reported that since the resolution to hire a police officer tonight was tabled, an emergency meeting will be held on Thursday, January 18th at 6 PM to interview the next prospective candidate for police officer. The hiring of a police officer is made possible through a grant of $75,000. we will receive over a three-year period. Mayor Treacy commented that snow removal is continuing and has been done by our own men, no outside contractors were hired because we had the foresight to purchase new equipment a few years ago. Trustee Reports Trustee Hayes reported that the Library Board will meet on January 25th. With regard to the Senior Coalition, the Westchester County Office of the Aging will be holding classes in the Van Tassel community room on the heritage and culture of Italy. One class was held today from 1-5 PM and there will be five more classes. For more information, call the recreation department at 631-2450. The Fire Committee meeting for January 9th was postponed due to the snowstorm. Trustee Hayes read the attached Fire Council's report. Trustee Horecky moved, second by Trustee Blanco to approve these appointments, motion carried. Trustee Hyland commented that he was amazed that the Mayor took credit for updating the highway equipment. It was Trustees Alter, Hyland and Cicchetti at the time who had the.foresight to update our equipment. Trustee Hyland commented that he received the update on the revenues we have received from littering tickets since Marc Broadway was fired and there were only a few tickets issued since last April which shows we need to hire Marc Broadway back. Trustee Hyland commented that the Police Chief wrote the grant for the new police officers, not the Mayor. 2 �I I The Mayor responded that he passed the information onto Chief, the Mayor discovered the grant, the Mayor received grant application, the Chief filled in the grant application, mayor lobbied for the grant and was awarded the grant for Village of North Tarrytown. the the the the Trustee Hyland commented that the Trustees were kept in the dark about certain items, that is why a police officer was not hired tonight. Trustee Horecky reported that there will be a meeting multi-family recycling on January 25th in Village Hall. on Trustee Horecky commended the Fire Department for their help in clearing the aprons and the fire hydrants. Trustee Blanco commented now that we have all our appointments to the Cultural Council, we can start to organize any events in the village. Anyone having any information that will help, should contact Trustee Blanco. Trustee Alter commended Joe DeFeo and the Public Works Department for the superb job they did during the recent blizzard. They picked up any recyclables that were left at the curb, although there was to be no pick up that day. He read the attached Public Works Report. Trustee Alter reported that the TNT baseball registration will take place on February 3rd from 10-12. For more information in North Tarrytown call 631-2450 or 631-8389 in Tarrytown. Trustee Sweet read a letter from John Klein to Chief Brophy commending Officer Lombardi for finding his runaway son on New Years Eve and another letter to Officer Lombardi thanking him. (Letters made part of official minutes and copy placed in Officer Lombardi's personnel file.) Trustee Sweet reported that he was in receipt of the December police report. Trustee Sweet commented there is a Planning Board meeting on January 18th to hear further actions on the Barnhart Park proposal by Charles Pateman Associates and also further work on Kendall Avenue. At the prior Planning Board meeting, Janet Gandolfo's office presented an overview of the Planning Board procedures and authority that relates to sight plan review. Trustee Sweet found this to be very helpful. Administrator's Report In the absence of the Village Administrator, Mayor Treacy read the Zoning Board agenda for January 17th at 8 PM. Communications, Petitions and Requests Trustee Horecky read a letter from Jonathan Musacha of 148 Cortlandt Street regarding the Mayor's comments about the homeless person in our village. The letter was addressed to the Mayor but sent to Trustee Horecky because the Mayor does not read letters that are against him. (Part of official minutes) 3 �The Mayor commented that he does not read letters that talk about his family, not himself. Trustee Sweet made a motion to have the Village Administrator take whatever actions that are necessary to ensure that the petition to have the Planning Board members appointed by the Board of Trustees and the supersession that was voted on in the past be updated to the point where it will be placed on the March ballot, Trustee Hyland seconded the motion. Discussion ensued. Motion carried 4-3 with Trustees Sweet, Blanco, Horecky and Hyland voting yes, and Mayor Treacy and Trustees Hayes and Alter voting no. Mayor Treacy read correspondence from Nicholas Galbo of Gas Post, Inc. thanking the Mayor for the prompt response from his office when piles of snow were blocking the delivery of gas to his Sunoco station on Broadway. The Public Works department's quick response was quite impressive. A new resident wrote to the Mayor stating that he was stunned when he watched the meeting on January 2nd where it seemed that some of the trustees have their own agendas which may or m&y not be in the village's best interest which is embarrassing. He hoped that the elected officials will take time out to reflect on how important their decision making is to the future of our village. Correspondence was received from Jeannine Piro, District Attorney, stating that our letter to her has been received and is in the process of being reviewed. Mayor Treacy received correspondence from Pat Ramsey regarding an article in the Daily News on January 14th regarding the crime rate; North Tarrytown has the lowest rate of serious crime in the County. She congratulated the Police Department and Chief Brophy for an excellent job. ( Placed in personnel file). She also commended Joe DeFeo and the Public Works Department for a great job during our blizzard.(Placed in personnel file) There being no further business, Trustee Blanco moved, second by Trustee Hayes to adjourn the meeting, carried. I can't describe the misery we were spared by the action you took on that evening. If you have children of your own I'm sure you understand. This is the first and hopefully the last time John has done anything like this. John is basically a good kid whose been through a tough year family wise. I've enclosed a copy of a letter that has been mailed to Chief Brophy. I hope some good comes out of this for you. Thanks again for your assistance. Yours truly, �January 2, 1996 North Tarry town Police Department Chief James Brophy 28 Beckman Avenue North Tarry town, New York 10591 Dear Chief Brophy; I am writing to you today to extend my gratitude and appreciation for the diligence and quick action taken by your department and particularly Officer Lombardy on the safe return of my twelve year old son, John. On Sunday, December 31, 1995 at around 3:30 p.m. John decided to run out of his mother's car near the Eastview exit off the Saw Mill River Parkway. Through the Westchester County Police, your department, with the other local authorities had been notified. Some time between 5:30 and 6:00 p.m. officer Lombardy spotted John and approached him on the roadside. Officer Lombardy's demeanor was relaxed and casual. His conduct in the first minutes of his meeting with John placed him at ease and made the ending of a difficult situation for John a little less turbulent than he probably imagined. Please extend my thanks to Officer Lombardy for his zeal in the performance of his work. Winning a political race requires intelligence as well as the off-cited perseverance and stamina. However, the stance you have taken on MR.Michael White makes me question your decision-making abilities. Perhaps you are simply giving more weight to your advisers' research than to logic. I remind you that Michael White is a life long resident of North Tarrytown and is no different than you and I.Because of the fact that he is homeless,does not mean you should violate his constitutional right's.Instead of trying to chase MR.White out of town Why not chase all the drug dealers off the corner of Cortlandt and Clinton street these individuals are a danger to the resident of North Tarrytown especially our children.lt affects not only our future, but the futures of succeeding generations. In addition, there are law suits to consider. The public uproar has merely begun. Once the media get to the bottom of the story, actions detrimental to your political career, or what's left of it at that point, are inevitable. Use your intelligence; sit down with a piece of paper and list the pros on one side, the cons on the other.
