                  <text>An Emergency Meeting of the Board of Trustees of the Village of
North Tarrytown was held on Thursday, January 18, 1996 at 6:00 PM
in Village Hall, 28 Beekman Avenue, North Tarrytown, New York for
the purpose of hiring a Police Officer from the Civil Service
List.
Present:

Mayor Sean Treacy

Richard C. Sweet
Morris Alter
Jose Blanco
Scott P. Horecky
Michael Hyland
John T. Hayes, Jr.
Trustees
Also Present: Angela Everett, Deputy Village Clerk
Absent: Linda E. David, Village Administrator
Trustee Hayes moved, second by Trustee Horecky to open the
meeting, motion carried.
Mayor Treacy apologized to Marc Galgano, who was the next
candidate on the list, and explained to him that the Board could
not interview him this evening due to the fact that our labor
attorney has advised us that we cannot bring in the next
candidate on the list until the Westchester County Civil Service
Personnel makes a decision on the validity of the residency of
another candidate.
Mayor Treacy commented that the County Personnel office would
take more than one day to investigate this matter.
Trustee Blanco commented that if the County had been contacted
earlier, they may have been able to give us some direction.
Much discussion ensued on the validity of the residency of the
other candidate.
Trustee Hyland commented that we should contact the County to ask
them if they could extend the list for a certain amount of time
until this problem is resolved.
Trustee Horecky commented that he felt the County would freeze
the list pending the investigation.
After discussion, Trustee Hyland moved, second by Trustee Blanco
to table the appointment of the police officer and that we
contact the County immediately to explain the circumstances and
request that the County freeze the list so that we can poll off
of the immediate list for future hiring until the legal residency
of one candidate can be established.
More discussion ensued.
Mayor Treacy commented that by tabling this, it is very possible
that we will not be able to use this current list and we will
have to wait for a new list, therefore we will be jeopardizing

�the position of hiring a new police officer and we we will be
jeopardizing the $75,000. grant from the federal government.
Trustee Hyland stated that we should send all information we have
received to the County regarding the validity of this residency
along with our letter.
Trustee Horecky called for a point of order and commented that
this motion should have a letter be sent to the County with all
the information that we received from Mr. Quinoy regarding his
residency and a copy of the anonymous letter received on November
29th by this office.
Motion carried 4-3 with Trustees Hyland, Blanco, Horecky and
Sweet voting yes, and Mayor Treacy and Trustees Hayes and Alter
voting no.
Trustee Hyland asked that the Trustees receive a copy of all the
information being sent to the County.
There being no further business, Trustee Hayes moved, second by
Trustee Alter to adjourn the meeting, motion carried.
