A Special Meeting of the Board of Trustees of the Village of
North Tarrytown was held on Tuesday, February 27, 1996 at 8:00 PM
in Village Hall, 28 Beekman Avenue, North Tarrytown for the
purpose of voting on the extension of the Tolling Agreement with
General Motors.
Present:

Richard C. Sweet
Morris Alter
Jose Blanco

Michael Hyland
John T.Hayes, Jr.

Also Present:
Linda E. David, Village Administrator
Absent:
Donal M. Walsh, Jr. Village Attorney
Trustee Alter moved, second by Trustee Hayes to open the Special
Meeting, motion carried.
Trustee Hyland asked why this meeting was called. Mayor Treacy
commented that in order for the Board of Trustees to take a vote
a special meeting must be held.
Mayor Treacy called the meeting to order with a pledge to the
flag.
Mayor Treacy stated that the time frame for negotiations with
General Motors ends on February 28, 1996 therefore, the Board
must vote on this resolution tonight to extend the agreement.
Stephen Kass, attorney representing the village in this case,
gave a brief overview why this agreement must be signed. He
stated that this will permit both parties to negotiate during the
next several months without the threat of litigation.
Donal Stever, attorney who drafted the environmental law, urged
the board to sign this agreement.
Brief discussion ensued.
The attached resolution was passed.
Trustee Sweet moved, second by Trustee Hayes to adjourn the
Special Meeting, motion carried.
