Present: ^Mayor Sean Treacy Morris Alter Patricia Ramsey Jose Chevere Mario DiFelice Richard C. Sweet Trustees Also Present: Linda E. David, Village Administrator Absent: Trustee John T, Hayes, Jr. Mayor Treacy called the hearing to order with a pledge to the flag. Trustee Alter moved, second by Trustee DiFelice to open the public hearing, carried. Mayor Treacy gave a brief explanation of the budget process. He explained that there are a few changes due to certiorari petitions which resulted in reductions in assessed value of properties. The proposed budget is $184,175,020. for homestead and $60,723,7 02. for non-homestead. The proposed change in the tax rate is 4.82% for homestead and 5.08% for non-homestead. Mayor Treacy gave an overview of the proposed budget and gave a breakdown of the budget by departments and explained budget lines for each department. Trustee Ramsey commented that she would like to propose one new Fire Chief's car in the Capital budget for $27,983. Trustee DiFelice moved, second by Trustee Ramsey to open the public hearing, motion carried. Robert Moon asked if the Fire Chief's car was cut from the budget total. The Mayor commented that this is a working budget and has not been finalized yet. John Jadus asked about reinstating the K-9 Patrol. Mayor Treacy stated that the Police Chief did not request this in his budget. He also commented that the time the dog spends at home with the officer must be paid to the officer. Several Ambulance Corp. members commented that the $200,000. figure for the addition to the ambulance building seems quite high and wondered how this figure was arrived at. Linda David commented that she based it on the square footage and includes everything that needs to be done. 1 �The Mayor commented that it is best to go on the high side first. Mark Arduino, Editor of the Tarry News, asked when the Sleepy Hollow Landing will be built. Mayor Treacy commented that the environmental work has been done. Joe DeFeo can start demolition on the site now and we will be going out for infrastructure work this year. Hopefully it will be completed by next summer. John Cellante commented that the ambulance building needs to be improved. Volunteers put the building together twenty-one years ago, but now certain things have been mandated by OSHA. He showed pictures to the trustees of the building they built. Mario Belanich asked about the van for Meals-on-Wheels and commented that the K-9 unit can do what a Police Officer cannot do. i Mayor Treacy commented that Phelps Memorial Hospital has donated a 1982 van to the village for use for Meals-on-Wheels and recreation projects, also for seniors. Trustee Sweet read the attached letter from Frank Rey regarding the proposed budget. Clay Tiffany of PO Box 3 06, Briarcliff, New York asked the Mayor several questions whether the transfer of funds from water to the General fund has always been the practice. The Mayor answered yes. Mr. Tiffany went on at great length on several issues. Trustees DiFelice moved, second by Trustee Ramsey that a person in the audience be allowed only two minutes to speak, motion carried 6-0. Mario Belanich asked about the transfer of funds from the water fund to the general fund and the PILOT agreement with GM. Mayor Treacy again gave an explanation of this yearly transfer and the PILOT agreement. There being no further comments, Trustee Alter moved, second by Trustee Ramsey to close the public hearing, motion carried 6-0. I QUESTION THE SPENDING IN THE 1996-1997 PROPOSED BUDGET AS EXCESSIVE. NO EFFORT IS GIVEN THE PARKING FOR THE INNER VILLAGE AND ITS MERCHANTS AND TOURISM. $200,000 WOULD BE BETTER SPENT TOWARD THAT END RATHER THAN ON A BUILDING THAT WAS PROPOSED FOR DEMOLATION FIVE YEARS AGO. BETTER UTILIZATION OF CURRENT VILLAGE FACILITIES IS A FAR BETTER WAY TO ADDRESS THE AMBULANCE CORP SITUTATION THAN SPENDING $200,000. WITH GM PENDING DEPARTURE. THE PROPOSED REVENUE OF $150,000 FROM GM WATER SALES APPEARS UNREALISTIC SINCE GM CEASES PRODUCTION AT THE END OF JUNE, ONE MONTH INTO THE BUDGET. HOW YOU ANTICIPATE THIS REVENUE WHEN THERE IS NO PRODUCTION, WHICH CREATED THE HIGH WATER USEAGE DUE TO FIBERGLASS PRODUCTION OF VEHICLES? TOO MUCH SPENDING ON CAPITAL ITEMS, ESPECIALLY DPW. WHERE IS THE SHARING YOU PROPOSED WHEN FIRST ELECTED? INTEREST PAYMENTS HAVE NEARLY DOUBLED WHILE YOUR IN OFFICE. I SEE NO MENTION OF THE FIRE EQUIPMENT PURCHASED LAST YEAR. IS THE NEW EQUIPMENT LISTED IN THE BUDGET? IF NOT, WHY NOT. I OBJECT TO THE TRANFER OF $110,000 FROM THE WATER FUND TO THE OPERATION ACCOUNT. THIS IS MONIES FOR THE WATER AND SEWE LINES IN THE VILLAGE, AS REPAIRS ARE NEEDED. HOW CAN WE HAVE A SURPLUS WHEN YOU RAISED THE WATER RATES 2 YEARS AGO? THIS TRANSFER, IN MY OPINION, IS INAPPROPRATE AND IMPROPER. OUR RESIDENTS CANNOT DEDUCT WATER RATE INCREASES ON THEIR TAX RETURN, BUT THE TAX INCREASE CAN BE DEDUCTED. I WILL REVIEW THE BUDGET AT YOUR NEXT BOARD MEETING.
