Public Hearing-None Approval of Minutes Trustee Alter moved, second by Trustee Hayes to approve minutes of April 10, 1996, motion carried 5-0. Approval of Warrants Trustee Alter moved, second by Trustee Hayes to app? :ve the warrants of May 7, 1996 and authorize the Treasurer to pay the bills. Brief discussion ensued on a few bills. Motion carried 5-0. Total of the General fund is $159,315.19, the Water St Sewer fund total is $163,688.03 and the Capital Projects total is $2173.75. Public Comments-Agenda Items Trustee Chevere moved, second by Trustee Alter to open t) ?. public comment section, motion carried. Mark Arduino asked about the tax lien sale. Village Attorney commented that people are not purcha ing the property, they're buying the tax lien. A reception will be held on June 29th at the Axe C:.Jtle to celebrate their organization which is also a fund reiser. The Hudson River Valley Greenway Council has been working or creating a system of trails and linkages throughout the Hudson R:ver Valley. They will be ready to accept the Horsemen's trail a; their meeting on May 22, 1996 in West Point. r i! J Mayor commented that Henry Steiner has worked very hard on a vi ;y descriptive map of the Horsemens' Trail which will be made a" ailable at the Restoration, Village Hall and various r.-. --.taurants. M- yor Treacy reported that we have received a refund of $30,974. f: ^m MEBCO health insurance. M yor Treacy brought forth attached resolution #05-84-96. T;ustee's Reports Tiustee Hayes reported he attended a Senior Citizen Outreach 1. ncheon at the Van Tassel on March 26th. A representative from X" iser Permanante was present. A; the recent Library Board meetings discussion on roof repairs \; -s the key issue. It will cost between $4000-$5000 to patch the r of and $25000.-$30000. for a new roof. 7.ustee Hayes read Chief Chulla's report for March and the year c.J report. II attended a meeting at Union Hose regarding various concerns : .eluding an estimate of $6500. for maintenance and repairs. Trustee DiFelice moved, second by 7 ustee Alter to approve these appointments, carried. 7 -ustee Hayes read a letter from John Cellante regarding the 2 �removal of a fire truck from Union Hose on Election Day. Mayor Treacy commended the Fire Department for response to the recent fire at Antonio's Cabinetry. the! - quick Trustee Chevere attended an ambulance meeting last week r ..nardir.g their concerns such as no second floor in the building an I how to improve it. We need to upgrade equipment and attract new ".embers. He will work together with the Mayor to try to work out some of these problems. Trustee Chevere received a letter from the N. Tarrytown 'enantc' Association regarding the expiration next year of the r nt laws under ETPA that protect the tenants. On May 22nd a Tenant:.' Lobby Day will be held in Albany. Trustee DiFelice commented that he is working witi Hen:V" V Atterbury on the "Are You Okay" program where daily t lephcr.e calls are made to senior citizens who wish to participate. Henry will speak to the seniors regarding this program at th'ir next meeting. Trustee DiFelice spoke to someone at Yankee Stadium regar ling the possible purchase of the GM plant for the Yankees to have cvs their stadium. Mayor Treacy commented that this was discussed awhile ago and there is a problem with access to the plant. Trustee Alter commented that the recreation brochures h .ve been mailed out and gave a brief description of activities t'iat will be held. He read the attached public works report. Trustee Alter commented that flushing of hydrants will tr .;e place from May 10-20 from 9 AM-1PM. Trustee Sweet reported that the CAC and the Conservation Management Group has completed its work on rewriting ;he Tree Conservation law and has been distributed to the Mayor end Beard for their review. He would like to set a date for :•. public hearing on July 23rd. Discuss at the next work session. Trustee Sweet reported that the Name Change Committe- met to discuss what steps need to be taken for the consideratic.-i of the residents for the name change. There are two options, one is calling for a referendum by a petition of at least two hundred signatures or the Board may call for a referendum by a resolution; he felt both of these options together would be best. He received the police report for April. Administrator's Report Linda David read the agendas for Zoning Board on May 15, Planning Board on May 16 and the ARB for May 22nd. Loose leaves are no longer being picked up wih the vacuum. The vacuum is used in the Fall. Place bagged leaves and tied brush at the curb before 7 AM on Mondays for pick up. The 50/50 sidewalk program has begun. Repaving program will start again once the list is complete. New wire garbage receptacles will be placed along Beekma -•. Avenue in June. Fire hydrants will be repainted this summer. Crosswalks and parking space lines will be painted this season. The replacement of lights has begun throughout the village. Bids for the Cortlandt Street Sidewalk Improvement Project were opened on Monday, May 6, 1996 and the project should begin shortly once the bid has been awarded.
