Present: Absent: Mayor Sean Treacy Richard C. Sweet Mario DiFelice Jose Chevere, Jr. John T. Hayes, Jr. Trustee Morris Alter Trustee Patricia Ramsey Also Present: Trustees Linda E. David, Village Administrator Janet Gandolfo, Village Attorney Executive Session- 7 PM Discussion ensued on litigation and a personnel matter. When they moved into regular session, the consensus of the Board was to retain the services of Arthur Grae, Esquire in the Brophy disciplinary proceedings. Mayor Treacy called the meeting to order with a pledge to the flag. Trustee Hayes moved, second by Trustee Sweet to open the meeting, motion carried. Public Hearing Mayor Treacy read the attached public hearing notice regarding the establishment of election districts in the event a special election on the proposed name change is held on December 10,1996. Trustee Sweet moved, second by Trustee Chevere to open the public hearing,motion carried. Several residents, James Galgano, Chick Galella, Mario Belanich, John Jadus and Robert Powers, Jr. had objections to the name change. They had questions such as the cost of the election being held in December instead of March and the Board's obligation to hold this election. Trustee Sweet commented that the reason the Sleepy Hollow Society chose not to have the election in March was because they did not want this to become a political issue. Our Village Attorney, Janet Gandolfo hundred signatures are on a petition, special election. She explained the followed and the time frame involved election. If after six months, another signatures on a petition, they could ask explained that if four the Board must have a procedure that must be in holding a special group gets four hundred for a special election. Several other residents, Henry Steiner, Pat Munroe and John Edwards were in favor of the name change and felt it would be good for the village to have our own identity. /4T �There being no further comments from the public, Trustee DiFelice moved, second by Trustee Sweet to close the public hearing, motion carried. Mayor Treacy read the attached letters for and against the name change into the official minutes. Mayor Treacy asked the Board members for their comments. Trustee Sweet commented the reason he did not pursue the referendum on the Planning Board appointments had nothing to do with the cost factor as stated by Mr. Belanich. There were other reasons such as time factor, etc. and now the New York State Legislature has returned the power of appointments to the Planning Board back to the way it used to be. Trustee Sweet stated that changing the name was not meant to be a political issue. We just want the people to decide whether or not they want the name of their village changed. Trustee DiFelice commented that this hearing is only to set the election districts in case we do receive the petition with four hundred signatures. Mayor Treacy commented that the reason for the proposed consolidation of the election districts was to cut costs. He had hoped this would not become a political issue and suggested in light of the concerns of consolidation of the election districts, the Board consider leaving the districts the same as for our regular election except that district 6, 7 and 10 will be held at the Hudson Valley Writers' Center due to the fact that we will not be able to use the Philipsburg Restoration on December 10, 1996. Mayor Treacy then read attached resolution # 08-132-96. Resolutions-Attached There being no further business, Trustee DiFelice moved, second by Trustee Hayes to adjourn the meeting, motion carried. Village Election District #6 shall have a voting place located at the Hudson Valley Writers'Center on Riverside Drive; Village Election District #7 shall have a voting place located at the Hudson Valley Writers' Center on Riverside Drive; and Village Election District #10 shall have a voting place located at the Hudson Valley Writers' Center on Riverside Drive. 2. Y. 10591 Dear Sirs and Madam, I am writing to you to advise you that I am unable to appear at tonight's meeting concerning the name change of North Tarrytown because of ill health and other personal matters. I As you know, I am an opponent of changing the name of North Tarrytown. I have written numerous letters both to Gannett Suburban Newspapers and to the TarryNews expressing my views on this issue. I have listed inconveniences, waste of taxpayers' money that could be used to upgrade the quality of life in North Tarrytown, the irrational reasons that the proponents have mentioned, etc. In 1988, my husband and I led the campaign to keep North Tarrytown1s name. The public vote reflected a 2-1 victory for us and for our supporters. This request by the Sleepy Hollow Society is just a repeat of 1988. No change has occured since then concerning the feelings of the old-time North Tarrytowners. I have lived in North Tarrytown for 32 years and I know more about this Village by being involved than these fly-by-nighters Also, I am opposed to the location of the polling places for the proposed referendum in December 10, 1996. Anyone can see that this is GO transparent to favor the Manoritesl 1 Do not let the old-time Villagers downJ We have always been the "community people" who were and are willing to help improve the Villa by "doing" hard work. How does it look if Sleepy Hollow became a reality and those who live in Sleepy Hollow Manor would certainly lose THEIR identity I As you know, they never accepted that they live in North Tarrytown. Are there going to be two Sleepy Hollows? Get real. These people should move if they don't like the name North Tarrytown. If a guest is invited to dinner at a friend's house and does not like what's on the menu, does the hostess change it gust to please her or him? Today, hopefully, is a day which some historian of the future might call thefirstday in the "Great Future'' of North Tarrytown. That great future includes, and I believe requires, that we become the Village of Sleepy Hollow. The benefits of assuming this new name are many; economic, cultural and social. Each of us understands the benefits in our own way, and it isriotmy intention to enumerate them here. However great the potential benefit of renaming our village, the transition to a new name may be as challenging in its own way as the negotiation with GM. Even so, the rewards more than justify the effort, and we will almost certainly succeed if those currently in strong agreement join together in a clear unified action. I propose a meeting of those village leaders firmly committed to a name change. At present, my list begins with yourself, and includes Trustees Mario DiFelice, Dr. Richard Sweet, Mace Alter, Patricia Ramsey, and Hose Chevere. I believe trustee John Hays may also be favorably inclined, and if so he is most welcome as well. I will invite Henry Steiner, former President of the Sleepy Hollow Society, and Kay Grala, who is the Society lawyer, and who knows the details of the New York State renaming law better than anyone. Other strong supporters might also be included in a non-partisan show of unanimity and support. The pupose of this meeting is to create a strategy for success in an ensuing referendum. Issues of dates and scheduling of events, as well as other types of planning, need to be discussed, so that we will all act in accord with a smart and well thought out plan. The Sleepy Hollow Society has always hoped for the kind of united intelligent adoption of a new name that appears to be possible now. If we arc successful in this endeavor, and there is no reason why we should not be, North Tarrytown will indeed have an opportunity to gain the "Great Future" it truly deserves. No less than 30 nor more than 60 days prior to that date, we will submit to the Board of Trustees a Petition requesting a referendum containing a proposition on the question of whether or not the name of the Village of North Tarrytown should be changed to Sleepy Hollow. As required by Village Law, the Petition will contain more than 400 signatures of qualified Village electors. In order to reduce the costs of holding the referendum, it may be in the best interests of the Village to reduce the number of election districts from the current number of ten. To this end and in accordance with Section 15-110 of the Election Law, the Board must adopt a resolution authorizing the reduction of election districts and specifying the boundaries at least 120 days prior to the Village election. In this regard we ask the Board to consider the adoption of such a resolution at its August 6, 1996 meeting. The Society will gather the necessary signatures for a renaming referendum, and will submit them in accordance with the appropriate schedule. We suggest that the referendum be scheduled according to the wishes of the Mayor and Board of Trustees. In the Society's opinion, it is essential for North Tarrytown's future that this vital non-partisan issue be presented in a manner such that success of the referendum is assured. While the Society will vigorously campaign in support of the referendum, we strongly believe that success will require substantial support from the village's elected officials, and from each of the village's political parties. The prize of acquiring our own bonafide world famous village identity is of such potential economic and social value that it must not be jeopardized by relying solely on the Society to pursue the campaign. Stated simply, it will require strong efforts from all those who support this idea to be victorious. The Sleepy Hollow Society urges all our elected officials to pursue this most valuable prize with energy, skill and dedication. NORTH TARRYTOWN, N Y . 1D591 Dear Mayor Tracey, Aug. 1,1996 Having just found out about the changing of the polling locations for the up and coming referendum reguarding the name change of our village, I think this smacks of smoke filled room politics. For all our previous elections or referendums we have always voted at our known polling locations, which were located near our homes and business 1 s. WHY FOR THIS REFERENDUM ONLY SHOULD THEY BE CHANGED!!! Why confuse the public as to where they are to vote, no less reduce the number of polling places which may be difficult for many to find? Needless to say, why go to the expense for the village to spend additional sums of money for this venture NOW, when in March we have our normal ballot, at NO ADDITIONAL EXPENSE when this matter can be voted upon. The village should certainly be careful in spending additional funds in lieu of General Motors reducing it's taxes to the village. Needless to say that if the name change be voted in, HOW MUCH MONEY WILL BE SPENT IN CHANGING all the village stationary,its legal documents,summons's etc. as well as the Gold leaf inscriptions on all our fire trucks, Stencils on our police cars, Stencils on our village trucks and other vehicles used by the village. As far as our citizens are concerned do you realize what it will cost to change their stationary,drivers license,legal documents,membership in various clubs,credit cards,notify their Banks re:change of address,insurance companies etc etc. ad infinitem!! All of this will be taking place when Village taxes are set to escalate!
