WKSsk A regular meeting of the Board of Trustees was held on Thursday, November 7, 1996 at 8:00 PM in Village Hall, 28 Beekman Avenue, N. Tarrytown, NY . Present: Mayor Sean Treacy Richard C. Sweet Morris Alter Mario DiFelice Jose Chevere Patricia Ramsey John T. Hayes, Jr. Trustees EXECUTIVE SESSION- 7:30 PM Discussion ensued on a few litigation matters. Mayor Treacy moved, second by Trustee Chevere to settle the Sheldon case for up to $10,000., motion carried unanimously. Mayor Treacy moved, second by Trustee Alter to settle the Kosilla case for up to $1000., motion carried unanimously. Discussion ensued on a personnel matter but no formal action was taken. Mayor Treacy called the meeting to order with a pledge to the flag. He asked that everyone remain standing for a moment of silence. Trustee Sweet commented that his sister-in-law, Mrs. Coralie Cassell Stanton, former North Tarrytown school teacher passed away last week. Mayor Treacy commented that Jim Margotta's mother also passed away. Trustee Alter commented that we would like to thank Henry and everyone who helped with the successful hayride. Henry Atterbury then presented a check to Celia Vogt of the Women's Auxiliary, Greg Thompson of Wolfpack and Bobby Checchi of the TNT Tigers for all their help. This money was the proceeds from the hayride. Mayor Treacy presented a proclamation to Richard Mclntyre, Deputy Commissioner of the Town of Cortlandt proclaiming November 7, 1996 Town of Cortlandt day in North Tarrytown to thank them for letting us use their leaf recycling facilities. Mr. Mclntyre accepted the proclamation and read a letter from Linda Pugliese, Supervisor which stated Cortlandt was glad to share their composting site with us. Trustee Ramsey moved, second.by Trustee Hayes to open the meeting. Motion carried. PUBLIC HEARINGS-NONE 1 �APPROVAL OF MINUTES Trustee Sweet moved, second by Trustee Alter to approve the minutes of the October 15, 1996 meeting as written, motion carried. APPROVAL OF WARRANTS Trustee Alter moved, second by Trustee Chevere to approve the warrant of the General fund for a total of $141,957.00 and authorize the Treasurer to pay the bills, motion carried after brief discussion on a few bills ; Trustee Alter moved, second by Trustee Chevere to approve the warrant of the Water & Sewer fund for a total of $55,260.76 and authorize the Treasurer to pay the bills, motion carried; Trustee Ramsey moved, second by Trustee Hayes to approve the warrant of the Capital fund for a total of $124,216.53 and authorize the Treasurer to pay the bills, motion carried after a brief discussion. PUiiLIC COMMENTS-AGENDA ITEMS Trustee Alter moved, second by Trustee DiFelice to open the public comment section, carried. Jim Galgano had a few comments and questions regarding resolution #11-175-96 pertaining to the ferry sloop. There being no further comments, Trustee DiFelice moved, second by Trustee Ramsey to close the public comment section, carried. RESOLUTIONS-ATTACHED OLD BUSINESS Trustee DiFelice asked on the status of the 79 College Avenue building. The Mayor commented we still trying to sell it. Trustee Ramsey asked if public comments could be held earlier on the agenda. (Will discuss at work session) Trustee Sweet commented that with regard to putting up a retaining wall in the employees lot, we might consider a wrought iron fence instead of the solid wall where debris will collect behind it. Trustee Sweet stated that the amended tree law is now an official law. NEW BUSINESS-NONE MAYOR'S REPORT Mayor Treacy read a letter of resignation from Elsie Moten, Court Clerk for over thirty years, informing the Mayor and the Board that she is retiring effective January 1, 1997. Trustee DiFelice moved, second by Trustee Ramsey to accept her resignation with regrets, carried. . •.,. j-. �*7t> Mayor Treacy commented that he would like to recognize the Ambulance Corp. for all their efforts throughout the year. Hudson Canyon Construction Company has almost completed the Cortlandt Street project. They have given us a schedule of the work left to be done. There will be a public conference on the Hudson River symposium regarding reviving the Hudson riverfront on November 17th from 3-5 PM at the Hudson River Museum. The County Executive has invited us to submit nominations for five scholarships in commemoration of the 13th year of Westchester County Women's Hall of Fame. Each scholarship is worth $3000. Anyone knowing of a women deserving this scholarship is asked to fill out an application which is available at village hall. Mayor Treacy and Trustee Chevere attended a meeting with members of the Dominican Republic Association and residents to discuss their concerns. Trustee Chevere will talk about it in his report. Mayor Treacy attended the annual graduation celebration of the Portuguese Cultural Center last week. Mayor Treacy read a memo to Chief Brophy from Detective Caixiero commending Officer Checchi for the excellent job he did recently when on two separate occasions, he stopped a vehicle carrying stolen property. (Placed in personnel file) Mayor Treacy appointed Jim Occhigrosso as liaison for the Community Development Block Grant program with the County. He will replace Andres Valdespino who has resigned. Thanks to President Clinton we have been awarded another $75,000. in a Cops Fast grant funds to hire a police officer. This will help pay for our two new police officers who were hired recently. A total of $150,000. Has been awarded for two new officers. TRUSTEE REPORTS Trustee Hayes reported that the next Library Board meeting will be held on November 25th. The library will be closed on November 11th and Thanksgiving day. He read the fund raising letter that was sent to all residents of Tarrytown and North Tarrytown. He will be attending the Senior Outreach luncheon on November 12th. He and Linda David will be meeting with the Fire Committee on November 13th at 2 PM. 3 �He thanked the fireman for a pleasant evening two weeks ago. Trustee Ramsey commented that she is working on the report for the Halloween weekend activities. Trustee Ramsey read the attached thank you letters to Henry Atterbury, Chief Brophy and Mr. Wolff and a few of his students from Sleepy Hollow High School for all their help during Halloween weekend. Trustee Chevere thanked the police department for the great job they did on Halloween night. He thanked thefiredepartment for their great service to our community and thanked them for a pleasant evening and great dinner. On October 26th he and Mayor Treacy met with the Dominican Republic Association of Westchester. The President of the Dominican Republic Association of Westchester has expressed a great deal of concern for his people as far as education and sending an antidrug message out. Trustee Chevere commented that he has been receiving a lot of complaints from residents of College Arms regarding the sale of drugs in the parking lot. He would like to discuss this at the next work session to see what we can do. The Mayor commented that we should have the Police Chief, the Detectives and a representative from College Arms at this work session. The Board directed the Administrator to inform the Chief. Trustee Chevere asked that we have the police department enforce the traffic on Cortlandt Street where the cones are around the raised manhole covers. Trustee DiFelice reported that bingo at thefiredepartment last Saturday was successful. Bingo will be held every Saturday at 7:30 PM in Central Fire Department. Trustee DiFelice and Linda David met with representatives from Con Ed regarding the feasibility of natural gas vehicles. Trustee Alter reported on several recreation activities such as a trip to Cooperstown, and an upcoming ski trip and the after school programs. He thanked Henry Atterbury and all the volunteers who made the hayride so successful. The Mayor thanked Mary Grace DiClemente for putting together such a great brochure. On October 28th the Village of Tarrytown held a Planning Board meeting regarding application of Fox Ridge Transportation for the creation of a vehicle maintenance, storage dispatch and source facility at or near the border of the two villages. North Tarrytown will also be affected by this facility and they should come before our Planning Board as well before any decision is reached. The amended tree ordinance is now in effect. ADMINISTRATOR'S REPORT Linda David read the ARB agenda for November 25th. There is no Zoning Board or Planning Board meeting in November. The elevator project is moving along; should be completed by February or March of 1997. COMMUNICATIONS, PETITIONS & REQUESTS Deputy Clerk read correspondence from Lydia Michaelides thanking Joe DeFeo and his crew for a great job in repaving Kendall Avenue Extension. (Placed in personnel file) Mayor Treacy read correspondence from Maureen Marmo requesting a 3-way stop sign at the corner of Holland and Gordon Avenue, (work session agenda) A letter from Mr. Newman of 24 harwood Avenue requesting sidewalk and curb repairs was read. (Has been put on 50/50 sidewalk repair list) The Mayor read several letters regarding the name change from people who do not live in the village but felt it would be beneficial for the name to be changed. PUBLIC COMMENTS Trustee DiFelice moved, second by Trustee Hayes to open the public comment section, carried. Jim Galgano had questions regarding the date of the referendum for the name change. There being no further comments, Trustee Sweet moved, second by Trustee Hayes to close the public comment section, carried. Trustee Alter moved, second by Trustee Ramsey to move into executive session to discuss litigation. The evenings of Friday, October 25, and Saturday, October 26 were important and busy ones » in North Tarrytown. Thousands of visitors and residents celebrated our Sleepy Hollow heritage and Halloween on these evenings as multiple events and celebrations took place throughout our village. From conversations with several visitors and by my direct observation and interaction with the men of your department who were on duty these evenings, I feel that praise is in order. Your men were at all times efficient, responsive, professional and polite in the performance of their duties. The assistance they gave me and. the volunteers who worked on special events was essential to the enjoyment of all who participated and to the success of our special weekend. Now that the sidewalk project on Cortlandt Street is completed, the meters are being installed. Kendall Avenue Extension was repaved the end of October. Rewired our sewer pump station in Sleepy Hollow Manor. Leaf season is in full swing. LEAVES IN THE INNER VILLAGE AND THE WEBBER PARK AREA MUST BE BAGGED AND PLACED AT THE CURB BEFORE 7 AM ON MONDAYS, BECAUSE THERE IS NO ROOM IN THESE AREAS TO LEAVE THEM IN THE GUTTER FOR PICKUP. Residents in the Manors are asked to put their leaves in the gutter for pick up with the vacuum. DO NOT PUT BRANCHES AND TWIGS IN WITH THE LEAVES! November 11th is a legal holiday. Monday's pick up will be on Tuesday, Tuesday's pick up will be on Wednesday. The rest of the week will remain the same.
