A regular meeting of the Board of Trustees of the Village of Sleepy Hollow was held on
Tuesday, December 17, 1996 at 8:00 PM in Village Hall, 28 Beekman Avenue, Sleepy
Hollow, New York.

Patricia Ramsey

Linda E. David, Village Administrator

Trustee DiFelice moved, second by Trustee Alter to open the meeting, carried.
Mayor Treacy called the meeting to order with a pledge to the flag.
The Mayor stated that this meeting is our annual Christmas meeting, therefore the agenda
is shorten tonight.
Approval of Warrants
Trustee Alter moved, second by Trustee Chevere to approve the warrant of the General
fund and authorize the Treasurer to pay the bills for a total of $609,281.28, motion
carried 6-0 after brief discussion; Trustee Alter moved, second by Trustee Ramsey to
approve the warrant of the Water &amp; Sewer fund and authorize the Treasurer to pay the
bills for a total of $68,918.21, carried 6-0; Trustee Alter moved second by Trustee Hayes
to approve the warrant of the Capital fund and authorize the Treasurer to pay the bills for
a total of $27,232.99, motion carried 6-0.
Resolutions-Attached
On resolution #12-202-96, discussion ensued and the attached letter from the Fire Council
was read with regard to the appointment of the Code Enforcement Officer.
Trustee Alter announced that since Christmas and New Years Day fall on Wednesday this
year, recycling will take place on Thursday along with regular Thursday garbage pick up
for those two weeks.
Before closing the meeting, Mayor Treacy read a proclamation proclaiming December 17th
as Elsie Moten Day in the Village of Sleepy Hollow. Ms. Moten has been with the village
for over thirty-three years, most of those years as Court Clerk. She will be retiring at the
end of December.

Trustee DiFelice commented that a graduate of North Tarrytown High School, Carmen
Leggio, has an album out called Sleepy Hollow Memories. You can purchase it in local
stores or call 631-5026.
Mayor Treacy commented that one of our local residents, Henry Haas is the creator of the
new Sleepy Hollow T-shirts and anyone interested in purchasing one can contact him.
There being no further business, Trustee Alter moved, second by Trustee Hayes to
adjourn the meeting, carried.

Transportation Reimbursement Program.

Be It Resolved that the Mayor and Board of Trustees appoints Mr.
Samuel Caccamise as a full-time Laborer in the Department of Public
Works effective December 18, 1996 at an annual salary of $34,647.84
which is 90% of the total salary. Said appointment is subject to the
approval of Westchester County Civil Service Commission and a
probationary period of 18 months.
Discussion ensued. Trustee Ramsey moved, seconded by Trustee Sweet
to amend the resolution to read a probationary period of 6 months for
both employees, motion carried.
Trustee DiFelice moved, seconded by Trustee Chevere to appoint
Samuel Caccamise as motion was amended. Motion carried, 6-0.

Be it Resolved that the Board of Trustees does hereby call upon the
New York State Legislature to extend the Emergency Tenants
Protection Act (E.T.P.A.) and not allow this essential legislation to lapse
since it protects minority and low income Village residents and many
senior citizens in our population who could be potentially displaced,
because of an increase in rent.

Trustee Sweet and Trustee Ramsey voted no because the E.T.P.A. law
gives insufficient protection to those who need it the most.

Mayor

The 13 members of the Fire Council express our displeasure
with the way you have handled the vacant position of Code
Enforcement Officer.
On Tuesday November 12th you and the members of the Board of
Trustees interviewed applicants for the position. One cf the
applicants was Ex-Chief Richard Gross from this department. Mr.
Gross was the only NYS CERTIFIED CODE ENFORCEMENT OFFICER of
all the candidates.
This council wants the public to know that Mr.Gross has had a
letter of consideration for this position on file with you since
May 16,1996 and you have taken no action to hire a QUILIFIED
and life long resident of this village.
Mr.James Margotta, your building inspector has been receiving a
portion of the money budjeted from the Code Enforcement line
for doing this extra work over and above his present duties.
This council feels that you the Mayor have personal reasons why
you have not placed Mr.Gross's name before the Board of
Trustees for approval. ARE YOU MR. MAYOR WAITING FOR A
PERSONAL FRIEND TO COMPLETE THE PRESENT CODES COURSE
SCHEDULED TO BE COMPLETED IN JANUARY ?

unprofessional and little or no regard
for the safety of the residents of this Village.
I would appreciate hearing comments from the Trustees as to
their evaluation of the candidates interviewed and who they
recommend to fill the vacant position.
