Motion carried unanimously. IN THE MATTER OF ARBUCCI, 162 MILLARD AVENUE, SLEEPY HOLLOW, NEW YORK 10591 Mr. Arbucci of 162 Millard Avenue submitted and discussed his application for assessment reduction. Mayor Treacy explained the procedure the Village uses. �o$> Mr Balog stated that the value of the assessment is determined by an assessment ratio calculated by New York State which is 51.72%. Mr. Balog stated that if the appraisal Mr. Arbucci submitted is good he may want to submit it with an application of assessment also to the Town of Mount Pleasant. The towns ratio is different from the Village. Discussion ensued. Mayor Treacy stated that the Village will review the Village Assessors recommendation. David, Village Administrator Janet Gandolfo, Village Attorney Mayor Treacy called the meeting to order with a pledge to the flag. The Mayor asked that everyone remain standing for a moment of silence for Trustee Richard Sweet who passed away last week and commented that he was one of our best, an honorable man and a gentleman who gave a lot of time to this community, a good father and grandfather. Trustee Alter moved, second by Trustee Chevere to open the meeting, carried. Mayor Treacy commented that the Mayor and Board sat as the Board of Assessors for Grievance Day today from 4PM-8PM. Public Hearings-None Approval of Minutes Trustee Alter moved, second by Trustee Ramsey to approve the minutes of the January 28, 1997 public hearing , motion carried 5-0. Trustee Alter moved, second by Trustee Stever to approve the minutes of February 4, 1997, motion carried 4-0-1 with Trustee Ramsey abstaining. Approval of Warrants Trustee Alter moved to approve the warrants of the General fund, second by Trustee Ramsey and authorize the treasurer to pay the bills for a total of $803,294.01 motion carried 5-0; Trustee Chevere moved, to approve the warrants of the Water & Sewer fund and authorize the treasurer to pay the bills for a total of $20,802.03 motion carried 5-0; Trustee Alter moved to approve the warrants of the Capital fund, second by Trustee Ramsey and authorize the treasurer to pay the bills for a total of $101,557.89, motion carried 5-0. �Public Commcnts-A2cnda Items Trustee Alter moved, second by Trustee DiFelice to open the public comment section, carried. There were no comments from the public. Trustee DiFelice moved, second by Trustee Ramsey to close the public comment section, carried. Resolutions-Attached Old Business-None New Business Trustee Ramsey commented that the Great Hunger Foundation has approached her asking that the village bor.rl pass a resolution to write a letter to the Postmaster General requesting that the post office issue a commemorative stamp commemorating the 150th anniversary of the great hunger of the Irish famine. Trustee Alter moved, second by Trustee Chevere to have this letter written, motion carried 5-0. Trustee DiFelice asked if a special recognition could be made in Trustee Sweet's memory with regard to the Local Waterfront Revitalization Project that was just passed. Discussion ensued on what sort of recognition should be done. -The Board was unanimously in favor of this and will discuss the details at the next work session. Trustee Alter asked that a small plant be placed on Trustee Sweet's desk for the next few weeks in his memory. Mayor's Report Mayor Treacy reported that this past weekend he attended an exciting ceremony held by the Boy Scouts of the young men moving up in the system. He then read a list of those young men. Mayor Treacy and Mayor Pilla attended the African American Heritage Day celebration at the Community Opportunity Center. Trustee Chevere was also in attendance. Last Monday the Mayor met with Anthony Zaino of the County Department of Planning, and Ed Weinstcin, consultant of the Hastings Design Group to review drawings and plans for the new riverfront park. He hopes to have drawings for the Board in the near future. The Mayor toured Cortlandt Street with Anthony Zaino to check the completed project. �Mayor Trency gave an update on (he accreditation program. Lt. Warren is our accreditation officer with the police department and Lt. Warren has reported that our new probationary officers' training is in place, we are working on new improved radio programs and he has been working on standardizing our uniforms and badges. The Mayor commented that budget requests from the department heads are due by March 1 st . Trustee's Reports Trustee Stever reported that on February 10,h the LWRP local laws were sent to the Secretary of State for final approval. Trustee Ramsey reported that the Tourism Committee will meet on February 24,h at 7:30 PM to discuss updates on several projects and events planned for the coming year. An update on the St. Patrick's Day parade will be given by Mary Grace DiClemente and Hugh Casey who have been working very hard on this upcoming event. Trustee Ramsey read the attached Fire Wardens' correspondence. Trustee Ramsey moved, second by Trustee Alter to approve their parade requests, motion carried. Trustee Chevere moved, second by Trustee Alter to approve the appointment of Angelo Guzzo to Fire Patrol, motion carried. Trustee Ramsey read the Chief Engineer's monthly report. Trustee Ramsey commented that she has received several concerns from residents. One concern was children crossing from the Van Tassel building over to Morse School on Pocantico St. One suggestion was that a sign be erected by the archway at the Van Tassel on Pocantico Street reading "Children are Crossing" and lines be painted across the road. Mayor Treacy commented that input from the school district and parents was needed before any action can be taken. Trustee Alter commented that this problem is further compounded by parents parking their cars on the sidewalk and double parking when dropping off or picking up their children. The Mayor commented that he met with the Principal of the school last week regarding several conditions in that area. Several suggestions were made. Discussion ensued among the trustees on different suggestions. The Mayor commented that we will discuss the situation with the Police Chief, General Foreman and the Principal of the school. �Another concern was the school buses that park on the corner of Elm and Pocantico letting children off the bus. It is very difficult for a car going down Pocantico Street to sec a child who is getting off the bus to cross the street. Mayor Trcacy commented that we will get in touch with the Administrator of the school district and the person in charge of buses to discuss this. Trustee Ramsey commented that another complaint was the parking in front of the post office in the evening hours. Trustee Alter commented that he had signs posted there but there is no enforcement by the Police Department. Trustee Ramsey moved, second by Trustee Alter that the Police Chief be directed to have his officers enforce all the "No Parking" regulations in the village, motion carried. Trustee Ramsey commented that a big complaint is the dog droppings, especially Elm Street and Pierson Avenue. Trustee Alter commented that he was instrumental in getting the "Pooper Scoopcr Law" adopted and there are signs throughout the village, but the police do not enforce this law. Trustee Chcverc had no report. Trustee DiFclice asked about eliminating the "No Parking Zone" on Kendall Avenue by Lubergcr's building. Mayor Trcacy commented that this was done a few years ago and more spaces were created, but the new owners came back to the board requesting that the "No Parking Zone" be re-enacted so that their trucks could make the turn. We will set up a meeting with them and look into the situation. Trustee DiFclice commented that on the north end of Kendall Avenue behind 28 Elm Street, there are car repairs being done in the lot. The Mayor commented that the Code Enforcement Officer will be sent there. Trustee Alter reported on several recreation events, such as a ski trip on March 3 rd , Tot camp registration will be held on Saturday April 12th , the Youth Outing Club is in full swing, lacrosse clinic will be held on April 9lh and 16th, for more information contact Bob Whcatley at 631-3434 and the Trout Fishing Derby will be held on April 12<h at Douglas Park for ages 6-15. Trustee Alter read the attached Public Works Report. �Administrator's Report Linda David read the Planning Board agenda which will be held on February 20,h at 8 PM, the ARB agenda for February 26<h and there is no Zoning Board meeting this month. The elevator project should be completed in two or three weeks. In the next few weeks we will have a new cable channel, cither channel 49 or 15 depending whether you have a cable box. Communications, Petitions & Requests Deputy Clerk read correspondence from Sushi Raku, Goldies and Pete-Gus Tavern notifying the village of their intent to renew their liquor license; also a letter from Albert Gonzalez of 180 Valley Street informing the village that they are applying for a liquor license. (Referred to Police Chief) Deputy Clerk read correspondence from Michael Gasparre of the Central Veterans of Tarrytown and Sleepy Hollow requesting permission to hold their annual Memorial Day parade on Monday, May 26,h starting at 9 AM. Trustee Chevere moved, second by Trustee Ramsey to approve this request, carried. (Referred to Police Chief) The Mayor read correspondence from Jean Donnelly thanking Officers Camillieri and Checchi for their assistance when she had car problems. (Placed in personnel files) Mayor Treacy thanked Officer Guzzo for catching a suspect who was breaking into cars in the area where the Mayor lives by chasing him on foot.(place in file) The Mayor commented we have received a press release from the Writers' Center that Sleepy Hollow has been awarded an Arts Council grant. The village, in cooperation with the Hudson Valley Writers1 Center, has commissioned choreographer Diane Coburn Bruiting and playwright Stacey Sweden to create an interactive theater piece, Mystery at Spook Rock which will premier in the summer of 1997 at the Writers' Center. We have received notice from Continental Cable that the March bill will show an increase in the FCC fee from four cents to five cents. Public Comments Trustee Alter moved, second by Trustee Ramsey to open the public comment section, carried. Martin Kavicky commented that we should break our contract with the cable company. �He suggested that a full stop sign be erected at the corner of Elm and Pocantico Street. Trustee Ramsey moved, second by Trustee Stever to call for a public hearing on March 4, 1997 to consider erecting a two-way stop sign northbound and southbound on Pocantico and Elm Street, motion carried 5-0. Frank Ri/zi asked Trustee Alter about the status of the hearings held regarding the Police Chief and the cost of these hearings. Trustee Alter com in en ted that since Trustee Hayes resigned and Trustee Sweet has passed away, we only have three members of the board; you must have a full board or a majority to proceed so the legal parties are in discussion right now to sec how we can arrive at a resolution. The Administrator told Mr. Rizzi to file a FOIL request on the cost. There being no further comments, Trustee DiFclicc moved, second by Trustee Ramsey to close the public comments, carried. Continental/US West will terminate the existing right of the Public Television Center-on-Hudson to continue cablecasting public access programming on Public Access Channel 19/26S after March 1, 1997; and Whereas, the Public Television Center-on-Hudson has been providing a 3-camera live operating cable station to serve the residents of, and has becn.providing its studio for community use since 19S3 by the villages of Sleepy Hollow, Tarrytown, Briarcliff Manor and the Town of Mt. Pleasant; and I Whereas, the Public Television Center-on-Hudson has proven itself to be dedicated to ensuring the residents of the above-mentioned franchising authorities complete and unrestricted access to community programming; and Whereas, the Board of Trustees wishes to review all relevant data bearing on the cost of providing an equivalent level of public access under the regime being imposed by Continental/US West in order to determine whether such regime will impose a significantly greater financial burden on the residents of the Village of Sleepy Hollow than would be the case if access via the Public Television Center-on-Hudson were continued; and Whereas, the Board of Trustees wishes to make a gesture of "good will" on behalf of the Public Television Center and request Continental/US West .to make available the necessary equipment for continuing the Center's shared use and transmission of the areawide access channel.
