Present: Mayor Sean Treacy Morris Alter Jose Chevere Patricia Ramsey Michael Collins Patrick J. Munroe Trustees Absent: Trustee Mario DiFelice Also Present: Linda E. David, Village Administrator Janet Gandolfo, Village Attorney Executive Session- 7PM Police Committee met with the Police Chief. At 7:30 PM the Board met in executive session to discuss two litigation matters. Regular Meeting Mayor Treacy called the meeting to order with a pledge to the flag. Before starting the meeting, Mayor Treacy presented a plaque to Angelo Verdi proclaiming May 20,1997 as Angelo Verdi Day in the Village of Sleepy Hollow. Mr. Verdi resigned from the Electrical Board after many years of service. He thanked the Mayor and Board for this proclamation. Trustee Ramsey moved, second by Trustee Alter to open the meeting, carried. Mayor Treacy commented that a vote was taken in executive session to allow the Village Attorney to make an offer to settle two separate litigation matters. Public Hearing Mayor Treacy read the attached public hearing notice and gave a brief explanation. Trustee Munroe moved, second by Trustee Alter to open the public hearing, motion carried. There were no comments from the public. Trustee Ramsey moved, second by Trustee Munroe to close the hearing, carried. Approval of Minutes Trustee Alter moved, second by Trustee Ramsey to approve the minutes of May 6, 1997, with minor addition, motion carried 5-0. �Approval of Warrants Trustee Collins moved, second by Trustee Ramsey to approve the General fund warrant for a total of $706,913.38 and authorize the Treasurer to pay the bills, motion carried 5-0; Trustee Alter moved, second by Trustee Cheverc to approve the warrant of the Water & Sewer fund and authorize the Treasurer to pay the bills for a total of $2140.57 motion carried 5-0; Trustee Alter moved, second by Trustee Collins to approve the warrant of the Capital fund and authorize the Treasurer to pay the bills for a total of $4072.50 and motion carried 5-0. Public Comments-Agenda Items Trustee Chevere moved, second by Trustee Ramsey to open the public comment section, motion carried. Chick Galclla asked about resolution #5/70/97 and wanted to know who confidential employees were and asked that the Board reconsider putting public comments earlier in the meeting. Mike Blalock asked the same questions. The Mayor explained who the confidential employees were and why they were called confidential and commented that it was the Board's decision to have comments at the end. Resolutions- Attached Old Business- None New Business Trustee Chevere commented that now that the warmer weather has arrived, you can hear the loud radios coming from the cars and that we need to address this issue. Discussion ensued on car radios and other noises. Trustee Chevere moved, second by Trustee Ramsey that the Chief of Police be directed to have his officers increase their enforcement of the noise ordinance specifically relating to boom boxes, loud car radios, noise coming out of the bars, the open container law, and that the police officers pay particular attention to the congregating on the steps leading into places of worship; motion carried unanimously. Mayor Treacy commented that he would like to call for a public hearing on June 3, 1997 to consider establishing fishing regulations for the Pocantico River; Trustee Munroc moved, second by Trustee Chevere and carried 5-0. Mayor's Report Mayor Treacy reported that attorney James Harwood spoke to the Board at our last work session regarding cable television. There is a need for funding for the television center. The franchise agreement calls for all four villages in the consortium to agree to the designation of a center. The three surrounding municipalities cannot agree on this designation. Media One does not want to add the 25 cent access charge to the subscribers bills. The Mayor commented that we hope we can continue to find a vehicle to fund public access television. �Westchester County has put out a new visitor's guide and there are seven sites in Sleepy Hollow listed in this guide. Mayor Treacy reported that they met with representatives of GM last night where CM made a presentation of the ideas that will be put into use for the redevelopment of GM. General Motors will give another presentation on Wednesday, May 28,h at 7 PM at the Sleepy Hollow High School auditorium and all residents are invited to attend. Trustee Reports Trustee Collins had no report on the Police Committee. Mayor Treacy commented that Trustee Collins will be in charge of the facade improvement program now. Trustee Ramsey gave the Chief Engineer's report for the month of April. She praised the fire department and ambulance for a job well done at the fire on Hudson Terrace last week. She commented that there was a small fire at the Sleepy Hollow Detailing shop and it was put out very quickly because of their sprinkler system. Trustee Ramsey reported that the Fire Department will hold a parade on June 28th at 5 PM. The carnival will be held from June 25-28,h at the Duracell lot from 6-10 PM. The annual Willis Moon Memorial breakfast will be held on May 25,h from 8AM-12 Noon at Central Fire headquarters. Trustee Ramsey reported that two Sleepy Hollow residents donated $2000. each to the library fund. The library has presented their 1997-98 budget with a 2.4% increase overall. The Warner Library has received a long term loan from the Historical Society which is a portrait of George Clinton. Trustee Chevere read the attached public works report. Trustee Chevere again stressed the importance of children wearing helmets when riding bikes, skateboards, etc. Mayor Treacy reported that the Tarrytown Police Youth Officers are sponsoring a bike rodeo at Picrson Park and are inviting all the local school children to attend. Trustee Alter commented that there will be a parade on Memorial Day, May 26lh starting at 9 AM on Main Street in Tarrytown and coming down Broadway to Beekmau Avenue to Pocantico Street to the cemetery. Trustee Alter commented that the Recreation Department is sponsoring a trip to Action Park on June 24lh. The County is in the process of hooking up a sewer line for the proposed athletic building at Devries Held. 3 �Trustee Alter commented that interviews for camp counselors will be held on June 3rd, Wolfpack registration is still in effect and the AYSO registration is $55. this week and $65. next week. Trustee Munroe commented that residents can pick up the Sleepy Hollow brochure and the trolley schedule at village hall. Trustee Munroe read the attached tourism report. Administrator's Report Linda David rend the Zoning Board agenda for May 21s1, and the ARB agenda for May 28,h. She commented that any business that is interested in our facade improvement program should contact village hall. Nancy Gold is looking for merchants to put their ads in the brochures and on the trolley. The Ambulance Corp is still looking for volunteers. If interested, call 631-2725. Linda David commented that Westchester County is sponsoring a trip to Playland on June 10th for senior citizens. Linda David read a letter from St. Teresa's Church that the Ecuadorian section of their parish community is requesting permission to hold a procession on May 24th from 6:15 -7 PM. Trustee Chevere moved, second by Trustee Ramsey to approve this request, motion carried unanimously. Communications, Petitions & Requests Mayor Treacy read a letter of resignation from Christine Zambrano, Secretary to Village Administrator. The Mayor accepted her resignation with regrets. The Mayor was in receipt of correspondence from Sloan Kettering Cancer Center inviting the Mayor to the dedication of the new program at Phelps Memorial Hospital to be held on June 5lh at 11 AM. The Mayor commented that this is wonderful to have such a center here in Sleepy Hollow. The Mayor read a letter from the Sleepy Hollow Society regarding their concerns over the structure of the building at 334 N. Broadway. Mayor Treacy read a letter from a new resident of Sleepy Hollow Manor, Mitchell Scmcl, regarding the need for a safety device at the northern exit out onto to Route 9. The Mayor commented that we will speak to the Homeowners' Association first before doing anything. The Deputy Clerk read correspondence from Mr. Palillo, Attorney for Dugout Sports Bar and Restaurant advising the village that an alteration for an on premises �liquor license has been filed. (Copy to Police Chief) Mayor Treacy stated that we should look into the records of all the bars in the village when they apply for their liquor license renewal. The Mayor reported that the Sleepy Hollow Water & Sewer Department has received a Certificate of Commendation from the American Water Works Association for the calendar year 1995 for on-the-job safety without a reportable injury. Public Comments Trustee Chevere moved, second by Trustee Alter to open the public comment section, carried. Mike Blalock, a part-timer in the Recreation Department, asked that the Board reconsider their decision to move him to the Public Works Department; he wanted to stay in the Recreation Department. There being no further comments, Trustee Ramsey moved, second by Trustee Collins to close the public comment section, carried. There being no further business, Trustee Alter moved, second by Trustee Ramsey to adjourn the meeting, carried. MOVED: Trustee Collins SECONDED: Trustee Ramsey I VOTE:_5=0 �Public Works Report May 20,1997 Wc havefinishedpicking up the remainder of the trees that fell during the last storm. i Patching potholes throughout the village. Wc are in the process of repairing the sidewalks that were damaged by fallen trees during the last storm. Monday, May 26th is a legal holiday and village offices will be closed. PLEASE NOTE! Monday's garbage will be picked up on Tuesday, Tuesday's garbage will be picked up on Wednesday. Thursday and Friday pickup days will remain the same. RECYCLING WILL ALSO TAKE PLACE ON WEDNESDAY. Wood chips arc still available to residents at the River Street recycling yard at no cost. REMINDER!!!! People are still leaving appliances with freon on the curb for pickup. The village will not pick up these items unless there is a green sticker on them. Residents must come to village hall and obtain this sticker. The cost of this sticker is $20. to cover the cost of the removal of the freon. Any resident who does not comply with this is subject to a summons. i �Tourism Committee Report — May 20, 1997 This report is about two things: a meeting I attended in Yonkers two weeks ago and a meeting of the Tourism Committee last week. On Friday afternoon, May 9th, I attended a conference at the Hudson River Museum in Yonkers. It was for members of the Historic Hudson River Towns of Westchester, a coalition of riverfront municipalities from Peekskill to Yonkers. Its purpose was to discuss goals and methods for developing tourism plans among our member communities. Lecture topics included A. Strategies for preserving green ways as a benefit to residents and tourists; B. The role of the Westchester County Department of Planning as an ally to riverfront communities; C. Successful initiatives of the American Green ways Program, a national organization headquartered in Arlington, Virginia; D. How it makes economic sense for a community to preserve its unique character. One guest-speaker summed up the issue this way: "It's the river, stupid!" Less poetic but also helpful were the comments of Edward T. McMahon, former president of Scenic America, a non-profit organization devoted to protecting our nation's scenic landscapes. He is now a land-use planning lawyer and director of the American Greenways Program. He spoke of why it's profitable for a community to connect its identity with its plans for development. He also provided copies of several articles he's published, including one called "Design Matters," from the winter 1996 issue of the Planning Commissioners Journal. For this board's purposes, the following quote may be relevant: Good design is especially important to those communities seeking to attract tourists and their dollars ... because the more a community does to protect �Tourism Committee Report, 5/20/97 Page 2 of 3 and enhance its unique characteristics, whether natural or man-made, the more tourists it will attract. On the other hand, the more a community comes to resemble everyplace else, the less reason there is to visit. During the 1970s, McMahon was a US Army serviceman in Germany. He lived in Heidelberg, which he describes as "clean, compact, and dripping with history. ... Missing were cars, which you really didn't need because you could walk from one end of town to the other in about 20 minutes." This relates to Sleepy Hollow's tourism potential in four ways: First, we can further develop the use of trolleys, both for residents and visitors. This would reduce the pressure for more parking. Second, we've already started our own greenway along the Pocantico River. This makes Philipsburg Manor Restoration even more important as a center for visitors. In one direction, they'll be able to stroll from there up the Pocantico River to the Rockefeller woodlands. In the other, they'll takesthe re-opened footbridge over to Kingsland Point, enjoy a picnic under the trees, visit the lighthouse, then walk to Sleepy Hollow Landing Park for an outdoor concert or a boatride. Third: As a potential for walking tours, Beekman Avenue is obvious. One resident has suggested that the tour might begin at Patriots Park and include, along the way, two of our landmark churches on Broadway. One of them, formerly St. Mark's Episcopal Church, now Immaculate Conception, was completed in 1868 as a memorial to Washington Irving after his death in 1859. Fourth, and most important, is the "new" village we'll soon build on the waterfront. Our new zoning laws will make it pedestrian-friendly and provide river views—not only from new buildings and from nearby neighborhoods, but also for shoppers and strollers. �Tourism Committee Report, 5/20/97 Page 3 of 3 Beginning with this administration, Sleepy Hollow officials will influence our future as a rivertown. That influence will extend far beyond the next century. And that future could be determined in the next five years. Its success will depend in part on how we define the character of our village as unique in the history of the Hudson Valley. I believe that enhancing the natural beauty of our shoreline is the key. In the next few years, the Tourism Committee's most important task may be this: originating ideas to integrate Sleepy Hollow's newriverfrontinto the life of a village that must now reclaim its Hudson heritage after 100 years of being almost cut off from it by industry. I called a Tourism Committee meeting for Thursday, May 15. Members made these suggestions: 1. That for the United Nations' fiftieth anniversary in September, we consider having a celebration of the village's different cultural heritages; e.g., blocking off a section of Beekman Avenue for ethnic food booths, live music, and other attractions. Comments on the suggestion included whether there should be a parade instead of, or in addition to, this event, and how much either would cost the village; also that a celebration of this scale might require a longer time to plan than we now have, with summer almost here. 2. That we distribute Sleepy Hollow brochures to all the area hotels, including White Plains; and also to municipal halls, travel agencies and train stations. One member volunteered to ask the Thruway Authority's permission to have brochures placed in pamphlet racks at rest stops along the highway. 3. That our next meeting include viewing a tape of highlights from the May 9th Historic Hudson River Towns conference. 4. That the committee consider what types of flags, banners and signs would be appropriate for designating sites of interest in the village.
