Present: Mayor Sean Treacy Michael Collins Patricia Ramsey Mario DiFelice Morris Alter Patrick J. Munroe Absent: Trustees Trustee Jose Chevere Also Present: Linda E. David, Village Administrator Janet Gandolfo, Village Attorney Mayor Treacy called the meeting to order with a pledge to the flag. Mayor Treacy stated that the Board of Trustees met in Executive Session to discuss personnel but no formal action was taken. The Mayor stated that before starting the regular order of business, representatives from Universal Studios who would like to address the Board. He commented that many issues were discussed regarding the Aiming and put into the contract. The representative thanked the Mayor, Board of Trustees and Village Attorney for all their support and hard work on the contract, but felt that they would have to withdraw their application to film a movie due to the fact that they could not get the cooperation of one resident across the street from the immediate area of the filming and they needed their approval to move forward with certain portions of the film. Mayor Treacy thanked them for coming to our village and commented that perhaps sometime in the future they might return to Sleepy Hollow. Trustee Collins thanked them for their professional responses to all questions. Public Hearing- None Approval of Minutes Trustee Collins moved, second by Trustee Alter to approve the minutes of the September 9,1997 as written, motion carried 5-0. �I Approval of Warrants Trustee Alter moved, second by Trustee Collins to approve the warrant of the Capital fund for a total of $20,169.62 and authorize the Treasurer to pay the bills, motion carried 5-0; Trustee Collins moved, second by Trustee Munroe to approve the warrant of the Water & Sewer fund for a total of $4,564.52 and authorize the Treasurer to pay the bills , motion carried 5-0; Trustee Alter moved, second by Trustee Collins to approve the warrant of the General fund for a total of $130,928.49 and authorize the Treasurer to pay the bills, motion carried 5-0. Public Comments-Agenda Items- None Resolutions-Attached Old Business-None New Business-None Mayor's Report Mayor Treacy reported that last Tuesday General Motors presented an overview of their plans for the GM site. Their proposal included 1900 units which is too dense but commented that developers usually start out with much larger proposals. General Motors will be presenting another overview on October 6th at the high school. The Mayor reported on General Motors' third quarterly activities and read the proposed activities for the fourth quarter. He commented that GM met with Metro North and Metro North has mandated that all future railroad crossings must be able to accommodate three tier railroad cars and must be at least 30 feet high. The Mayor spoke at a Waterfront Conference in Hastings on September 13th. On October 14th, the Mayor will attend a meeting of the Council of Government Mayors and Supervisors with representatives of other municipalities to discuss various problems facing their towns and villages. The Mayor commented that we have been informed by the State our revenue sharing from the state has increased by $2,000.00. We will be receiving another grant totaling $75,000.00 through Multi-Modal program for resurfacing, water mains, catch basins, etc. Trustee's Report Trustee Munroe reported that the special events calendar for the fall and winter has been put out by the Historic River Towns is now available at village hall. 2 �The Hudson Valley Magazine in cooperation with the March of Dimes has awarded our village a prize for our decision to rename ourselves the Village of Sleepy Hollow and have invited us to attend a ceremony in New Windsor, New York on September 30th. We will be sending a representative to attend this ceremony. Trustee Alter reported that a youth outing trip to Outhouse Orchard will take place on October 2nd for grades 2-5 at a cost of $7 per child. Evening basketball will start on the 29th of September at the Sleepy Hollow High School gym on Mondays and Wednesdays from 7-9 PM. The street festival and five mile run will take place this Saturday. The Haunted Hayride will take place on October 24 & 25 from 6-11 PM and October 31st a costume parade will be held. In the absence of Trustee Chevere, Trustee Alter read the attached public works report. Trustee DiFelice reported that the zip code draft has been distributed and hopefully will be finalized at the next work session. John Edwards will be adding more to the packet. Trustee Ramsey reported that the Fire Inspection and dinner was held on September 12th where awards were presented to former Chiefs Lenny Rutigliano and Rich Chulla. Trustee Ramsey read the attached Fire Council correspondence. The Mayor informed Trustee Ramsey that the ground ladders which were a subject of a previous board meeting have been returned to the Village at no cost and the Mayor looks forward to Trustee Ramsey and the Fire Department working on the sale of the ladders to the Village of Briarcliff Manor Fire Department. With regard to the Library Board, Trustee Ramsey reported that Hitachi has given the library a grant, the library will be closed for Columbus Day, a new boiler has been installed and major renovations in the research and reference center will take place in early October, the annual book sale will take place on October 4th and 5th. Trustee Collins reported that the village has received the AAA Safety Award for no pedestrian fatalities for 1 lyrs. He reported that the Detective unit joined forces with the State Police Narcotics Enforcement which resulted in the arrest of three men for sales of crack to undercover officers. He commended Detective Caixiero and Corona for their great work. 3 �Trustee Collins commented that there were two civilians who should be commended for their bravery during the recent fire on Beekman Avenue. Alvaro Micro and Tony Rodrigues ran into the building to get the residents out. Certificates of Appreciation will be given to them. Trustee Collins commented that in an effort to keep commuters from coming in and taking away parking spaces ,the police are doing a survey of lower Cortlandt and Valley Street to count the number of cars on both sides of the streets each day between 7-8 AM ad 8-9 AM. As a result of the Federal Communications Commission opening up areas for competitive bids for the installation of cell phone antennas, there has been a number of areas that have had illegally installed antennas in various areas. He would like to find out if any of these have been installed in our village. The Mayor commented that we will have the Building Inspector check into this. Trustee Collins reported that the Facade Improvement Program contract will be signed on Monday and we will be moving forward with the storefront improvements. Mayor Treacy commented that Trustee Chevere was attending a meeting this evening at the Christ Church with other representatives in an effort to keep the church as a historical landmark. Administrator's Report Linda David commented that in response to the Fire Council's request to have home owners clean around the fire hydrants in front of their home, she will be sending out a memo to the council informing them that the DPW clears away any shrubbery that they may find duringflushingand respond to calls as needed. Media One has informed us that they will be working on cable wires this Wednesday. She read the Architectural Review Board agenda for September 24th and the Zoning Board agenda for October 15th. Linda David commended all those who helped at the recent fire. Trustee Collins commented that Linda David was also at the scene to help contact the Red Cross and he complimented the Are department for their quick action in responding to this fire. Trustee Munroe commented that many residents want to help those who lost their possessions in the fire by donating clothing, money, etc. Communications, Petitions & Requests Mayor Treacy received correspondence from Media One informing the village that they will be dropping the super audio plus service and adding WMBC TV. 4 �The Mayor read correspondence from Ronald Simcoe of 21 Tappan Avenue requesting that a tree be inspected to see if it was dead. (Referred to the Tree Commission) The O'Hara International Youth Basketball Tournament will hold a six day tournament in the Irvington high school gym on November 8th, 9th, 13th, 14th, 15th and 16th in memory of three residents of Irvington who lost their lives in the TWA plane crash. Public Comments MaryAnn Connolly commented that she felt the date on the decals of the trucks and cars was incorrect. Don Caetano asked why Universal Studios withdrew their application for a filming permit. The Mayor commented that the studio needed permission from one neighbor on Harwood Avenue to go onto their property and they would not give permission. Sunny McLean commented about the board meetings going live. The Mayor commented that the necessary letters have been written. We had always assumed that residents of Phflipsc Manor rave a tight to the quiet enjoyment of their homes, witbont the inherent disruption of such a -najor commercial nmlextaking operating virtually on their doorsteps- Now we find that Qiis light can be compromised, provided enough money is proffered in the name of bendfctfog the community, (The other benefits that have been cited hive not been supported by -svideoce.) Under any rircumstanrc, we feel that the Trustees wcmld be setting a dangerous precedent by allowing a $20 million commercial undertaking — lasting at least four months and involving $0 employees and extensive equipment — to operate in a residential area. Bat to do so over the objections of a substantial number of directly affectec residents makes it an e-ven more dangerous precedent. It was scheduled to be done last week but was delayed due to strike by County Asphalt. Finishing curbs on Bellwood Avenue to get the street ready for paving which will start next week. Bellwood Avenue will be paved in sections, therefore, we are asking the residents not to park their vehicles on Bellwood Avenue for the next few weeks while curbing and repaving operations are ongoing. Tree trimming and tree removal is nearing completion. All leaves must be bagged and brush tied in bundles and placed at the curb on Monday morning before 7AM. We have received $36,141.00 from the CHIPS Capital Reimbursement Program for the repaving of several streets throughout the village, Barnhart Avenue from the dead end of Beekman Avenue, Highland Avenue from route 9 to Monroe Avenue, Farrington Avenue from route 9 to Bellwood Avenue, Amos Street from dead end to North Street, Katrina Avenue from dead end to Gordon Avenue and Francis Street from Andrews Lane to Barnhart Avenue. �i: f.
