Present: Sean Treacy, Mayor Morris Alter Jose A. Chevere, Jr. Michael Collins Mario DeFelice Patrick J. Munroe Patricia P. Ramsey Trustees Also present: Linda E. David, Administrator Janel Gandolfo, Attorney Meeting called to order. 1. Basketball League - Board agreed to support this new program. I was requested to send a letter to Tarrytown Village Administrator requesting their support so we can proceed with this joint program. 2. Various GM "scenarios" were presented to the Board by the Treasurer relative to the fiscal impact of various revaluation amounts. 3. The Board was made aware of the necessity to bond various village capital projects totalling $225,000. Mace Alter moved and Pat Munroe seconded and Board voted five in favor with two abstentions (Mario DeFelice and Pat Ramsey) to proceed with a $230,000 capital projects bond. Treasurer Sanjay Shah will place the necessary resolutions on the Board's calendar for November 18th. 4. The Board of Trustees voted unanimously 7-0 to approve the transfer of eleven non-union employees from MEBCO/POMCO to the Empire Plan and authorized the Village Administrator to make the necessary notifications to operationalize this action. 5. After a review of Mr. Requeijo's request for the Village Board of Trustees to reconsider his application for a street opening permit, the Board voted unanimously to uphold the decision of the DPW foreman to deny the request to construct a driveway since it would take away a parking space on a street with very limited parking. The Village Administrator will notify the resident of the Board's action. �6. The Board voted unanimously to hold the next Public Meeting on November 18,1997. The "usual" monthly schedule of meetings is abbreviated due to the Election and Veterans Day Holidays. The newspaper will be duly notified. 7. After much discussion, the Board voted 6-0 to prohibit right turns at all times from Route 9 onto Farrington Avenue and passed the necessary resolution to send it along to the New York State Department of State and Department of Transportation. The Mayor did not vote on this issue. 8. The Board discussed the request of the Veterans to expand the existing monument at Patriot's Park at a cost of $300,000. The Board unanimously approved their request to write a letter of support on behalf of their fund raising efforts and to use our own in-house expertise and assistance from DPW/Parks Department's equipment and manpower. However, due to fiscal restraints the Board could not support these efforts with any Village funds. 9. The Board voted unanimously to call for a public hearing on November 18, 1997 at 8:00 p.m. to install new signs at the end of Gory Brook Road on both sides of the street to read: "No Parking after Sunset" This will discourage littering, noise and late hour disturbances. 10. Discussion on tabled resolutions from the October 21,1997 meeting led to the unanimous passage of Resolution 10-127-97, a $25 fee for the use of a smoke test machine, and Resolution 10-125-97 that increases the penalty for doing plumbing work without a permit from $50 to $250. Still tabled: — Resolution to adopt a $50 fee for each on-site inspection by a Village Inspector. — Resolution that a plumbing permit must be obtained for all plumbing work over $300. 2 �Public Hearing Notice Village of Sleepy Hollow PLEASE TAKE NOTICE that the Board of Trustees of the Village of Sleepy Hollow will hold a public hearing on Tuesday, October 21,1997 at 8:00 PM or soon thereafter in Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York to hear and consider amending Article 13 of the Vehicle & Traffic code to prohibit turns at all times from Route 9 to the north fork of the island on Farrington Avenue. A copy of said local law is available in the office of the Village Clerk. All taxpayers, residents and parties in interest are entitled to attend and be heard at said hearing. The hearing is accessible to the handicapped. Mr. Sean Treacy, Mayor Board of Trustees Village of Sleepy Hollow 20 Beekman Avenue Sleepy Hollow, NY 10591 Dear Mayor Treacy and the Board of Trustees: Upon reflection on l3st night's Board Meeting regarding the Issue of traffic flow on Farrington Avenue I would like to offer the following comments for consideration at your next work session when discussing this Issue. Safety: Trustee Munroe's comments focused on the most Important issue facing the L-~.n - i..;.: %.. t.-*-•:.,. I \,jii'.:l vr$2 the Board to keep that at the forefront of all discussions. I live on Merlin Avenue and appreciate the wisdom of the Village's decision to limit access to Merlin Avenue. The safety of the residents, and the resident's quality of life, has noticeably improved since the signs were installed. Aesthetics: Henry Steiner's remarks regarding the aesthetics of the "no left" signage are, in my opinion, irrelevant In the face of the safety issue. While he may not find anything aesthetically pleasing about the no left signs, I wonder how aesthetically pleasing he would find a car wrapped around a tree, or a car overturned on his neighbor's lav/n as happened on Merlin Avenue about six years ago. Accident Rates: Hugh Jones quoted the Keyes survey as saying our accident rate is below that of the State average. The State average includes all of NY City's streets, the Thruway, the Taconic. the Sprain Brook, the Bronx River, etc., etc. Does anyone think its fair to compare the Village's accident rate with any of those roadways? I am happy that we're below the State average but that doesn't appear to be any reason to ignore the actual results experienced in the Village. If the Village's actions to restrict turns on any of the Manor streets prevent just one accident, I would think that is a positive result. PMIA Survey: This letter reflects my own personal opinions and not the view of the PMIA. However, as a member of, and a director of the PMIA, I address this survey topic with some embarrassment. The survey, while a noble attempt by the PMIA to elicit Manor resident's opinions, was a flawed document which was prematurely distributed to Manor residents without the benefit of being edited to an acceptable format by all the PMIA directors. As a college graduate with an advanced degree in finance and also being a CPA I feel I have a fair amount of intelligence. However trying to decipher the survey and deal with the ambiguity/redundancy of the survey questions was not an easy task. Additionally, when the first survey apparently didn't return the responses certain members of the PMIA wanted to hear, the PMIA then sent out a second survey which was extremely biased against the signage on Devries, Merlin and Palmer seeking opinions to remove the signs. Not exactly the kind of response that should have an impact on tho Village's decision process. A Master Plan: The idea of having a master plan for all the Manor streets Is a good one, ospecially in the face of General Motor's proposals for tho site, one of which includes access to the GM site through Philipse Manor. The response to one of the clearer questions in the PMIA survey was almost unanimous in not providing access to the GM site through the Manor. If the Manor closed all the streets other than Pierson and Bellwood, a strong case could be made that these two access points were only adequate for the Manor and could not handle the additional traffic of what could possibly be a 2000 unit residential development. I would urge all Manor residents who are against closing the streets to consider the impact of having all of the streets being available to access the GM site. That being said, a Master plan, if one is to be done, should not be used as an excuse to stop this process now. The Village should a d d r e s s the issue of Farrington Avenue by limiting the access as requested. The Keyes Study: As the Mayor clearly stated, the Village has been put on notice by a study which the Village commissioned and paid for, that there are safety Issues which need to be addressed. At the very least the concerns of the residents of 3 Farrington should be addressed immediately. In the event of a serious accident at one of these intersections, the potential of the Village's own survey being used in a lawsuit against the Village is a real possibility. Unfortunately, I will be unable to attend next Tuesday's work session but am confident the Board will focus on the safety aspects of this issue. When voting on the issue, 1 urge the Board to consider the repercussions to the Village, and their own personal feelings, if there Is a serious accident which could have been prevented by a sign v/hich wasn't installed because you were afraid of offending someone's aesthetic sensibilities. cc: Linda David Richard Piano Diane Hegerty Mary Ellen Maun �Meeting Date: 10-28-97 Resolution # s 10-124-97 Bo It resolved that the Board off Trustees does hereby amend the Vehicle and Traffic Code of the Village of Sleepy Hollow, Chapter 57, Article XIII, Section §57-63 to add the following paragraph: §57-63(E) No right turns from Route 9 (North Broadway) onto Farrlngton Avenue Right turns are prohibited from Route 9 onto Farrlngton Avenue at all times.
