Present: Mayor Sean Treaty Michael Collins Patricia Ramsey Jose Chevere Mario DiFdke Patrick J. Monroe Absent: Also Present: Trustees Trustee Morris Alter Linda £. David, Village Administrator Janet Gandotfb, Village Attorney Mayor Treaty called the meeting to order with a pledge to the flag. Trustee Munroe moved, second by Trustee Ramsey to open the meeting, carried. Public Hearing Mayor Treacy read the attached public hearing notice and gave a brief explanation. Trustee Chevere moved, seconded by Trustee Ramsey to open the hearing, carried. John Edwards asked who makes the determination as far as moving the cars. The Mayor commented that the polke would mark the cars and explained that the ordinance b already on the books, we are just trying to make the current ordinance fair. There being no further comments, Trustee Munroe moved, second by Trustee DiFdice to dose the hearing, motion carried. Approval of Minutes Trustee Collins moved, seconded by Trustee Chevere to approve the minutes of the December 16,1997 meeting as written, motion carried 5-0. Approval of Warrants Trustee Munroe moved, second by Trustee Collins to approve the warrant of the General fund for a total of $92,879.98 and authorize the Treasurer to pay the bills, motion carried 5-0; Trustee Collins moved, second by Trustee Chevere to approve the warrant of the Water & Sewer fund for a total of $63,681.37 and authorize the Treasurer to pay the bills, motion carried 5-0; Trustee Collins moved, seconded by Trustee Munroe to approve the warrant of the Capital fund for a total of $25,559.50 and authorize the Treasurer to pay the bills, motion carried 5-0. �Public Comments-Agenda Items Trustee Chevere moved, second by Trustee Munroe to open the public comment section, carried. Chick Galella asked that the Board reconsider changing the polling places as listed in resolution #1/06/98. Mario DiFelice presented a petition signed by residents of the village who want District #7 polling place returned to the Eagles. (Part of official minutes) There being no further comments, Trustee Collins moved, second by Trustee Chevere to close this section, carried. Resolutions- Attached Old Business-None New Business None Mayor's Report Mayor Treacy reported that with regard to General Motors, a demolition permit has been issued and demolition will start sometime in February. The Board will petition the IDA tofindthe bonds that were bought in 1985 defeasant since the original intent of the bonds is no longer present There will be a public hearing at the Town of Mt. Pleasant regarding these bonds and we are hoping the IDA will agree with us so that GM can pay their fair share of taxes. The Mayor commented that the Sleepy Hollow Landing Park is moving along. The Army Core of Engineers will be issuing us permits shortly to dredge the site. We will be receiving ISTEA grant of $202,000.00 and $130,000.00 in CDBG funds. We met with the planners from the County on Monday and hopefully construction should begin in the Spring and continue through the summer. There will be no roadways going through Kingsland Point Park or Devries Park as was stated in a PMIA newsletter. The County Department of Planning has a program whereby seniors can get financial help for the repairs to their homes, such as heating, roofing, windows, etc. Andrew Spano, our new County Executive has informed us that he will be helping us with the GM situation. We have gone out to bid on the facade improvement program and received a $180,000.00 grant from Westchester County to improve the storefronts and property through the PIP program. �Trustee Reports Trustee Munroe gave a brief recreation report in the absence of Trustee Alter. He reported that the youth basketball league started last Saturday and was very successful It will take place every Saturday at 10 AM for seven snore weeks. Trustee Munroe commented that the new ArchviDc bridge has been erected. Trustee Munroe commented that he met with our Village Historian, Henry Steiner, to discuss the possibility of designating Kids Rock a historic site in oar village. At the next meeting of the Tourism Committee, they will discuss the bill pending hi Albany to dedicate more of the taxes that are collected in receipts from restaurants, ledges, etc. to state wide attempts towards tourism. He commented that the St Patrick's Day parade will be held on Sunday, March 15, 1998 this year. Trustee DiFelice reported that with regard to the changing of the zip code, he met with Postmaster Galgano and that they received word from the district office that our request to change the zip code has been denied. The next process would be to appeal this decision. Trustee Chevere read the attached public works report Trustee Chevere read an article in the Westchester Business Journal which praised Joe DeFeo and our public works department on thl great job of recycling. Wo bare saved a lot of money. (Placed in Joe DeFeo's personnel file) Trustee Ramsey read the fire committee report She commented that she met with them regarding the poor condition of the Union Hose fire truck. They wtt moot again to discuss this. ; Trustee Ramsey read the attached correspondence from the Fire Ceemcl which was referred to the Police Department and correspondence from the Ladles Asnlfary, Trustee Ramsey thanked all those who contributed to theflrtnMn'ffund drive. Trustee Ramsey reported that the Library Board not on December If* and the construction of the reference media room has been completed. There are new hours for the library! Tuesday and Wednesday from 10 AM te^PM. Trustee Collins reported that the leak In the Ladies Attxffiaty room is being checked into. Trustee Collins met with Chief Warren who gave hint an update on his departaseat which was excellent Officer Cotarello is attending the DARE program and Officer Benetiz is enrolled in an EMT course. 3 �Trustee Collins commented that there is a possibility we could have a bike patrol and stated there is funding available for this. The bullet proof vests need to be replaced since most of them are ten years old or more. The village has received a check from the Westchester/Putnam Masonic Benevolent Committee for $250.00 to our youth programs. The Mayor commented that we have received requests for proposals for the ambulance service during daytime hours and the Board will meet on Tuesday at 7 PM with the Fire Wardens to discuss these proposals. Administrator's Report The Mayor commented that this was the Administrator's last meeting since she was going on to Pleasantville and he presented her with a key to our village. Linda David thanked the Mayor and Board. She read the agenda for the Zoning Board to be held on January 21st and the ARB agenda to be held on January 28th. The school board will meet this Thursday. Communications, Petitions & Requests Mayor Treacy read a letter from Warner Library letting us know that Berkley Rice and Christine Rigney will be resigning from the Friends of Warner Library and will be honored on January 10th. Mayor Treacy commented that with regard the Clean Water & Air Bond Act which can provide financial help for gas stations, but so far none of our gas station owners have responded. There is also a grant from the NYS Power Authority regarding tree power and we will be receiving 80 trees at a very low cost of $23.00 a tree. Public Comments Trustee Chevere moved, second by Trustee DiFelice to open the public comment section, carried. Chick Galella and Don Caetano wanted to know the specific terms of the agreement was with regard to the Brophy case. Our Village Attorney commented that this is a personnel matter and they are bound by law not to discuss this. She commented that $46,000.00 was given to Jim ' Brophy's attorney but that was all she was at liberty to say. Frank Occhipinti asked about the survey of his property; the Mayor commented it will be discussed at the next work session. John Edwards thanked the Board for the "Do Not Enter Sign" on Pine Street. Is the event that the City of Mew York charges the Village the rate for water supply in excess of the allowance quantities set forth in Section 24-360 of the Administrative Code of the City of Hew York (currently $1329.35/mg) due to the volume of water which is supplied to the Town, the Town will pay the difference in the regulated rate (currently $227.95/mg) and the excess rate for that volume of water consumed by the Town. The Town has notified the City of Hew York of the expected usage of the Town and has requested that such volume be deducted from-the calculation of per capita consumption which, if honored by the City of Hew York, would eliminate any such excess rate charge for the volume of water consumed by the Town. None of the impacts of this action are considered to be potentially large; all are small to moderate impacts and are clarified here. This Paxt~3 Evaluation is to be reviewed in conjunction with Appendix F of the SEQR, Negative Declaration, Notice of Determination of Non-Significance, dated September 29,1997. 1. Will the proposed action result in a physical change to the project site? The proposed action will not result in a physical change to the project site, as described in the EAF, since the project site does not contain slopes greater than 5% and has a water table of at least rive feet. The work is to be completed in one phase during a six month period. 2. Will there be an effect to any unique or unusual landforms found on the site? No effect to any landforms described above will result from the proposed action. These such landforms do not exist on this site. 3. Will proposed action affect any water body designated as protected? The proposed action,forthe construction of a waterfront park along the Hudson River, which is a designated tidal wetland, will have a small impact A floating dock, a launch ramp, and a fixed timber pier are all proposed, and will be for use by small recreational craft only. As the current water depthin the area of these structures is rawer shallow, this is the only use possible. The impact of these structures is small due to the passive nature with which they will be used. Future plans for this project include possible dredging of an access channel for use by the Sojourner Truth, a vessel belonging to the environmental organization ferry Sloops. 4. Will proposed action affect any non-protected or new body of water? The only body of water affected is the Hudson River. 5. Will proposed action affect surface or groundwater quality or quantity? The water source for this project site is a public water utility which has existing service in the adjacent street. No additional groundwater or surface water runoff will result from this action. As a proposed park, additional vegetation and other soU stabilizing measures to reduce siltation will be implemented. 6. Will proposed action alter drainageflowor patterns, or surface water runoff? There is no impact on the drainageflowand surface water runoff of the project site by the proposed action. Permeable and stable ground covering will be used on all surfacea; no impermeable surfacea are permitted. Since vegetation is proposed, the effects of surftce water runoff will be reduced from the effects of the current site conditions. �STATE ENVIRONMENTAL QUALITY REVIEW FULL ENVmONMENTAL ASSESSMENT FORM PART 3 - EVALUATION OF THE IMPORTANCE OF IMPACTS PACK TWO 7. Will proposed action alter air quality? There will be no impact on air quality due to the proposed action, as no significant amount of additional vehicle trips or industrial processes will be generated by this action. 8. Will proposed action affect any threatened or endangered species? The proposed action will have no effect on any threatened or endangered species, as the project site i» not proximate to any designated habitats for these species. 9. Will proposed action substantially affect non-threatened or non-endangered species? As there are no resident migratory fish, shellfish or wildlife species within the area of the project site, this action will have no effect on such species. 10. Will the proposed action affect agricultural land resources? The proposed action is sited in an industrial and ccsnmeicial area ofwe Village of Sleepy Hollow.
