The Chair noted that a quorum was present. Present: Jim Timmings Richard Green John Korzelius Frank Morabito Sean McCarthy, Chairman Absent : None Also Present: Anthony DelVecchio (Recording Secretary) Agenda: 1) Sleepy Hollow Cemetery Announcements: None. Sean McCarthy started the meeting with a pledge to the flag. He also requested a moment of silence for Bill Herlihy. 1) Sleepy Hollow Cemetery Sean McCarthy stated that this application is requesting a waiver from Village Code § 48(b) which requires that a sprinkler system be installed in the mausoleum. Ed Napoleon gave an overview of the proposed mausoleum. He stated that the new mausoleum will hold 1000 caskets and will also hold approximately 280 remains. He stated that there is a sprinkler requirement for new construction but there are no occupants of this new building. He stated that the structure is made of cast-in-place concrete and is 14-feet high. He stated that no workers will occupy space in the mausoleum. He stated that all of the caskets are constructed of steel. He also stated that the building is not heated. Ed Napoleon stated that services are conducted in the chapel and then the remains are moved to the mausoleum. He stated that the occupancy is very low since visitors enter only for a small amount of time. Kyle McGovern stated that Village Code § 48 (e) states that a viable alternative can be proposed in lieu of an economic hardship. He stated that the applicant is installing a fire alarm system. He stated that the fire alarm system along with the on-site fire extinguishers should provide a satisfactory alternative. �Ed Napoleon stated that in order to provide enough water for a sprinkler system, a 4” water main would have to be brought across all 4 lanes of Route 9. He also stated that since the building is not heated a dry-type system would be required. He stated that the proposed sprinkler system would be over $170,000 and would be a financial hardship to the cemetery. Sean McCarthy stated that since nobody from the public was present at the meeting, the Chair closed the public hearing. Steve Bialick (Sleepy Hollow Cemetery Vice-President) stated that the building is a nonburnable structure. He also stated that the contents of the building are also non-burnable. He stated that he called the NYS Cemetery Director regarding sprinklers in a mausoleum. The NYS Cemetery Director stated that no mausoleum in NYS has a sprinkler system installed. Steve Bialick stated that any delays in construction will be harmful to the project. He stated that the cemetery financially needs the mausoleum in order to remain operable. Since there were no other comments from the applicant, the Chair asked if the Board members had any comments. Jim Timmings asked the fire chief about the pumping water capacity his fire trucks. John Korzelius responded 1500 gallons but the trucks can pump 1750 gallons/minute. Richard Green asked what was holding up the roof. Ed Napoleon responded that there is 2” tongue-and-groove sheathing holding up the slate roof. Frank Morabito stated that the smoke alarm system is the detection system and the sprinkler system would be the protection system. He stated that the fire at Hackley was a roof fire that was started by lightning. He also stated that he didn’t want Route 9 shut down because of the potential impacts of shutting down access to the Hospital. Steve Bialick responded that the library had a lot of burnable materials in it. Andy Kupak asked if the Board would visit the construction site. John Korzelius responded that he can visit the site. Sean McCarthy asked if the price for the sprinkler line included bringing the 4” main onto the site. Ed Napoleon responded yes. Sean McCarthy asked if a dry-type chemical system was investigated. Ed Napoleon responded that a dry-chemical system was not investigated. He stated that a dry piping system and Siamese connection could be provided as an alternative. He stated that the large costs are in bringing water to the structure. Sean McCarthy asked about the location of the nearest fire hydrant. John Korzelius responded that the nearest fire hydrant would be in the Philipse Manor. He stated that the long run would need to be verified. Jim Timmings asked about the location of the old pump station. John Korzelius responded that Richard Gross would know the answer. Sean McCarthy responded that he would investigate. Frank Morabito asked about the sewer connection. Ed Napoleon responded that a separate trench would need to be made across Route 9. Kyle McGovern asked for the Board’s feedback on the Siamese connection proposal. Sean McCarthy stated that the Board is a 5-member Board and 3-votes are needed. He stated that he does not vote on the applications. He stated that Board can take up to 90-days to make a decision. Ed Napoleon stated that the cemetery needs a decision soon. Kyle McGovern stated that the cemetery is looking for a viable alternative. He stated that the applicant can provide more information if needed. John Korzelius stated that this application will not take long to decide. Sean McCarthy asked about the timeframe for making the sewer connection. Ed Napoleon responded that the sewer connection is pending NYS DOT approval. He stated that the sewer connection will not stop construction of the mausoleum but only the bathroom. Kyle McGovern asked what is the Board’s next course of action. The Board agreed that they would speak amongst themselves and make a decision. Andy Kupak asked if there was a fire retardant product that could be painted on the roof to reduce the flames. John Korzelius responded that there are many products available. He stated that the applicant should investigate. It was agreed that the minutes would be provided to the applicant along with any additional Board comments. Since there were no further comments, John Korzelius made a motion to adjourn the meeting. Frank Morabito seconded. It was unanimous (4-0). Adjourned 8:52pm.
