Present: Mayor Sean Treacy Patrick J.Munroe Morris Alter Mario DiFelice Jose Chevere Patrick Ramsey Trustees Absent: Also Present: Trustee Michael Collins Janet Gandolfo, Village Attorney Mayor Treacy commented the Board met in executive session, but no votes were taken. The Board of Assessment Review met from 4PM-8PM today for Grievance Day. No resident appeared before the board but there were grievances filed which the Board will be reviewing. Trustee Ramsey moved, seconded by Trustee Munroe to call for the Board of Assessment meeting for Thursday, February 26th at 7 PM, motion carried. Regular Board Meeting Trustee Alter moved, second by Trustee Ramsey to open the meeting, carried. Mayor Treacy called the meeting to order with a pledge to the flag. Approval of Minutes Trustee DiFelice moved, seconded by Trustee Chevere to approve the minutes of the January 20,1998 meeting as written, motion carried 5-0. Trustee Alter moved, seconded by Trustee Chevere to approve the minutes of the February 3,1998 meeting as written, motion carried 4-0-1 with Trustee Ramsey abstaining. Approval of Warrants Trustee Alter moved, seconded by Trustee Ramsey to approve the warrants of the Capital fund for a total of $7,472.40 and authorize the Treasurer to pay the bills, motion carried 5-0; Trustee Ramsey moved, seconded by Trustee Alter to approve the warrant of the Water & Sewer fund for a total of $4,326.49 and authorize the Treasurer to pay the bills; motion carried 5-0; Trustee Alter moved, seconded by Trustee Ramsey to approve the warrant of the General fund for a total of $138,789.96 and authorize the Treasurer to pay the bills, motion carried 5-0. �Public Comments-Agenda Itcmi Chick Galella questioned resolution #2/19/98; the Mayor responded it is on hold. Resolutions-Attached Old Business- None New Business-None Mayor's Report Mayor Treacy reported that he has met with Assemblyman Richard Brodsky, Senator Spano's staff and Senator Suzi Oppenheimer asking for their help with the GM situation. We have asked Assemblyman Brodsky to introduce a bill for early retirement incentive for those with seventeen years or more. The Mayor reported that they met with representatives of the Ambulance Corp. to go over a list of requirements in the contract to move forward with the Westchester Ambulance Co. The Board will discuss this further at the next work session. The Mayor commented that he will be meeting with the new Commissioner of Planning, Joyce Lenier regarding the roadways GM has proposed to put through Kingsland Point Park. There are points of law that would prevent GM and the County from considering this. Trustee Reports Trustee Munroe reported that there are obvious implications on the efforts that the Village will be able to make in terms of attracting people to the Village for recreation programs and others because of the cuts needed to be made. Trustee Munroe commented that an article in the Gannett newspaper regarding the Hudson River was inaccurate; it stated that of the three applications that were submitted for the Hudson River, the one that our village submitted asks that only the portion of the Hudson River that Sleepy Hollow borders on should be designated an American Heritage river. This is not true, the river belongs to everyone. Trustee Alter reported that everyone should take advantage of the STAR program andfileyour application by June 1st. Applications for TNT baseball are being accepted now. Trustee Alter reported that the Devriesfieldhouseis almost completed. Trustee DiFelice reported that the Zip Code Committee will meet this Thursday at 7:30 PM. Trustee Chevere read the attached public works report. Trustee Chevere reported that the newly established Childrens' Fund has received over $200.00 in donations since the beginning of the program. �Trustee Chevere commented the shopping cart situation is getting worse and would like us to contact Grand Union and C-Town. Trustee Ramsey gave the Chief Engineer's report for January 1998. Communications. Petitions & Requests Mayor Treacy received communication from the Federation Conservationists of Westchester County, Inc.. that the Hudson Valley Regional Conference will hold it's first meeting on February 19th at 6:30 PM at the Warner Library to discuss the light rail on I- 287. This group has been exploring the possibilities of a fixed rail link which would link up as many as four or five north/south rail lines between Westchester and Rockland counties. Mayor Treacy received correspondence from Andrew Spano regarding a meeting Council of Governments on March 5th at 8:30 AM where discussion on topics of mutual concerns will take place. The Mayor commented that a blood drive will be held on March 14th from 9 AM2:30PM at Union Hose to help Cathy Chulla who is suffering from cancer. Cathy is the wife Rich Chulla. Public Comments Chick Galella commented that the federal government will help communities and the Mayor responded that we are pursuing this avenue. Mr. Galella asked when the tentative budget was due; the Mayor responded by^March 20th but that he will present it before election day. Frank Rey commented on the employees who will be let go, what was the next step regarding the purchase of the GM parking lot and the cost of the settlement of the Quinoy lawsuit. The Mayor responded that the positions that were abolished were done according to seniority, the village must next enter into negotiations with GM regarding the purchase of the lot and the settlement did not cost the taxpayers any money. Don Caetano and Jim Tierney commented on the cars parked on the streets of the Manors. There being no further comments, Trustee Alter moved, seconded by Trustee DiFelice to adjourn the meeting, carried. Respectfully submitted, Angela^Everett Deputy Village Clerk 3 �y Meeting Date: 02-17-98 Resolution #: 02-18-98 Whereas, a position of Intermediate Account Clerk in the Village of Sleepy Hollow has been vacant since December 31,1997; and Whereas, the Board of Trustees has hereby made the determination that the job duties of one Intermediate Account Clerk as described by the Westchester County Personnel Office are not needed by the Milage for this position at this time; Now therefore be it resolved that one position of Intermediate Account Clerk is hereby abolished; and Be it further resolved that the position of Bookkeeper is hereby established. Panwar, 26 Dixon Street, Tarrytown, New York 10591 by the Mayor to the position of Bookkeeper effective February 18,1998 at an annual salary of $25,500. This is a provisional appointment subject to the approval of the Westchester County Office of Personnel. The appointment is also subject to a probationary period of six months, unless extended by the Board of Trustees. Moved: Seconded: Vote: TABLED Meeting Date: -02-17-98 Resolution #: 02-20-98 Whereas, the Treasurer has delivered to the Board of Trustees as account of the unpaid taxes due to the Village of Sleepy Hollow, together with the verified statement that the taxes mentioned in such accounts remain unpaid and that he has been unable to collect same; and Whereas, the Board of Trustees has compared the account with the original tax roll and the account is a true transcript of unpaid taxes; Now, therefore be it resolved that if the aforesaid taxes remain unpaid as of February 19, 1998 by 12 noon the Treasurer is hereby authorized to forward a list of �unpaid taxes to the Westchester Gannett Newspapers for the purpose of publication of said list once a week for 3 consecutive weeks commencing on February 24,1998, and Be it further resolved that thereafter, if the taxes remain unpaid, to sell at public auction to be held at the office of the Village Treasurer in the Village of Sleepy Hollow on March 19, 1998 at 10:00 in theforenoonof that day the tax liens for the real estate hereinafter described situated in the he Village of Sleepy Hollow, County of Westchester and State of New York to discharge the tax, interest and charges which may be due thereon at the time of said sale. DeJesus for injuries sustained on October 24,1997 for the sum of $1,975.33, in full satisfaction of claimant's claim against the Village. Moved: Trustee Chevere Seconded: Trustee Alter Vote: 5-0 �y Meeting Date: Resolution #: 2-17-98 2-23-98 Whereas, because of a dispute with General Motors Corp. concerning a tax issue regarding property located within the Village of Sleepy Hollow, the Village of Sleepy Hollow is entering a period of serious economic difficulties, and Whereas, it has been determined by the Board of Trustees that the Village must significantly cut back on spending in order to maintain the stability of its tax base; and Whereas, after careful review, it has been determined by the Board of Trustees that the following list of positions must be abolished within the Village; Now, therefore, be it resolved that the positions of one Intermediate Account Clerk; two Police Officers, two Department of Public Works Laborers; one Assistant Court Clerk (Spanish Speaking); one Recreation Leader, and one Recreation Laborer be hereby abolished, effective March 4,1998, subject to the approval of the Westchester County Department of Personnel and subject to compliance with all applicable rules, regulations and laws. Be it further resolved that the Treasurer ensure that all employees affected by the above resolution be paid whatever outstanding salaries and/or benefits have accrued and/or earned by the employee/employees to the effective date of this resolution. Tree work is continuing on an ongoing basis. Work on cleaning out the storm drains has begun. Patching pot holes throughout the village is continuing. Recycling will take place tomorrow along with Tuesday's regular garbage pickup. /" �y At a worksession of the Board of Trustees held on February 24,1998 at 8:00 PM in Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York, resolution # 02-24-98 regarding a change in the polling place for election day was passed. �Meeting Date: Resolution #: 02/2A/98 02/24/98 Whereas, the owner of Auto America, New Broadway, Sleepy Hollow, NY had previously consented to the Village of Sleepy Hollow using the said premises for the Eighth District polling place in the upcoming Village elections to be held on March 18th; and Whereas, on Jan • 6, 199$ the Board of Trustees passed a resolution designating the site of Auto America as the polling place for the Eighth District voters for the said election; and Whereas, on February 23,1998, the owner of Auto America informed the Village Deputy Clerk that the premises are no longer available to be used for said purpose; Now, therefore, be it resolved that the Board of Trustees hereby designates Sleepy Hollow High School (the gymnasium area) as the polling place for the Eighth District in the March 18th election, and Be it further resolved that the Deputy Clerk is hereby directed to publish a legal notice in the Village's official newspaper as soon as practically possible and to send individual notices to each registered voter in the Eighth District of the Village of Sleepy Hollow announcing the change in polling places. The Deputy Clerk is also directed to post signs at the location of Auto America on and a few days before March 18* informing Eighth District voters of the change.
