Present: Mayor Sean Treacy Jose Chevere Mario DiFelice Patrick J. Munroe Morris Alter Trustees Also Present: Janet Gandolfo, Village Attorney Absent: Trustee Patricia Ramsey Trustee Michael Collins Mayor Treacy called the meeting to order with a pledge to the flag. The Mayor asked that everyone remain standing for a moment of silence for Gene Lopano, former Mayor and Trustee of the village, who passed away last week. Public Hearing- None Approval of Minutes Trustee Alter moved, seconded by Trustee Chevere to approve the minutes of the February 17,1998 minutes with one minor correction, motion carried 4-0. Approval of Warrants Trustee Alter moved, seconded by Trustee Chevere to approve the warrants of the General fund for a total of $35,267.95 and authorize the Treasurer to pay the bills, motion carried 4-0; Trustee Alter moved, seconded by Trustee Munroe to approve the warrants of the Water & Sewer fund for a total of $33,900.98 and authorize the Treasurer to pay the bills, motion carried 4-0; Trustee Alter moved, seconded by Trustee Chevere to approve the warrant of the Capital fund for a total of $1,336.40 and authorize the Treasurer to pay the bills, motion carried 4-0. Mayor Treacy read a letter from the St. Patrick's Day Parade Committee requesting permission to hold their second annual parade on Sunday, March 15,1998 starting at 1 PM. Trustee Alter moved, seconded by Trustee Chevere to approve their request, motion carried 4-0. Public Comments-Aeenda Items Frank Rey asked if the Board was going to appoint a Bookkeeper tonight, the Mayor responded no. Resolutions-Attached Old Business- None 1 �New Business- ^ n ^ Mayor's Report Mayor Treacy reported on thefinancialsituation of the village. He commented that this is a temporary crisis as a result of GM's refusal to pay their fair share of taxes. We have saved the taxpayers money over the pastfiveyears b> keeping tax increases below an average of 2% a year. He explained that a village is not allowed to put surplus money away for the future; the school district is different. Right now we are the second or third lowest taxed community in Westchester. In order to save money, we were forced to lay off several employees and are hoping that with a possible early retirement incentive for those close to retiring, the village will save jobs through attrition. We are looking for state aid and met with various representatives. If we get sufficient state aid, it is possible to restore services and perhaps a tax rebate to the residents. The Town of Mt Pleasant is very supportive of the village in the IDA bond situation. The Mayor commented that contrary to aflyerthat is being circulated, there have been no back room deals between him and GM; other Trustees and the former Administrator have attended any meetings with GM. He commented that the tentative budget will be released before election. Trustee's Reports Trustee Munroe submitted the attached Police Committee report in Trustee Collins' absence. Trustee Munroe received a letter from the manager of delivery of delivery of the United States Post Office in response to our letter appealing our Westchester district's decision not to define the Village of Sleepy Hollow with the 10593 zip code. Our letter has been accepted as an appeal in accordance with our zip code boundary review process. Trustee Alter reported on recreation activities. Last Saturday was thefinalgame of the youth basketball and there was a huge turnout Awards were given to the Lakers and the Pacers and teams are being formulated to go to the County Center to play in the playoffs. Youth basketball was made possible through the efforts of Mr. Glickhouse. He gave the names of the ten sponsors for each team who gave $75. each. Trustee Alter commented that the TNT will kick-off on April 3* and there will be the annual Easter egg hunt on April 11th in Douglas Park. Trustee DiFelice reported that we are waiting for the Zip Code Committee in Washington headquarters to have someone assigned to our case. Trustee Chevere read the attached public works report. Trustee Chevere urged the public to contribute to the Sleepy Hollow Children's Fund. �/ Communications, Petitions & Requests Mayor Treacy read the attached correspondence from the Fire Wardens. Trustee Alter moved, seconded by Trustee DiFelice to accept the action of the Fire Wardens, motion carried. Mayor Treacy commented that with regard to the rubella shots, the members of the Ambulance Corp can obtain shots at the Open Door on Beekman Avenue. Trustee Alter read correspondence from Mary Martin of 46 Hemlock Drive requesting that all left hand turns should be eliminated onto route 9. Trustee Munroe thanked the Sleepy Hollow Manor Taxpayers Association and their President, Richard Weiss for an excellent presentation that they gave to the Board on their request that we meet with them again to consider what can be done about the condition of Fremont Pond. He and Trustee Collins attended a Lake Management seminar recently and hope to meet with the Association as soon as we can get a convenient time. Mayor Treacy read correspondence from Don Kusel, Superintendent of Schools, approving the village's request to use the quad area by the gym for district #8 voters on Election Day, March 18th. Mayor Treacy read the quarterly summary report from GM regarding the demolition and clean-up of the plant. Public Comments Many residents expressed their concerns over cuts in the recreation budget. The Mayor reassured them that we will be continuing with many of the recreation programs but will have to increase some of the fees in order to keep some of the programs. Jim Tierney commented on parking in the Manors. Henrietta Brand commented on the "No Parking" signs from 8AM-9AM every day on Cortland Street. The Mayor commented that we will check into it. Maryann Connolly wanted to know why the positions were abolished and not laid off. Janet Gandolfo commented that this had to be done according to civil service rules; if you lay off workers, the salary must be left in the budget. If the time comes where we can hire these employees back, we can create the positions again. Ms. Connolly commented on underage drinking in the bars. Mayor Treacy asked Ugo Checchi when the IDA will have their next meeting to vote on the bonds and as a member of the IDA, how would he vote; Mr. Checchi did not �know when the meeting would take place because they are waiting for the attorneys and commented that he did not have to answer how he would vote. There being no further comments, Trustee DiFelice moved, seconded by Trustee Alter to adjourn the meeting, motion carried. MOVED: Trustee Alter SECONDED: Trustee Chevere VOTE: 4-0 /' �Village of slsepy Hollow y Police Committee Report — Tuesday, March 3, 1998 Trustee Collins will be available tonight only in case of an emergency. I submit this report in his absence. The committee is continuing its study of the no-parking ordinance in Philipse and Sleepy Hollow Manors. We have researched board minutesfromthe public meetings on the following dates, when sections of what we will call "the ordinance" were passed • June 28,1926, the passage of Chapter VIE, §1: The single reference to a reason for the ordinance is "regulating traffic at the Philipse Manor section of the Village." As amended on August 13,1937, and on October 14,1986, §5720A, it prohibits parking on Pierson, Bellewood, Devires, Merlin, Monroe, Palmer, Highland, Farrington and Riverside. • August 18,1956, the passage of §57-18J: No parking on Hemlock, Pokahoe, Evergreen, Kingsland, Webb, Fremont, Lakeview, or on Terrace Close, Birch Close or Manor Close. The proposal that passed also included full-stop signs at several Sleepy Hollow Manor intersections. Five comments were mentioned in the minutes: 1. A letter was read opposing the ordinance as an imposition of "unnecessary hardships" on residents. 2. One person addressed the board in favor of the ordinance. 3. Trustee Gene Lopano [later our mayor in the early 1970s] mentioned a letter sent to the Police Committee by the Sleepy Hollow Taxpayers Association The minutes dont characterize its contents. 4. A medical doctorfromHemlock Drive addressed the board and urged them not to pass the ordinance because it would keep his patients from parking there. 5. Mayor Gabe Hayes [the father of our Lieutenant Gabe Hayes] said the purpose of the ordinance was to eliminate parking in dangerous places in Sleepy Hollow Manor. He added that if it proved a hardship, the ordinance could be amended What the minutes dont say about reasons for the ordinance is perhaps filled in by oral history. That source, at leastfromwhat LVe heard over the last forty-five years or so, suggests the following: that the ordinance was passed (I) to minimize a problem that Philipse Manor residents were complaining of, something we might call commuter car creep; i.e., out-of-town commuters parking more and more cars on streets near the manor station to avoid the sparser, and more expensive, parking spots near the Tarrytown station; and (2) to minimize burglaries committed by people who could park their vehicles among all the others on manor streets, if parking were permitted there. With parking prohibited, such vehicles would stand out and more easily be reported as suspicious to the police. Forthcoming reports will examine other aspects of the problem, including solutions. �Public Works Report March 3,1998 Leaves and yard waste must be bagged and placed at the curb on Tree work is continuing on an ongoing basis. Work on cleaning out the storm drains. Patching pot holes throughout the village is continuing. All interested parties are invited to attend and be heard.
