Present: Mayor Sean Treacy Patrick J. Munroe Morris Alter Mario DiFelice Craig Laub (Arrived Late) Donald Stever Trustees Also Present: Janet Gandolfo, Village Attorney Trustee Alter moved, seconded by Trustee DiFelice to open the meeting, carried. Mayor Treacy called the meeting to order with a pledge to the flag. Before starting the regular order of business, the Mayor presented a Certificate of of Recognition to Charles Shafer honoring him for his quick action when he reported a fire in the electrical wires at the corner of Bellwood and Hunter Avenue. Public Hearings-None Approval of Minutes Trustee Munroe moved, seconded by Trustee DiFelice to approve the minutes of April 20,1998 with minor correction, motion carried 4-0-1 with Trustee Alter abstaining. Trustee DiFelice moved, seconded by Trustee Alter to approve the minutes of the April 30,1998 meeting, carried 4-0. Trustee Alter moved, seconded by Trustee Munroe to approve the minutes of May 18,1998 with minor correction, motion carried 4-0. Approval of Warrants Trustee Alter moved, seconded by Trustee Munroe to approve the warrant of the General Fund for a total of $393,617.74 and authorize the Treasurer to pay the bills, motion carried 4-0. Trustee Alter moved, seconded by Trustee Stever to approve the warrant of the Water and Sewer Fund for a total of $30,708.11 and authorize the Treasurer to pay the bills, motion carried 4-0. Trustee Alter moved, seconded by Trustee Munroe to approve the warrant of the Capital Fund for a total of $570.00 and authorize the Treasurer to pay the bills, motion carried 4-0. 1 �Public Comments-Agenda Items A gentleman in the audience complained to the Mayor and Board regarding a problem at Off Broadway Deli. The Mayor replied that they would look into the matter. Resolutions-Attached Old Business-None New Business-None Mayor Treacy welcomed two new members to the Fire Department; Maggie Masucci and Horatio Rameriz. Fire Chief, John Cellante presented new sew-on patches with Sleepy Hollow inscribed on them to the Mayor and Board of Trustees. Mayor's Report Mayor Treacy welcomed our new Recreation Supervisor, Mani Sanguilly. He reported that the Mt Pleasant Board has appointed David Perlmutter to serve on the Mt. Pleasant IDA to fill a vacancy. A new meeting will be scheduled shortly to take action on the defeasance of the bonds. Mayor Treacy commented that with regard to General Motors, there are many changes taking place at the site. He read the quarterly summary for GM and an update on the cleanup. The Mayor reported that progress is being made on the Kendall on Hudson project. He met with Mike Divney. Kendall will be holding opening meetings at the James House on June 16 and 17th. Zoning changes will be needed before the project can be completed. Trustee Munroe commented that Mr. Divney helped the village to acquire grants years ago. An evaluation of the Fire Department by our insurance company showed that our insurance class has been improved due to the fact that ourfirehydrants are very efficient and July 1* we will have a reduction in ourfireinsurance, homeowners should also apply for this reduction. Sleepy Hollow Landing Park is moving along. DOT approval is expected the end of the week. We will be going out to bid shortly and construction should start by mid July. Trustee's Reports Trustee Munroe read the Tourism Committeefinaldraft into the record. �Realtors have been receiving specific requests from people looking to rent or purchase homes in Sleepy Hollow. Trustee Alter commented that he met with our new Recreation Supervisor, Mani Sanguilly who will have seven people from a Westchester Community Program helping out the Recreation Department this summer. Camp registration is a bit slower than usual but it will be in full swing soon. This Saturday the TNT will end the season with a world series. Trustee Alter read the attached Public Works Report Trustee DiFelice reported that the Zip Code Committee met on May 27th when several items were discussed. They are trying to confirm the name of the Postal Committee and Henry Steiner and others have been distributingflyersthroughout the village and will prepare press releases. Sue Kelly has been asked to set up a meeting which will be held on Monday at the Warner Library at 1:30 PM. Trustee DiFelice reported that Sue Swanson is checking into the possibility of changing the name of the Tarrytown Lighthouse to the Sleepy Hollow Lighthouse. Trustee DiFelice commented that the Waterway buses are still using Pocantico Street instead of Route 9. The Sleepy Hollow Society received donations of two American Flags and two MIA Flags from Julia Vydareny, Frank Hrotko, Dick Maki and the DiFelice and Galella family. Thank you notes will be sent to them. Trustee Stever read the Zoning Board agenda for June 17th and the Planning Board agenda for June 18th. Trustee Laub commented that he has been looking into the possibility of building a web site for the village at a minimal cost Trustee Laub read the attached correspondence from the Fire Council; Trustee Alter moved to accept the actions taken, seconded by Trustee Stever and carried. Trustee DiFelice moved to approve their request to take vehicles to several fire department parades the next couple of months, seconded by Trustee Alter and carried. Trustee Laub read the Chief Engineers' report for May. In the absence of Trustee Collins, Trustee Munroe reported that they met with representatives of DOT on May 27th to discuss the traffic problems on New Broadway coming from 448 and route 9. We have requested an engineers report for New Broadway, Route 448 and Route 9. �On June 1st the Police Committee met with members of the two Manor Associations to discuss the parking problems there. * th On June 9 Trustees Alter and Munroe met with members of Margotta Courts apartments and Ken Gentile, Director of the Housing Authority and a gentleman who was hired to get us a HUD grant. He has applied for 12 grants this year similar to the grants we applied for last year but did not receive but he has received twelve he applied for. Trustee Munroe commented that he has received complaints regarding the "No Parking on Bridge" signs that are on the lamp posts. Perhaps they could they be removed from the posts and the "No Parking " be painted on the ground instead. Trustee Munroe commented that our Village Historian, Henry Steiner has written book called "The Place Names of Historic Sleepy Hollow and Tarry town". Trustee Munroe moved, seconded by Trustee Alter that the village order one of these books, motion carried. Trustee Munroe thanked Jerry Blood of Tarry town for his revised schedule of the trolley stops. Trustee Munroe thanked Trustee Laub for the information on the web site. Communications. Petitions & Requests Mayor Treacy read correspondence from the residents of Briggsville requesting permission to hold a bike parade on July 4th. Trustee Alter moved, seconded by Trustee Munroe to approve their request, motion carried. Mayor Treacy read correspondence from the PMIA requesting permission to hold their annual 4th of July parade and picnic; Trustee Alter moved, seconded by Trustee Stever and motion carried. Mayor Treacy received a thank you letter from Rev. Melnick of Christ Church thanking the Mayor for his presence at her recent installation. A petition was received from senior citizens stating that the senior van is dangerous. The Mayor commented that we are reviewing various options and will discuss this at the next work session. Public Comments Jim Tierney and Ray Rossignol commented on the dangers of the senior van. Mario Belanich commented on alternate side parking on Friday since the Village b closed. The Mayor commented alternate side parking rules do not apply. �Sunny McLean asked the Board for a favor, requesting that she could be paid the first week of the month in the summer when the Board only meets once a month. Trustee Munroe moved, seconded by Trustee Laub to approve her request, carried. Don Caetano commented on the items in storage on the thirdfloorfrom the cable company. There being no further comments, Trustee Alter moved, seconded by Trustee Munroe to adjourn to executive session to discuss personnel and other items. Executive Session Discussion ensued on setting the date for the disciplinary hearing for Officer Checchi which was originally scheduled for June 25*. Its purposes are (1) To take a brief look at why Sleepy Hollow is uniquely attractive, (2) To offer guidelines for planning our future as a tourist destination, (3) To suggest ways of managing tourism, already an on-going local industry. * * * 1. The Attraction. People are drawn to Sleepy Hollow for many reasons, ones that we sometimes take for granted. A. Natural beauty. From Kykuit mansion westward, our forest highlands blend gradually down the village's gentle slopes to the Hudson River. (1) The Rockefeller estate. Trails and bridle paths welcome us to miles of woodlands, meadows and streams. For a grand panorama of the Hudson Valley, walk just twenty-five minutes up the hill from Village Hall. (2) The Old Croton Aqueduct Miles of a forest bike trail that now crosses Route 9 at the restored Archville Bridge just north of the village. It then winds down among the fields and glens of Rockwood Hall, onto another river vista: Nyack's Hook Mountain, the giant Palisades, Croton Point and Haverstraw Bay. (3) Our neighborhood parks, some guarded by mighty trees older than the village, reminders that Sleepy Hollow is still mostly green, natural, unbuilt land • Kingsland Point Park. Tall pines and oaks tower over one of the best picnic sites in the Hudson valley, with an unsurpassed view of the river, from the New York City skyline up to the Catskill Mountain foothills. B. Many cultures, many heritages. From African-American, Asian, IndoEuropean, to Latino, all reflected in our children's faces. Commuters walk to our train station, itself a landmark in stone and carved wood panels, and home to the Hudson Valley Writers Center, a regional celebration of literature and the spoken arts. C. Our downtown district Dine over linen cloth or at a sidewalk table. Stop at a counter for coffee, pizza, stir-fried chicken or black beans and rice. Get measured for a suit or a dress. Buy a bike, a greeting card or a fishing rod. Work out, plan a new building. Then go in for a haircut or a manicure. Pick upfresh-bakedrye bread and some pastries. Select a prime cut of beef. Watch a pick-up game of hoops on the playground. D. The history we've preserved. (1) Philipsburg Manor Restoration, the way it was three centuries ago. (2) The Old Dutch Church and Burying Ground, just across Broadwayfromthe Restoration. Pause at Washington Irving's grave, then stroll along the banks of the Pocantico River. Watch a trout leap and splash where Ichabod Crane flirted with Katrina Van Tassel. E. Our friendliness. People like it here because we make them feel welcome. 2. Guidelines. A. A basic criterion: Sleepy Hollow should be as comfortable withtouristsas they are to be here. Sharing our village with them should have no more than a minimal effect on our daily lives. B. The economic benefit to residents and businesses should be one among several yalufis. They include privacy and therightto enjoy one's home in peace. C. Pitfalls to avoid include negative impacts on "quality of life" We will continue to enforce ordinances on zoning, signs, noise, litter, public entertainment, and parking. D.
