Present: Mayor Sean Treacy Patrick J. Munroe Mario DiFelice Donald Stever Craig Laub Michael Collins Trustees Absent: Trustee Morris Alter Also Present: Janet Gandolfo, Village Attorney Trustee DiFelice moved, seconded by Trustee Stever to open the meeting, carried. Mayor Treacy called the meeting to order with a pledge to the flag. Mayor Treacy read the attached public hearing notice. Trustee Collins moved, seconded by Trustee Laub to open the hearing, carried. There were no comments from the public, Trustee Stever moved, seconded by Trustee Laub to close the hearing, carried. Fire Chief Cellante commented that this is Fire Prevention month and on Wednesday, at 6 PM everyone should practice fire drills in their homes. He commented that inspections of thefirehouseswill take place on Friday at 7 PM. Mayor Treacy thanked Union Hose fire company for helping out with the collection for the victims of thefloodsin the Caribbean. Approval of Minutes Trustee Collins moved, seconded by Trustee Laub to approve the minutes of the September 24,1998 with minor correction, motion carried 5-0. Approval of Warrants Trustee Collins moved, seconded by Trustee Munroe to approve the warrant of the General Fund for a total of $102,946.57 and authorize the Treasurer to pay the bills, motion carried 5-0; Trustee Munroe moved, seconded by Trustee DiFelice to approve the warrant of the Water & Sewer fund and authorize the Treasurer to pay the bills for a total of $2,363.26, motion carried 5-0; Trustee Collins moved, seconded by Trustee DiFelice to approve the warrant of the Capital fund for a total of $13,481.00 and authorize the Treasurer to pay the bills, motion carried 5-0. �Public Comments-Agenda Items Mario Belanich again commented that public comments should be earlier in the meeting. Don Caetano commented on the senior citizen exemption with regard to the income that needed to be reported on the application. Resolutions-Attached Old Business-None New Business The Mayor commented that since the next work session falls on Columbus Day, it will be held on Thursday, October 15th. Mayor's Report Mayor Treacy met with the Vice-President and one member of the school board and Superintendent Don Kusel to discuss items of interest and concern for the village and the schools. One item of concern is what happens in the Morse school playground after hours. They also discussed proposed changes in the layout of the upper parking lot. The Mayor thanked everyone who is helping with the relief efforts from the hurricane. The village will be donating a used power generator and Phelps hospital donated two pallets of medical supplies. Mayor Treacy has a contract for $228,000. 00 from the County to be signed for sidewalk improvements on Beekman Avenue from Teresa Street to the railroad bridge and another $200,000.00 for the second phase which is from the railroad bridge to River Street. The Rockefeller family is in the process of selling 60 acres of their property west of County House Road, eleven acres of which is in Sleepy Hollow in a R-3 district (1 family homes) which will be good for our village. Mayor Treacy will meet with representatives of the group of developers in two weeks. Trustee's Reports Trustee Munroe reported that the Route 9 Beautification Committee has decided on the type of planters that they want to place along route 9 from Pocantico Street. Lawrence Avenue. The Life Center on Beekman Avenue celebrated their third anniversary and Trustee Munroe attended along with Trustees Laub and Stever. The Center is working with the village to set up a network that would give abused women a place to go. Trustee DiFelice reported that Sue Kelly will be meeting with the postal authorities in November regarding the zip code change. �Trustee Stever reported on the Planning Board agenda for October 15th and commented there is no Zoning B ard meeting in October. Trustee Laub read the attached Fire Department correspondence. Trustee DiFelice moved, seconded by Trustee Munroe to accept the actions of the Fire Council, motion carried. Trustee Laub commented that he has a list of individuals with various skills to make the web site become a reality for the village. Trustee Collins read the attached public works report in the absence of Trustee Alter. Trustee Collins had no report. Communications, Petitions & Requests Mayor Treacy read correspondence from Rev. Gorman, Pastor of St. Teresa's church requesting a pjace for approximately fifty cars to park on November 22nd from 2-8 PM due to a celebration the church is having. The Mayor is in the process of contacting Duracell for the use of their lot. We received a notification from Westchester Urban County Consortium regarding 2000-2004. This is our County Development Block Grant process. A public hearing will be held in Tarrytown village hall on October 22nd at 7 PM to hear from the public what improvements should be focused on. The Mayor commented that he has a tape of the Board of Legislators meeting from September 22nd and he has told them that the village will air it on our local channel. The Historic River Towns of Westchester is sponsoring a fund raiser on October 21st at the Tarrytown Executive Conference Center where a local publisher, Lyn Roessler of Croton will be honored. Westchester County Executive Andrew Spano will present her with an award. Trustee Stever received a letter from several residents of Hunter Avenue regarding an odor coming from the storm drains. Referred to Joe DeFeo. Mayor Treacy commended Joe DeFeo and his crew for a job well done in the repairs to the sewer on Webber Avenue. Public Comments Don Caetano commented that a traffic survey should be done on Lawrence Avenue. Maryann Connolly commented that there is constant double parking on Beekman Avenue, especially at the corner of Cortlandt and Beekman she has seen many near accidents. She has called the Police Department. The Mayor asked that she bring this to his attention also. He will speak to the Police Chief. �/ Mr. Ntfrrega of 190Bedniaa Avenutjcftmmented that ihere is always very large trucks and heavy equipment going un>s|id down Beekman Avenue; these are all over the weight limit and the weight limit should be enforced. The Mayor will get in touch with the County and the Police Chief. Martin Kavicky commented on which cable channel our meeting is on. Chick Galella asked if we received the check from Albany yet. Trustee Stever gave a brief explanation on the bureaucracy of government. Jim Galgano commented on the Metrocom proposal. Mario Belanich commented that the village should discuss having elections in November and should reduce the number of trustees to four. Jim Tierney commented he was against having four trustees and commented the senior van looks great. Maryann Connolly commended the Department of Public Works on always doing a good job. There being no further comments, Trustee DiFelice moved, seconded by Trustee Munroe to adjourn to executive session to discuss personnel item, carried. Discussion ensued on personnel items. There being no further discussion, Trustee Collins moved to go back into the regular session, seconded by Trustee Stever, carried. There being no further business, Trustee Munroe moved, seconded by Trustee Collins to adjourn the meeting, carried. Tree trimming/removal is continuing. Road paving will be ending shortly for this year. We hope to pave Van Tassel, Wirth and Holland Avenues within the next two weeks. Road repaying is funded through the CHIPS and SHIPS program. PLEASE NOTE: MONDAY, OCTOBER 12™ IS COLUMBUS DAY, A LEGAL HOLIDAY. VILLAGE OFFICES WILL BE CLOSED.
