Present: Mayor Sean Treacy Patrick J. Munroe (Arrived late) Morris Alter Mario DiFelice Donald Stever Michael Collins Trustees Absent: Trustee Craig Laub Sanjay Shah, Village Treasurer Also Present: Janet Gandolfo, Village Attorney Trustee Alter moved, seconded by Trustee Collins to open the meeting, carried. Mayor Treacy called the meeting to order with a pledge to the flag. Mayor Treacy reported that before starting the regular order of business, he would like to present a few awards to our Public Works employees for their quick action when they saw a fire at 22 Barnhart Avenue. Their quick actions saved lives and property. He presented Certificates of Recognition to Joseph DeFeo, Sr. Joseph DeFeo, Jr., Floyd Rhein and Larry Verdi. Jose Costa was unable to attend. The Fire Chiefs presented a badge to a new member of Columbia Hose, Hank West and awards to Richard Sullivan and Michael Weitkis for extratraditional training. Fire Chief, John Cellante was presented an award regarding a rescue operation. The Mayor then presented the volunteer groups who helped with the hayride with a Certificate of Appreciation; Fire Department, Ladies Auxiliary, Boy Scouts Troop 22, Charlie Annichiarico, Lynn Shafer and Frank Giampicillo representing Wolfpak. He commented that the proceeds of over $8000 will be distributed to the volunteer groups. Public Hearings-None Approval of Minutes Trustee Alter moved, seconded by Trustee Stever to approve the minutes of November 2,1998 as written, motion carried 4-0-1 with Trustee Collins abstaining. Approval of Warrants Trustee Alter moved, seconded by Trustee Collins to approve the warrants of the General Fund for a total of $136,382.54 and authorize the Treasurer to pay the bills, carried 4-0; Trustee Collins moved, seconded by Trustee Alter to approve the warrant of the Water and Sewer fund for a total of $2122.16 and authorize the �cJ&O I treasurer to pay the bills, motion carried 4-0; Trustee Collins moved, seconded by Trustee Alter to approve the warrant of the Capital fund for a total of $13538.20 and authorize the treasurer to pay the bills, motion carried 4-0. Public Comments-Agenda Items-None Resolutions-None Old Business-None New Business-None Mayor* s Report Mayor Treacy commented that Robin Pell has been appointed Recreation Supervisor; she will be in charge of programs and the Department of Public Works is now in charge of the parks. The Mayor commented that we will be holding a public hearing in December regarding the possible designation of a "No Parking Zone" in front of the Van Tassel apartment entrance on Pocantico Street since we have received a request so that an ambulance can park there and disabled persons could be picked up there. He reported that work has started on Sleepy Hollow Landing Park and the ground breaking ceremony will take place on December 7th at 11 AM. The Mayor congratulated Chief Warren for passing the New York State bar exam as well as the Connecticut bar exam. Mayor Treacy reported that there have been many meetings with developers regarding the General Motors' property, also the Cooney property and property adjacent to the Duracell site. Things are looking very good for the future of the village. Trustee Reports Trustee Collins reported that he met with Chief Warren regarding a new program that will be implemented shortly. It is called "Watch Your Car" whereby a person would obtain a decal for his vehicle and this vehicle can be stopped if it is being driven between the hours of 1AM-5AM. This will help in the event your car is stolen. Trustee Stever reported on the Zoning Board agenda for November 18th and the Planning Board agenda for November 19th. He reported that he had received a letter from the Sleepy Hollow Manor Association expressing their concerns regarding the Kendal on Hudson project. Their concerns were addressed at a meeting between our attorney, the developers and Trustees Collins and Munroe. Trustee DiFelice reported the Library Board will meet this Thursday at 7:30 PM. Their fund raising project is ongoing. 2 �cJ<o/ The Library Board is planning their 70 Anniversary event. Trustee DiFelice attended the Senior Citizens' annual memorial service and luncheon today. Trustee Alter read the attached public works and parks report. He commented that Joe DeFeo has many great ideas regarding Devries field and park as well as the other parks. He would like to invite Joe to the next work session so that he can elaborate on the things he has planned. Trustee Alter commented that Robin Pell, our new Recreation Supervisor is working on upcoming recreation programs for the village. Trustee Munroe reported that at the meeting with the Westchester County Planning Department, they wanted to make sure we were spending money wisely and that the work is proceeding along. The door to the handicapped entrance to village hall will be fixed by Trustee Collins. The planters have been delivered and the committee will be selecting the plants that will be planted along route 9. Mayor Treacy thanked Alberto DeCarvalho for volunteering to do the planting. Trustee Munroe reported that he and Trustee Collins are working on the village directory. Trustee Munroe announced the winners of the house decorating contest on New Broadway and would like to present them with their prizes at the next meeting. Benjamin Gonzales won third prize, R. Zieja won second prize and Kate Dolari and Karen Koleen won first prize. Communications, Petitions and Requests Village Clerk read correspondence from Muniz Chicken Corp. of 166 Cortlandt Street advising us that they are in the process of applying for an Eating Place Beer license with the New York State Liquor Authority, (copy to Police Chief) Village Clerk read correspondence from Four Corners Terry Corp. of 196 Cortlandt Street notifying us that that they arefilingfor a license to sell alcoholic beverages. (Copy to Police Chief) Village Clerk read attached correspondence from the Fire Wardens regarding membership, Trustee DiFelice moved, seconded by Trustee Alter to accept the action taken, carried. Mayor Treacy read attached correspondence from the Fire Wardens regarding overcrowding in the village. (Will invite Fire Chiefs to the next works session to discuss this) 3 �Mayor Treacy received a letter from Cynthia Ferguson of Sleepy Hollow Chamber of Commerce requesting $500 from the village towards the cost of developing a Chamber web site for Sleepy Hollow and Tarrytown. The Mayor read a letter from Henry Steiner regarding the trout program for the Pocantico River and asked the village to allocate $600 for the fall program to purchase trout. He received a letter from Tony Morabito of the Tarrytown Rifle and Pistol Club thanking us for our cordial reception to their request. A letter was received from Ann Randazzo of Wolfpak-Pop Warner thanking Rob and Robin Pell for their participation in the Haunted Hayride. Media-One has approved our request for extra slots-area wide for our meetings. Mayor Treacy received good news from Robert Calavaro, Morse School principal, that Texaco and CER of Westchester Inc. along with the Public Schools of the Tarry towns and the Foundation of the Public Schools of the Tarrytowns are entering into a partnership involving the dedication of a Technology Center and the Mayor has been invited to attend a brief ceremony on Tuesday, November 24th at 8 AM. Mayor Treacy read a letter from the Ambassador to the Dominican Republic thanking us for our concern and support after hurricane Georges. The Mayor thanked Benito Martinez for all his work during the time of the collection. Mr. Martinez is now working on a collection for those in Central America; there is a truck on Cortlandt Street and Cedar Street for any donations. Public Comments Chick Galella commented that representatives of the Fire Department and the Building Inspector and Code Enforcement Officer should meet with the board at the same time to discuss allegations of overcrowding. The Mayor commented they have found it is better to meet with the groups separately. There being no further business, Trustee Alter moved, seconded by Trustee Collins to adjourn the meeting, carried. Leaves are picked up as often as is possible. REMINDER!!!!! Thursday, November 26th is Thanksgiving Day, village offices will be closed Thursday and Friday, therefore, Thursday's garbage will be picked up on Wednesday along with recycling. 90% of our truckfleetis ready for snow removal. Patching potholes throughout the village. We have received a check for CHIPS program for $28,008.71 for road repaving. The broken slide at Devries Park has been removed and a new one is on order. There will be no charge for the new slide since the old one was under warranty. All dead and overhanging trees will be removed from the ballfields shortly. The Devries ballfield is going to be expanded, tournament lighting will be added, all wiring will be underground and new regulation poles will be installed. The underground piping has been installed to the concession building. New electrical service into Devries Park has begun as well as the wiring inside the concession building. Lighting to the small ballfield will take place in the spring. Both ballfleds will be receiving a facelift; topsoil, grading ,drainage and fencing. The dugouts on the ballfleds will have a matching canopy to match the new pavillion roof. A gazebo is planned to be installed in the park next year. A new fenced in playground will be constructed next year. The parking lot will be upgraded. A security road will be installed around the park with street lighting to make patrolling the park easier.
