�A Regular meeting of the Board of Trustees of the Village of Sleepy Hollow was held
on Tuesday, February 16, 1999 at 8PM in Village Hall, 28 Beekman Avenue, Sleepy
Hollow, New York.
Present:

Patrick J. Munroe

Trustee Collins moved, seconded by Trustee DiFelice to open the meeting, carried.
Mayor Treacy called the meeting to order with a pledge to the flag.
Public Hearings-None
Approval of Minutes
Trustee Collins moved, seconded by Trustee Munroe to approve the minutes of
February 1,1999, motion carried 5-0.
Approval of Warrants
Trustee Collins moved, seconded by Trustee Munroe to approve the warrant of the
General fund for a total of $ $115, 995.57 and authorize the Treasurer to pay the
bills, motion carried 5-0; Trustee DiFelice moved, seconded by Trustee Collins to
approve the warrant of the Water & Sewer fund for a total of $ 43,007.45 and
authorize the Treasurer to pay the bills,.motion carried 5-0; Trustee Collins moved,
seconded by Trustee Laub to approve the warrant of the Capital fund for a total of
$17,539.00 and authorize the Treasurer to pay the bills, motion carried 5-0.
Public Comments-Agenda Items
Mario Belanich and Don Caetano asked about resolution #2-26-99 and the Mayor
and Trustee Stever gave an explanation.

Mayor's Report
Mayor Treacy reported that he is working with department heads on their budgets
for next vear.
�He commented that the Fire Department will be putting red dumpsters in the
parking lot across the street from Village Hall to collect good used clothing for those
victims of fires.
The Mayor and Sanjay Shah met with Mr. Julius, a representative of the
partnership that purchased the Rockefeller property to discuss the proposals for this
property. Rumors have been dispelled regarding what is proposed for this property.
Representatives will be attending the February 22nd work session and present the
board with their plans.
Mayor Treacy reported that we have received a proposed resolution from the
Westchester County Municipal Association regarding impact fees which will be
discussed at the next work sessio i.
He commented that Beekman Avenue has bee improving over the past few years
thanks to several grants. Accello Construction Company received the award for the
bid for sidewalk improvements on Beekman Avenue. This is a County grant of
$228,000.00 Another grant of $236,000.00 will be received for improvements to
route 9.
Mayor Treacy reported that Police Officer Frank Hrotko will be promoted to
Sergeant at the next board meeting.
Mayor Treacy reported that there has been a major breakthrough regarding the
Duracell property which he will announce in the very near future.
Trustee's Reports
Trustee Munroe reported that there is an agency willing to speak to us in order to
try and make the village a safer place for victims of domestic violence. The
Northern Westchester Shelter can provide a safe haven and legal advice for these
victims. He will be meeting with them.
Trustee Munroe urged all taxpayers who haven't filed for the STAR program to do
so because time is running out. First time seniors applying must do it by March 1st.
The Sleepy Hollow Rock Rollers will meet on February 21st at 11 AM at the
Pocantico river trout stream to do a stream survey; on March 21(t at 10 AM there
will be another work detail meeting at 10 AM where anyone could join them
working on separate sights and another work detail meeting on April 25th at 10 AM.
Trustee Munroe commented that he has received an agenda that was suggested for
NYCOM and other municipal officials; one is finance and the other is employee
relations which would be worthwhile for us to look into.
Trustee DiFelice reported progress on the zip code.
Trustee Stever reported on the agenda for the Planning Board to be held on
February 18>h and commented that there is no Zoning Board meeting this month.
�He reported that the new owner of the former Tappan Motors will be meeting with
the Planning board in the future to discuss his plans for the building.
Trustee Laub had no report.
Trustee Collins reported that Chief Warren has received a letter from County
Executive Andrew Spano's office providing for further protection against domestic
violence whereby a two day seminar was held and Sgt. Morrison and Sgt. Campbell
and Detective Corona attended this seminar.
Trustee Collins read a letter from Shirley Schneider, daughter of Rudy Pavlovich,
who passed away recently. She complimented Sgt. Morrison and Officers Lombardi
and Fa hey for their assistance and caring when her father passed away.
During a recent inspection of our police department by the Public Employees Safety
Bureau has found that the employer has complied with any violations and has
deemed the building safe.
Trustee Collins reported on the new program WHALE. Stickers will be available in
two or three weeks as well as the documentation. This is a program where is sticker
is placed in the back window of a vehicle alerting people that there is a child in the
back seat in case of an accident.
He commented that there were 515 police blotter entries in January.
Trustee Collins reported that the first project of Phase n of the facade improvement
at 25 Beekman Avenue is 95% completed.
Communications, Petitions & Requests
Village Clerk read correspondence from the Sokol Club and the Fraternal Order of
Eagles advising the v'llage of their intent to renew their liquor license, (copy to
Police Chief)
She read a letter from Joseph Penn, representing J & CW, Inc. of 226 Beekman
Avenue informing the village that they are applying for a liquor license, (copy to
Police Chief)
Mayor Treacy commented that the board has received an invitation to the St.
Patrick's Day Parade Committee installation on February 21st at the James House.
Correspondence from Historic Hudson Valley was read regarding the dredging of
their pond. In order to receive TEA 21 funding they are asking the Village of
Sleepy Hollow to consider being Historic Hudson Valley's sponsor.
Public Comments
Don Caetano commented that accidents should be listed in the police report.

Mario Belanich commented on the shopping cart situation.
�Mario Belanich commented that June 1st is the deadline for seniors applying for
STAR program.
The Mayor commented that our highway department has been instructed to pick up
any shopping carts found on the street and destroy them. The supermarkets have
been informed of this situation to no avail.
There being no further comments, Trustee Collins moved, seconded by Trustee
DiFelice to adjourn the meeting, carried.

Nanmar Construction Corp.: and

Whereas, the Board of Trustees believes it would be prudent fiscally responsible
and in the best interests of the Village to divide the Job into three components
and invite bids for these components:
Now. therefore be it resolved the Board of Trustees reject the aforementioned
bid and call for new bids for the renovation of the shooting range in Village
Hall to be submitted to the Village Clerk's office on or before March 15.1999 At

$500.00 pursuant to the Stipulation entered into by and between the Village of
Sleepy Hollow and David and Kathryn Starr dated November 3,1998.
