Present: Mayor Sean Treacy Michael Collins Craig Laub Donald Stever Morris Alter Patrick J. Munroe (Arrived Late) Also Present: Janet Gandolfo, Village Attorney Sanjay Shah, Village Treasurer Absent: Trustee Mario DiFelice Trustee Alter moved, seconded by Trustee Collins to open the meeting, carried. Mayor Treacy called the meeting to order with a pledge to the flag. Before starting the regular order of business, Mayor Treacy commented that the Board will be promoting Officer Frank Hrotko to Sergeant tonight. The Mayor commended Officer Hrotko for his work as an officer for these many years and congratulated him. Frank Hrotko thanked the Mayor and Board and Police Chief for this promotion. Resolution #03-35-99 was then passed. Mayor Treacy commented that since Election Day falls on March 16<h and we must ratify the results the next day, he asked that we move the regular meeting of the 15* to the 17th of March; Trustee Alter so moved, seconded by Trustee Collins and carried 4-0. Public Hearines-None Approval of Minutes Trustee Collins moved, seconded by Trustee Stever to approve the minutes of February 16th with minor corrections, motion carried 4-0-1 with Trustee Alter abstaining. Approval of Warrants Trustee Alter moved, seconded by Trustee Collins to approve the warrant of the General fund for a total of $78,424.51 and authorize the Treasurer to pay the bills, motion carried 4-0; Trustee Alter moved, seconded by Trustee Collins to approve �the warrant of the Water & Sewer fund for a total of $37,082.87 and authorize the Treasurer to pay the bills, motion carried 4-0; Trustee Alter moved, seconded by Trustee Collins to approve the warrant of the Capital fund for a total of $1,176.63 and authorize the Treasurer to pay the bills, motion carried 4-0. Public Comments-Agenda Items Mario Belanich questioned the E-Z pass resolution. Mayor Treacy explained that we need E-Z pass for our trucks bringing recycables to the MRF every week. Resolutions- Attached Old Business-None New Business-None Mayor's Report Mayor Treacy reported that he met recently with a representative from the office of Senator Schumer regarding the GM situation. The Senator would like to meet with GM and the Mayor and trustees, possibly in Washington. The Mayor also met with Ralph Purdy regarding the Municipal Employees Union contract. Mayor Treacy reported that he met with Nancy Pasquella of DOT regarding route 9 at the entrance to Sleepy Hollow Manor. The Police Chief did a traffic study of the past ten years and the state has suggested the creation of a turning lane with a mirror at the Sleepy Hollow Manor entrance. Mayor Treacy complimented the fire department, Office Lombardi the police department for their quick action regarding the fire on Clinton Street last week. Mayor Treacy commented on the request from the fire department for a new pumper for Union Hose. The Board is in favor of buying one once the village can afford it. The Mayor commented that the village has opted into increasing the death benefit for volunteer fireman from $5000.00 to $50,000.00. Mayor Treacy reported that the Beekman Avenue sidewalk project from Teresa Street to the railroad will begin the second week in March and in the summer, route 9 sidewalks will be done. He reported that the crime rate in our village is down 75% since 1993. �Trustee's Report Trustee Munroe reported that he has extended an invitation to Diane DeJesus of the Northern Westchester Shelter to attend our neit work session to inform us of the services that are offered for victims of domestic violence. The Census Department has asked the village to submit maps with any additional streets in our village. Trustee Alter reported on recreation programs such as TNT baseball, youth basketball and aerobics. On March 22"d the seniors will take a trip to the Christmas Tree Shop in Orange, Connecticut. On July 24th a trip to the Mets game will take place. CPR classes will be given by Shelly Robinson on March 11* from 6-10 PM and on March 20th from 9AM-1PM. Trustee Alter commented that the STAR deadline for seniors who are renewing is June l*. Trustee Alter read the attached public works report and added that the news bulletin from the County states that ceramics, plastic bags and flower pots are not acceptable recycling items. The Heads Up program takes place on March 4th at 11 AM at Phelps, which is a safety program for sports enthusiasts and will take place at the James House. Trustee Stever generally discussed the need for yearly seminars for citizens who serve on village regulatory boards. John Middlebrook of the Rockefeller Preserve has been invited to our next work session on March 8,h. Trustee Stever commented that there is a need for deep water access to the river by which will hopefully be provided as part of the GM development He also commented that there is likely to be increased public access to the river, though not for boats north of the village. Trustee Laub commented that anyone who could provide housing for the victims of the fire on Clinton Street, please let us know. Trustee Laub read the attached correspondence from the fire wardens; Trustee Alter moved, seconded by Trustee Collins to approve this action, carried. Trustee Laub commented that there will be a debate of the candidates at the Warner Library on March 6,h at 1 PM. �Trustee Collins reported that he met with the Police Chief to discuss the bicycle patrol for the coming season. The facade improvement is proceeding as planned; we have received $440,000. 00 in grant money so far. Communications, Petitions & Requests Mayor Treacy received notification that Kendal on Hudson will hold open house on March 2nd and 3rd at 9 AM at the James House. The Mayor read a letter regarding the Hennessey property on New Broadway which stated that repairs to the house are too extensive and the house may have to be sold. Village Clerk read correspondence from Sushi Raku notifying the village of their intent to renew their liquor license. (Copy to Police Chief) Public Comments Pat Scova, Town Clerk, commented that she sent a letter to the clerk and the Mayor regarding the use of the Town's voting machines and gave each trustee a copy. Don Caetano commented that he heard the Hennessey house will be given to St. Teresa's church and asked if 79 College Avenue had been sold. The Mayor responded no. Chick Galella commented on the repairs to 79 College Avenue. He asked if Ralph Purdy was handling police negotiations. The Mayor responded that Mr. Purdy represents the Municipal Employees Union. Mario Belanich commented on the tax rebates. Maryann Connolly commented that there were no previous data to compare with the figures Trustee Collins gave on the number of tickets that were issued recently by the Police Department. There being no further business, Trustee Stever moved, seconded by Trustee Alter to adjourn the meeting, carried. Now therefore, be it resolved, that the Village of Sleepy Hollow hereby requests our State representatives to support a two-year extension on Article 29. Section 1262-b of the tax law entitled 1991 Property Tax Relief Act, which said law presently has a sunset provision of May 31,2000; and Be it further resolved, that by copy of this resolution we urge our representatives to support the extension of the 1991 Property Tax Stabilization and Relief Act until such time as New York State Aid to Local Governments is restored. Moved:Trustee Alter Seconded: Trustee Coil-ins Vote: A-n Meeting Date: 03-01-99 Resolution # : 03-31-99 WHEREAS, the Equalization Rates for the various municipalities vary, often to the detriment of taxpayers who find that disparities in the calculations of these rates cause some communities' residents to pay a higher County Tax Rate notwithstanding the overall reduction of the County tax: and WHEREAS, if properties were assessed at their true value, rather than a percentage of true value, the use of an equalization rate would become unnecessary; and WHEREAS, for property to be assessed at true value, it would be necessary for a revaluation to take place which would be fair and equitable, and should be done countywide; and WHEREAS, in order for that to be accomplished, it would require new State Legislation which had previously been vetoed by the Governor. �33 NOW THEREFORE BE IT RESOLVED, that the Board of Trustees of the Village of Sleepy Hollow hereby request that the County Board of Legislators t&U* whatever action Is required to re-initiate Legislation calling for a County-wide revaluation of County Properties, with such legislation to be so enacted as to protect and equalize the percentage reductions presently granted to Veterans and Senior Citizens; and I BE IT FURTHER RESOLVED, that a copy of the Resolution be forwarded to the County Board of Legislators, and also to the Villages.
