Present: Mayor Philip Zegarelli Mario DiFelice Patricia Rodriguez James Hart Robert Higle Craig Laub Trustees Also Present: Absent: Sanjay Shah, Village Treasurer Trustee E>onald Stever Robert Ponzini, Village Attorney Mayor Zegarelli opened the hearing to order with a pledge to the flag at 8:15 PM. The Village Treasurer, Sanjay Shah gave a brief summary on the proposed budget. He explained that the equalization rate is being challenged by our Village Assessor, Bob Balog since the tax levy for homestead will be higher than non -homestead. Homestead properties; are one and two family homes and non-homestead properties are three or more families and commercial buildings. Mayor Zegarelli commented that we have asked for a two week extension on this matter. Public Comments Mario Belanich asked why we had to borrow money if the village had a surplus. The Mayor commented that there is no surplus and therefore we will take out a bond anticipation note which we will pay within a year; we will also be raising the water rates approximately 33%. He commented that he will be going to Albany on Friday to make our pitch for money. John Jadus questioned the $200,000. 00 surplus. The Mayor commented that there is no surplus and the water fund is drained. Frank Rey commented on the $100,000.00 surplus in the water fund being transferred to the general fund therefore depleting it making it necessary to raise the water rates. He wanted to know how much was spent on legal costs defending our case against GM. He also asked about hiring more police officers. 1 i �<P** Mayor Zegarelli commented that we will get him those figures. It will take time to restore the monies to the water fund which we do need because of a lot of water and sewer projects coming up. He also commented on the manpower needs of not only the police but the highway department, but things do not happen overnight. There being no further comments, Trustee DiFelice moved, seconded by Trustee Rodriguez to close the public hearing, motion carried. I Mayor Zegarelli called a special meeting to approve the attached resolutions regarding three upcoming court cases. Approval of Warrants Trustee Higle moved, seconded by Trustee Laub to approve the warrants of April 13,1999 for a total of $87,402.68 and authorize the treasurer to pay the bills, motion carried 5-0. Trustee DiFelice moved, seconded by Trustee Hart to adjourn the special meeting, motion carried. Compensation budgeted to be paid each member of the Board of Trustees from all sources is: Mayor (1) $2400. Trustees (6) $1200.
