Present: Mayor Philip Zegarelli Mario DiFelice Donald Stever Craig Laub James Hart Robert Higle Also Present: Absent: Trustees Sanjay Shah, Village Treasurer Robert Ponzini, Village Attorney Patricia Rodriguez, Trustee Mayor Zegarelli opened the meeting with a prayer and a pledge to the flag. He called the meeting to order at 8:10 PM and stated that the purpose of this meeting was for the adoption of the 1999-2000 budget. Sanjay Shah, Village Treasurer, gave a brief update on the budget and a few of the changes made since the proposed budget. He gave an explanation regarding homestead and non-homestead rate and the reason the homestead rate will be higher is due to the increase in the value of one and two-family homes. Public Comments Scott Horecky thanked the Mayor and Board for presenting a realistic budget and hoped they would support the Recreation Department. The Mayor responded that everything takes time and we will be working on it. Mayor Zegarelli thanked the Board, Sanjay Shah and the department heads for all the time they spent on the budget. Mayor Zegarelli commented that there will be a worksession on May 4,1999 at 7 PM to discuss committee appointments. Resolutions-Attached There being no further business, Trustee DiFelice moved, seconded by Trustee Stever to adjourn the meeting, motion carried. Be It resolved that the Board of Trustees does hereby approve the Certificate of Base Percentages. Current Percentages and Current Base Proportions Pursuant to Article 19. Be it resolved that the Board of Trustees hereby sets the Homestead proportion at 56.4985% and Non-Homestead proportion at 43.5015% for the fiscal year 1999-2000. Be it resolved that the Tax rate be levied pursuant to law and that the Rate be $ 16.1375 per thousand for homestead properties and $ 27.3112 per thousand for non-homestead properties, for the fiscal year June 1.1999 through May 31.2000. Be it resolved that the Board of Trustees of the Village of Sleepy Hollow does hereby support the Village of Tarrytown in their application for CDBG funds to further improve the Nutrition and Program Center held at North Washington Street in Tarrytown. The seniors of the Village of Sleepy Hollow have benefited immensely from this service, with its nourishing meals, programs and stimulation. Many of our seniors would have no means of obtaining regularly a hot lunch and the companionship they get at the Nutrition Center. It is a professionally run center and deserves to have the improvements made in order that the best possible services can be given to the elderly people it serves.
