Present: Mayor Philip Zegarelli James Hart Patricia Rodriguez Mario DiFelice Donald Stever Robert Higle Trustees Absent: Trustee Craig Laub Sanjay Shah, Village Treasurer Also Present: Robert Ponzini, Village Attorney I -- Mayor Zegarelli called the meeting to order with a prayer and pledge to the flag. Public Hearing Mayor Zegarelli read the attached public hearing notice regarding the proposal for "No Parking" zone on Tappan Avenue and gave a brief explanation. Trustee DiFelice commented that this hearing came about as a result of a letter from Mr. Krizman who lives there and it only affects about 100 feet of Tappan Avenue. There were no comments from the public; Trustee DiFelice moved, seconded by Trustee Rodriguez to close the hearing, carried. Approval of Minutes Trustee DiFelice moved, seconded by Trustee Hart to approve the minutes of the worksession of May 18,1999, with minor correction, motion carried 6-0. Trustee DiFelice moved, seconded by Trustee Hart to approve the minutes of the May 25,1999 board meeting as written, motion carried 6-0. I Public Comments Representatives from the developers who bought the Rockefeller property made comments regarding the proposed rezoning of the area on County House Road and Bedford Road. They explained their proposal for the area on Bedford Road and gave a brief memo outlining their plans. They stated that they are willing to work with the village on the proposed development and they will not move forward while the study is taking place. Trustee Stever commented that the village must declare themselves lead agency for these projects. Resolution #53 was then adopted. Trustee Stever commented that this is the procedural approach that needs to be taken and the Mayor commented that the Board is willing to work with the I r �applicant, we just want it done therightway and the Board will discuss it in executive session. Mr. Zastenshick of Chestnut Street asked about the planting of another tree to replace the one that was taken down; Joe DeFeo explained that we will be planting trees throughout the village in the fall. Mr. Kavicky asked if we will be getting the auxiliary police back. Mayor Zegarelli commented that he would welcome them back but the state law has changed making it difficult for us to have auxiliary police. Mayor's Report Mayor Zegarelli swore in new members to the Fire Department and the Fire Chief presented them with badges. Mayor Zegarelli commented that the Board has received a formal petition for the Kendall project. Mayor Zegarelli met with Don Kusel, Superintendent of Schools and the officers of the Board of Education with regard to establishing a liaison group with our Board of Trustees. He appointed Trustees DiFelice, Rodriguez, Joe DeFeo and Robin Pell to this group. They will be meeting at the school on Tuesday, July 13th at 7:30 AM to discuss coordinating uses of the school property. Trustees Reports Trustee DiFelice reported that the current fee schedule for fines needs to be updated and Judge Lewis has given us the suggested fee schedule. Trustee DiFelice moved, seconded by Trustee Rodriguez to call for a public hearing on July 13th to consider a proposal to amend Chapter 19 A (B) of the code of the Village of Sleepy Hollow, motion carried 6-0. Trustee DiFelice commented that he has received complaints about the stop sign at New Broadway and Maple Street. After brief discussion, Trustee DiFelice moved, seconded by Trustee Hart to rescind the resolution dated March 29,1999 adopting the local law to erect the stop sign, motion carried 6-0. Trustee DiFelice reported that the Fire Department bathroom is almost completed and they will start on the bathroom in the Police Department next. Trustee DiFelice commented that the police bicycle patrol is in full swing. to • Sgt. Morrison attended classes on child abduction from June 7-llth. Trustee DiFelice read the police department report and the attached public works report Trustee DiFelice moved, seconded by Trustee Stever that our Court Clerk, Larry Cassidy be given permission to attend an upcoming conference, motion carried 6-0. �/Ofo I Trustee Higle reported that camp registration is still taking place. Trustee Higle commented that concerts will be held at Devries Park on July 9th and July 16th in the evening. Trustee Hart had no report. Trustee Rodriguez commented that she has spoken to the Director of the Hudson Valley Writers' Center with regard to their request to have signs erected directing people to the Writers' Center. She commented that the Board should review the proposals received regarding the cleaning of village hall and make a decision. Trustee Rodriguez reported that she has met with the census people and everything is coming along well. Trustee Rodriguez commented that it would be a good idea for the village to have a • quarterly newsletter sent to village residents. Trustee Rodriguez attended a interesting mini-conference in Peekskill regarding developing your downtown. Trustee Stever reminder the members of the Waterfront Advisory Board, Zoning, Planning and Architectural Review Boards that they will be meeting on June 21st at 7:30 PM. The Mayor commented that the Mayor's Advisory Board will meet on June 22nd at 7:30 PM. At some point, all boards should meet with the Board of Trustees to discuss the aspects of zoning and planning. Resolutions- Attached Old Business Mayor Zegarelli moved that we accept the new purchasing policy of the village prepared by Sanjay Shah, pending the delineation and narrative of the policy, seconded by Trustee Stever and carried 6-0. The Mayor commented that Chief Cellante would like to set up a meeting with the Board and the Fire Wardens. New Business Mayor Zegarelli commented that we will be utilizing the Board and outside assistance in our search for a new Administrator. Trustee DiFelice asked that we send a letter to the Board of Legislators regarding changing the name of the lighthouse. Trustee DiFelice so moved, seconded by Trustee Hart and carried»6»0. 3 �Public Comment? John Edwards, Chairman of the Tourism Committee gave a report on the proposed activities in the village, such as a block party to be held on September 26*, street festival on September 11th, a costume ball on October 30th, possibly a millennium event and many other proposed activities. The Mayor thanked John for his time and effort and stated that we need more volunteers. Communications. Petitions & Requests Village Clerk read a letter from the Weaver family thanking Joe DeFeo and his department for being so helpful when they moved. (Placed in personnel files) The Mayor read communication from Sherry Steele regarding a high water bill. Joe DeFeo commented that it is being checked into. Trustee DiFelice read the attached Fire Wardens'communications; Trustee DiFelice moved, seconded by Trustee Hart to accept their actions, carried 6-0. » • In response to Village Clerk's request, Mayor Zegarelli moved that Angela Everett be allowed to carry over six vacation days and be paid for two weeks of vacation days left, seconded by Trustee DiFelice and carried 6-0. The Mayor read a letter from Briggsville Organization requesting permission to hold a 4th of July parade from Webber Avenue to Sleepy Hollow Road; Mayor Zegarelli moved to approve this request, seconded by Trustee Hart and carried. A letter was received from Mrs. Esposito of Bellwood Avenue objecting to the yellow lines that were painted. Joe DeFeo commented that there were always lines there but they had faded and were repainted for safety reasons in case of an emergency and traffic from route 9 needed to be rerouted to Bellwood. We will remove them if this is what the residents want. The Mayor was in receipt of a letter from the DEC regarding the Duracell property stating that the site has been remediated and delisted from the New York State Registry of Inactive Hazardous Disposal Sites. Approval of Warrants Trustee Stever moved, seconded by Trustee Rodriguez to approve the warrants of June 15,1999 and authorize the Treasurer to pay the bills, motion carried 6-0. Total of the General fund is $746,556.20, Water & Sewer fund total is $53,991.42 and the Capital fund total is $162,544.09, motion carried 6-0. Trustee Stever moved, seconded by Trustee Higle to approve invoices #160 and #161 of the previous months warrant and authorize the Treasurer to pay the bills, motion carried 6-0. Public Comments Mr. Kavicky asked about curbside pickup; the Mayor commented that it would be discussed in a worksession. �/ I Mayor Zegarelli stated that he needs authorization to send a letter of response to the Comptroller on his reports; Trustee DiFelice moved, seconded by Trustee Rodriguez and motion carried 6-0. „ . There being no further comments, Trustee Hart moved, seconded by Trustee Higle to adjourn to executive session to discuss personnel, litigation and FOIL requests, motion carried. Back in regular session, the Mayor commented that no formal action was taken in executive session. Monday's garbage pick-up will take place on Tuesday, Tuesday's garbage will be picked up on Wednesday. Recycling will also take place on Wednesday. The rest of the week's schedule remains the same. PLEASE MAKE SURE BRUSH IS TIED IN BUNDLES OF NO LONGER THAN FIVE FEET AND LEAVES AND TWIGS MUST BE BAGGED. THESE MUST BE PLACED AT THE CURB ON MONDAY BEFORE 7 AM FOR PICK-UP. GRASS CLIPPINGS ARE NOT ACCEPTABLE* We are raising the manhole covers on Gordon Avenue in preparation for paving. Broken manhole covers are being replaced. Tree work and street lighting has been slightly delayed due to the fact that we are waiting for a new bucket truck. In the meantime, we will borrow one from Tarrytown whenever they have theirs available. The sidewalk program should resume sometime next week. Homeowners on the list will receive an agreement to be signed when it is time for their sidewalk to be replaced. The Riverfront Park is nearing completion.
