Present: Mayor Philip Zegarelli Mario DiFelice Donald Si ever Robert Higle James J. Hart Absent: Trustees Craig Laub Patricia Rodriguez Trustees Also Present: Robert J. Ponzini, Village Attorney Sanjay Shah, Village Treasurer Mayor Zegarelli commented that this special executive session was called to discuss personnel and legal matters which are of an emergency nature. He explained that the reason for this meeting was due to the fact that our Village Attorney, Robert Ponzini and his partner Robert Spencer and former partner Thomas Maroney are being disbarred as of 3:30 PM on August 27,1999 following the action of a New York State court. Robert Ponzini gave an explanation leading up to the disbarment and will submit his resignation to the Board. Discussion ensued on a replacement. Brian Murphy and Ed Lamers, attorneys working with the firm were considered as replacements. Trustee DiFelice commented he was against hiring anyone associated with this firm because we know how people will react in this village. Trustee Stever was in favor of hiring the attorneys from this firm because they are familiar with our village problems and will help with a smooth transition. Trustee Hart was also in favor of the hiring of these attorneys. Mayor Zegarelli then moved that Brian Murphy be appointed as Acting Village Counsel and Ed Lamers as Counsel to the existing projects that he now handles, subject to the establishment of a satisfactory contract, motion was seconded by Trustee Stever and carried 4-1 on a roll call vote. Trustees Stever, Hart, Higle, and �Mayor Zegarelli voted yes and Trustee DiFelice voted no stating that he is not in favor of this because he felt we need to hire an attorney outside of the original firm. Mayor Zegarelli asked that Mr. Murphy and Mr. Lamers submit their resumes to him. There being no further discussion on this matter, the Board discussed a few old business matters. The Board discussed the use of the money left from the Facade Improvement Program to purchase banners to be put up on the light poles on Beekman Avenue. Trustee DiFelice moved, seconded by Trustee Stever that we pay the monies in anticipation that we receive reimbursement from the County Awning Program, motion carried 5-0. Discussion ensued on the hiring of another part time Parking Enforcement Officer, Patrick Haggerty. The Mayor moved that we hire Mr. Haggerty as part time Parking Enforcement Officer at S10.00 per hour, seconded by Trustee DiFelice and carried and motion carried 5-0. The Mayor also moved that Hector Negron and Charles DePaolo be paid $10.00 hour as seasonal laborers in the parks, seconded by Trustee DiFelice, carried 5-0. There being no further business, Trustee DiFelice moved, seconded by Trustee Higle to adjourn the meeting, motion carried.
