Patricia Rodriguez Mario DiFelice Donald Stevcr Robert Higle Trustees Absent: Trustee Craig Laub Barbara Napoli, Acting Village Treasurer Mayor Zegarelli called the meeting to order with a prayer and pledge to the flag. Public Hearing Mayor Zegarelli read the attached public hearing notice regarding the proposed amendments to Chapter 57-6. Trustee DiFelice gave a brief explanation of the proposed amendment. There were no comments from the public. Trustee Stever moved, seconded by Trustee DiFelice to close the hearing, motion carried. Approval of Minutes •. Trustee DiFelice moved, seconded by Trustee Rodriguez to approve the minutes of the October 26,1999 with minor corrections/additions; motion carried 6-0. Trustee Higle moved, seconded by Trustee Stever to approve the minutes of November 9,1999 with minor corrections/additions; motion carried 6-0. Public Comments Several residents of Wilson Park Drive in Tarrytown expressed their concern over the proposed subdivision of the property on County House Road. They felt both villages should work together before any development takes place. Diane Maas, a resident of Sleepy Hollow, also opposed the development. Mayor Zegarelli tried to ally their fears by explaining the reason for the rezoning and about clustering. He also stated that public hearings will be held and all will be welcome. The process will be done methodically. Don Caetano felt residents of Tarrytown shouldn't be allowed to speak on our projects. •• Jim Tierney wanted to know what the status is of the enforcement of the "No Parking" in the manors.. He commented that the Police Chief cannot be blamed for not issuing tickets, if he was given an order not to ticket. �t> Mayor Zegarelli stated that he will be signing an order to enforce all parking laws in the village. A warning notice will be sent out first. Miguel Jimenez was happy the Mayor and Board of Trustees is taking steps to enforce all parking ordinances in the village. Mayor Zegarelli presented George Zaztenchik a badge as a new member of Rescue Hose Fire Department. Don Caetano asked if the Board would consider making Lawrence Avenue a oneway street. % . Miguel Jimenez commented that since Trustee Laub has been absent so much, he should resign. The Mayor stated that the trustee must resign on his own; he cannot be taken off the board. Miguel Jimenez thanked Joe DeFeo for all the great work he is doing. Mr. Kavicky commented that the Mayor and Board of Trustees terms should stay at two years each, not four. Mayor's Report Mayor Zegarelli thanked Joe DeMilia for all his help during our transition period and that we are in the process of upgrading our computer system. He reported that they have been discussing the PBA contract. We are considering setting up a web site and are looking for volunteers to help us with this. The Mayor commented that with regard to the error of the registration list that listed addresses as Tarrytown, not Sleepy Hollow, the Town is checking with the Board of Elections on this. Mayor Zegarelli commented that we would like to move our regular meeting to Friday, December 17,1999 at 8 PM to coincide with the anniversary of the village and the fireworks; he so moved, seconded by Trustee Rodriguez and motion carried 6-0. Mayor Zegarelli stated that they would like to discuss the Shooting Range bid at the next worksession. Trustee Reports Trustee Hart reported that he is working with Joe DeMilia to try and update the computer system. �Trustee Rodriguez reported that she received a letter from the Police Chief regarding the need to purchase defribulators for the Police Department They are seeking help to purchase three. The Rotary Club is donating $500.00 and anyone else who would like to donate money should send a check to the Police Department. Trustee Rodriguez commented that she and Trustee DiFelice have marked all the poles where the new banners will be installed. Trustee Rodriguez read the attached fire report in the absence of Trustee Laub. Trustee DiFelice read the attached public works report Trustee DiFelice moved that we reject the water meter bids received last week since there was an error in the bid specs and bid bonds should be returned, seconded by Trustee Rodriguez and carried 6-0. Trustee DiFelice moved, seconded by Trustee Hart to go out to bid again on December 6th at 10:00 AM for only the installation of the water meters, motion carried 6-0. Trustee DiFelice read the attached police report Trustee Stever read the attached resolution #98 regarding Notice of Intent to Become Lead Agency. Trustee Stever commented that the Planning Board consultants have been working on the R-l district changes. Trustee Stever moved that an informational hearing be held on January 12,2000 on a proposal to change Lawrence Avenue to a one-way street and ask the Police Department and Fire Department to determine what direction the one-way should be; motion seconded by Trustee Hart and carried 6-0. Trustee Higle had no report Trustee DiFelice moved, seconded by Trustee Stever to cover the parking meters for Christmas holidays from December 20* to January 3rd. Brief discussion ensued. Trustee Rodriguez moved, seconded by Trustee Stever to amend the resolution to cover the meters from December 13th to January 3rd. motion carried 6-0. Trustee DiFelice commented that it is very dangerous when a large van or commercial vehicle is parked in the first spot in front of the stationery store on Beekman Avenue at the corner of Lawrence Avenue. Discussion ensued and a sign will be placed there stating "No Parking- Commercial Vehicles or Vans". Mayor Zegarelli commented that the next worksession will be held on December 7*. 3 i �jsf- i Mayor Zegarelli commented that our insurance carrier, Gallagher Bassett will be reviewing our buildings in order to update our insurance coverage. We have received the franchise fee from Media One. The Mayor received a thank you note from the Historical Society for our gift. The Police Chief attended the IACP training and reported back to the board. The Mayor received a request from Metra-Com for a right of way agreement. Trustee Stever will review this. The Ecuadorian Society of Westchester is requesting permission tc> hold a parade in August starting in Sleepy Hollow and ending in Tarrytown. They will follow up with more information as the time grows near. The Mayor received a letter from DOT regarding the issue of the installation of two signs, sign on New Broadway and the overhead sign on route 9 and route 117. i Mayor Zegarelli moved, seconded by Trustee Stever to suspend alternate side of the street parking on New Broadway and other streets that the Police Chief deems necessary during the duration of the filming of Family Man; motion carried 6-0. The Mayor commented that the village will be reimbursed for any expenses incurred during the filming of the movie. Old Business There was an article in a California newspaper about a contest to win a trip to the real Sleepy Hollow in Tarrytown. Mayor Zegarelli moved that the position of Fire Inspector be created subject to formal classification of civil service, motion seconded by Trustee Hart, carried 6-0. New Business- None Communications. Petitions & Requests Mayor Zegarelli received correspondence from the County that December 14th is the 200th anniversary of the death of George Washington and asked that our flags be lowered. The Mayor was in receipt of a petition of the residents of Dell Street regarding the removal of the trees in the Pocantico river. Approval of Warrants-None Public Comments Maryann Connolly commented that the police department is still ineffective. She commented that we need to get back the warmth and commodery in the village. i �Miguel Jimenez commented that the situation with the youths hanging around is getting worse and that the board should consider implementing a curfew. (Discuss at worksession) Frank Rey asked that the village consider the re-instatement of the Auxiliary Police. (Discuss at worksession) He also asked that he be notified when a meeting with the Hispanic people is scheduled. There being no further comments, Trustee Higle moved, seconded by Trustee DiFcIice to adjourn the meeting, motion carried 6-0. GARBAGE PICK-UP WILL TAKE PLACE ON MONDAY AND TUESDAY ONLY. WEDNESDAY WILL BE FOR RECYCLING ONLY. NORMAL SCHEDULE WILL RESUME NEXT WEEK. Leaves are being picked up on a continuous basis. They can be put out everyday until the end of December unless it snows. The bulk of the leaves should be picked up by next week. PLEASE DO NOT PUT BRUSH IN WITH LEAVES.
