Present: Mayor Philip Zegarelli Mario DiFelice Patricia Rodriguez James Bart Donald Stever Absent: Trustees Trustee Robert Higle Also Present: Brian Murphy, Village Attorney Barbara Napoli, Acting Village Treasurer Mayor Zegarelli called the meeting to order with a prayer and pledge to the flag. Public Hearing Mayor Zegarelli read the attached public hearing notice and gave a brief explanation of the reason for the hearing. Jeannette Morrison of Lawrence Avenue was not in favor of making Lawrence Avenue a one-way street. Fire Chief John Cellante stated that the Fire Department is not in favor of this change due to the fact that it would cause many problems getting in and out of the street because there is a firehouse on that street. We would be liable if an accident happened and we were going the wrong way. This must be looked into much further before a decision was made. Police Chief Jimmy Warren also commented that we must look into this further. Don Caetano of Lawrence Avenue and Mario Belanich of Washington Street were in favor of creating a one-way street. Trustee Stever commented .that if it was to be made a one-way street, the direction the one-way would be created must be considered The Mayor commented that the Police Chief, Fire Chief and Trustee Hart will do their study before any decisions are made. There being no further comments, Trustee DiFelice moved to adjourn the hearing, seconded by Trustee Hart and carried. Approval of Minutes Trustee Stever moved, seconded by Trustee Hart to approve the minutes of November 23,1999, December 17,1999 and December 28,1999 and carried 4-0-1 with Trustee DiFelice abstaining on the December 17th minutes. �Trustee DiFelice moved, seconded by Trustee Hart to approve the minutes of the of the worksession of November 2,1999 , November 16,1999 and December 7,1999, motion carried 4-0-1 with Trustee Rodriguez abstaining on the November 16th minutes. Mayor Zegarelli stated that we received $1,000,000.00 from Governor Pataki to be used to stabilize the tax rate in the village and he thanked the Governor for responding to our needs. Trustee Stever commented that the Mayor should be thanked for the time and effort he spent in obtaining this money. Public Comments Jim Tierney was glad that the No Parking advisory is being put into effect. Joe Oblanski, a resident of Philipse Manor stated that he has a handicap child who needs twenty-four hour care and they have nurses and aides coming at all hours and that not being able to park on the street is a hardship for them. Another resident of Philipse Manor commented that his wife is a therapist and she comes and goes at all hours of the day and night, therefore this is a hardship for her. They asked why was the ordinance created years ago. The Mayor commented that it was the desire on the part of the residents of the Manor to have No Parking on their streets, partly because of parking for the railroad station and parking for Kingsland Point Park. He also commented that we will take special circumstances into consideration. There being no further comments, Trustee DiFelice moved, seconded by Trustee Hart to adjourn the meeting briefly and go into executive session, carried. Back in regular session, the Mayor stated that they met briefly with Steve Kass, attorney dealing with General Motors to utilize his services again. Luiz Vilches, former resident of Sleepy Hollow, addressed the Mayor commenting on several incidents over the past few years where he felt he v/as being discriminated against. The Mayor asked that he speak to him in private one day. Mayor's Report „. Mayor Zegarelli commented that he would like to meet with the organization regarding the fly car which will assist our ambulance. Sue Kelly is working on legislation to cover these ambulance services. The state has Tiled changes regarding homestead and non-homestead which will have an impact on our assessment. �The Mayor received an invitation to the Hudson Valley Heritage meeting and asked Trustee Rodriguez to attend. Mayor Zegarelli has sent letters to the Governor's office thanking them for their help in obtaining the million dollars. We have received a letterfrom Wolfpak thanking the village for the donation of $3000. The Town of Mt. Pleasant and the Tarry town School district have agreed to pay one third each for the re-assessment of GM. The Mayor commented that we have received grievances from the Teamsters union • and he will be meeting with the teamsters on February 2nd after the regular department heads meeting. He reported that the Pocantico Hook & Ladder is out of action since the fire in Ossining. The Mayor read a letter from the St. Patrick's Day Parade Committee requesting permission to hold their fourth annual St. Patrick's Day parade on March 12, 2000 starting at 1:30 PM. Trustee Hart will be their liaison. Mayor Zegarelli moved, seconded by Trustee DiFelice to approve their request, carried. Trustee Reports Trustee Hart reported that the upgrading of the computer system is moving along. Barbara Napoli then gave an update. I Trustee Hart read the attached correspondence from the Fire Wardens. Trustee Hart moved, seconded by Trustee DiFelice to confirm their action of the appointment of Mike Smutek as Chief Driver of Rescue 12, motion carried; Trustee DiFelice moved, seconded by Trustee Stever to approve the appointment of Melissa Schafransky to the Ambulance Corp., Brian Wilsea of Rescue Hose was placed on the out of town active list, and David Eliazarian was re-instated as active member of Rescue Hose, motion carried; Trustee DiFelice moved, seconded by Trustee Rodriguez to approve the appointment of Luiz Vilches as member of Pocantico Hook & Ladder, carried. Fire Chief Cellante commented that the Hook & Ladder truck needs to be tested. He then read a letter commending several of our firemen for their heroic efforts during the mutual aid response to the Ossining fire. Trustee DiFelice moved, seconded by Trustee Rodriguez that the board recognize these firemen for their heroic efforts at the next meeting, carried. Trustee Rodriguez had no report. Trustee DiFelice read the attached Public Works Report. 3 i �2*0 I Trustee Stever gave an update on the status of the Kendal-on-Hudlson project. Trustee Stever reported that the informal worksessions held by the Planning Board are going very well. He then read resolution #01-08-00. Resolutions-Attached Old BusinessMayor Zegarelli commented that we have been in discussion with Briarcliff Manor regarding a study of their pipe line which also comes through our village. New Business Trustee DiFelice commented that he has asked the Chairman of the Parking Authority to set up a meeting. The Mayor commented that Mr. Checchi should contact our Village Attorney regarding legal procedures that need to be followed. Communications, Petitions & Requests Village Clerk read correspondence from attorney for Maria's Place, 179 Beekman Avenue, informing us of her intent to renew her liquor license. (Copy to Police Chief) Village Clerk read correspondence from attorney for J.P. Doyle Restaurant located at 48 Beekman Avenue informing the village that they are applying for a iiquor license. (Copy to Police Chief) Mayor Zegarelli read a letter from Lt. Hayes stating he will be retiring. The Mayor commented that we have received a Notice of Claim from Samaras regarding a recent incident that occurred on Cortlandt Street. The Mayor read a letter addressed to Chief Warren from the security guard at the General Motors gate that there will no longer be any security guard posted at that gate. The Mayor received a turn off notice from Con Edison regarding 72 Beekman Avenue. The Mayor has received phone calls from HUD regarding 79 College Avenue. We are trying to sell it, but the problem is to find someone who will purchase it as is. Mayor Zegarelli received correspondence from the VFW and a resident of the village regarding more handicap parking spaces. He asked Trustee DiFelice to follow up with the Handicap Committee Chair, Pat Ramsey. 4 �The Mayor received an invitation to attend the 80th birthday of Rev. Sun Young Moon. Mayor Zegarelli commented that our insurance carrier, William Moulton has been reviewing our policies regarding our liability insurance and has advised us to increase it. Trustee Rodriguez moved, seconded by Trustee DiFelice to approve the increase in liability insurance up to $5,000,000.00 for an annual premium of $6500.00 to be included in the budget. I Approval of Warrants Trustee Stever moved, seconded by Trustee DiFelice to approve the warrants of January 11, 2000 and authorize the treasurer to pay the bills, motion carried 6-0. The total of the General fund is $ 129,093.25 total of the Water & Sewer fund is $18,623.44 and the Capital fund total is $799.95 There being no further comments, Trustee Stever moved, seconded by Trustee Hart to adjourn the meeting, carried.
