A Regular meeting of the Board of Trustees of the Village of Sleepy Hollow was held
on Tuesday, February 1, 2000 at 8:00 PM in Village Hall, 28 Beekman Avenue,
Sleepy Hollow, New York.

the meeting to order with a prayer and pledge to the flag.

The Mayor asked that everyone remain standing for a moment of silence for Trustee
Stever's father who passed away recently.
Mayor Zegarelli commented that this will be a short meeting just to conduct
important business.
Mayor Zegarelli appointed Richard Zieja of 117 New Broadway as trustee to fill the
unexpired term of Craig Laub who resigned recently due to family and job
commitments. Mr. Zieja was then sworn in by the Mayor.
Mayor Zegarelli presented Craig Laub with a plaque in appreciation for all the time
and work he has done for the village as a trustee. Craig Laub thanked the Mayor
for the plaque.

Approval of Minutes
Trustee DiFelice moved, seconded by Trustee Hart to approve the minutes of the
January ll &lt;h meeting as written, motion carried.
Public Comments-None
Mayor's Report
The Mayor reported that he will be meeting with the Teamsters on several issues.
Approval of Warrants
Trustee Higle moved, seconded by Trustee DiFelice to approve the warrants with
certain amendments, motion carried. The total of the General fund is $385,865.59,
total of the Water &amp; Se wer fund is $46,542.14 and the Capital fund total is
$440,457.57.

There being no further business, Trustee DiFelice moved, seconded by Trustee Hart
to adjourn the meeting and move into executive session to discuss personnel and
litigation; no business will be taken up after the executive session; motion carried.

Be it resolved that the Board of Trustees authorizes the appointment of Barbara Napoli to
the position of Village Treasurer at an annual salary of $50,000.00 retroactive to
November 2, 1999. She will still retain her Senior Bookkeeper Civil Service title. Said
appointment shall expire March 31, 2000 at which time Ms. Napoli may be reappointed at
the Organization Meeting on April 3, 2000.
Moved: Trustee DiFelice Seconded: Trustee Hart
Discussion ensued. Mayor Zegarelli moved, seconded by Trustee Hart to amend the
resolution to add the following:
Said appointment shall expire March 31, 2000 at which time Barbara Napoli may be
reappointed at the first Monday in April 2000 which is our Organization meeting.
Motion carried 5-0.

Be it resolved that the Assessor of the Village of Sleepy Hollow has prepared the
Tentative Assessment Roil for the current year, and that said Assessment Roll has been
filed with the Village Clerk at her office in the Municipal Building, 28 Beekman Avenue,
Sleepy Hollow, New York, where it may be seen and examined "by any persons at all times
during business hours between 8:30 AM and 4:30 PM until the 15th day of February, 2000
and that on such day in the Board room, Municipal Building, 28 Beekman Avenue, in said
Village, between the hours of 4PM and 8PM, the Board of Trustees of said Village will
meet for the purpose of hearing complaints in relation thereto, on the application of any
person considering himself aggrieved thereby.

Be it resolved that Inspectors of Election for the Village of Sleepy Hollow be appointed to
serve on Election Day, March 21, 2000 in accordance with Section 15-116 (1) of the
Election Law Election Inspectors will be paid $130.00 for the day and the Chariperson
will be paid $140.00 for the day.
