                  <text>A regular meeting of the Architectural Review Board was held on
Wednesday, September 27, 1989 at 7:50 PM in Village Hall, 28
Beekman Avenue, North Tarrytown, New York.

In the absence of Frank Arvan, Chairman, Robert Barstow acted as
Chairman.
In the matter of Freyler Realty* 232 North Washington Street,
North Tarrytown. New York
Mr. David Freyler submitted a sample of the sign he planned to
erect. The Board felt the sign was not acceptable as presented
and that it needed more depth, perhaps three dimensional. Robert
Barstow made a motion to have Mr. Freyler come back next month
with more particulars, seconded by Elena Malunis and motion
carried.
In the matter of Larry Brostoff.

Mr. Larry Brostoff wants to change the existing McCall Frandsen
sign to his own company name. After much discussion on all the
existing signs in and around the dealership, Robert Barstow made
a motion that Mr. Brostoff come back with an alternate plan for
all of the signs in question, seconded by Annegret Rice and
motion carried.
In the matter of Signature Graphics, to erect signs at 185 &amp; 186
Cortlandt Streets and 60 Beekman Avenue.North Tarrytown. N.Y.
The owner of Signature Graphics presented samples of the signs to
be erected in front 185 Cortlandt Street (Salon). Robert Barstow
made a motion to approve the sign as presented, but that the two
existing signs on the lower bulkhead be removed, seconded by
Annegret Rice and motion carried.
The owner presented a sample of a sign for 186 Cortlandt Street
(Four Star Services). Annegret Rice made a motion to approve this
sign with the exception that the stars be removed, seconded by
Robert Barstow and motion carried.
The owner presented the sample of a sign for 60 Beekman Avenue
(formerly Sleepy Hollow Restaurant).

�After a brief discussion, Annegret Rice made a motion to allow
the sign as presented if the wording Spanish American Food be
eliminated from the sign, motion seconded by Robert Barstow and
motion carried. They also recommended that the owner remove the
current awning. The Review Board suggested that they would take a
look at the building.
In the matter of Mr. &amp; Mrs. Thomas Finn, 163 Millard Avenue,
North Tarrytown. New York
Mr. &amp; Mrs. Finn were not present at the meeting.
In the matter of Joseph Kellv. 14 Maple Street. North Tarrytown,
New York
Mr. Kelly submitted a sample of the vinyl siding to be used on
his house.
A motion to certify plans for re-siding was made
Malunis, seconded by Annegret Rice and motion carried.
In the matter of Eugene Buonanno.

Mr. Buonanno submitted plans for a one room addition to his home.
Robert Barstow made a motion to certify these plans, seconded by
Elena Malunis and motion was carried.
In the matter of Nikolas Patlias. 276 North Broadway. North
Tarrytown. New York
Mr. Donal Walsh represented Mr. Patlias in his request for an
awning to be erected on his new restaurant called The Horseman.
Mr. Walsh stated that a drawing of the awning had been asked for
at the last meeting and one had been sent. Mr. Walsh asked that
the Board look at that drawing tonight to determine if that it is
the type of awning that would be permitted with the lettering
shown. Mr. Patlias would then come back with a design of the
lower outside sign.
After a brief discussion, Elena Malunis moved that the Board take
a look at the building before they decide about the wrap around
awning, seconded by Annegret Rice and motion carried. Matter to
be continued at the next meeting.
The meeting was adjourned at 9:50 PM.

manufacturer, in addition to the electrostatic filter as shown on your submittals.
The manufacturer recommends a double pass ESP unit. We will allow a
single pass unit with the understanding that this will require frequent
cleaning. If there are any problems, you will be required to install a twostage dual pass unit.
Please note the manufacturer's recommendations.
This office is to be notified at the time of completion of this system
in order for us to inspect the units.
Please note, second paragraph, the word "instead" has been dropped and we
have replaced the word "addition".

As for this air filtering system, we have not performed any
engineering studies, and, therefore, can only suggest that it
appears that with proper preventive maintenance (cleaning) and the
addition of charcoal filtration, this unit would be satisfactory.
However,

The "Code 96" hood by definition

includes grease filters which

would remove the heavy grease from the air, the electronic air
filter would remove the smoke and most odors, but, a charcoal
filter is necessary to remove remaining odors.

are required to determine the loading to fully evaluate a system
of this type.

In the future this should be provided to the town

for review/approval purposes.

The hood details should also be

Dear Mr. Yetter:
This letter is to confirm our telephone discussion of this date
in regards to electrostatic
filter application to kitchen
exhaust.
Electrostatic filters have been used in kitchen hood systems for
some time.
The ESP unit is placed downstream from the grille
hood.
ESP units are highly effective in removing cooking grease smoke
as ESP units can remove particulate as small as .01 micron.
Grease particles will also be removed. However, for the ESP unit
to be effective with a high degree of efficiency it must be
cleaned regularly.
As the ESP unit removes smoke and grease particulate
removes the greater portion of odor in the air stream.

Single pass ESP units will function but will require frequent
cleaning.
A dual pass unit will stay on line longer as the
second pass will not load up at the same time as the first stage.
When the first stage is fully loaded the second will still
provide air filtration.
A two stage (dual pass) unit is recommended for any system having
charcoal. Charcoal filters must always be placed downstream from
the air filters to prevent them from plugging up.
The frequency of cleaning and/or the life of charcoal can only be
determined from known load factors. Without known loads the
system must be checked regularly to determine cleaning and
charcoal replacement schedule.

�Doth the pre and after filters, located at the ESP cell, roust
also be checked and cleaned as necessary. These filters are
provided to protect the ESP cell and keep particulate from
blowing off the cell and getting into the duct system.
Generally speaking, one ESP unit will provide effective air
filtration in restaurant applications. A dual pass system is
better.
A dual pass with charcoal is the bast.
However,
whatever is installed, must be serviced to maintain efficient
operation. I can not overstate this fact.
