Present: Mayor Philip Zegarelli Mario DiFelice James Hart Donald Stever Robert Higle I Absent: Also Present: Trustees Trustee Richard Zieja Trustee Patricia Rodriguez Barbara Napoli, Village Treasurer Brian Murphy, Village Attorney Mayor Zegarelli called the meeting to order with a prayer and pledge to the flag. Before starting the regular order of business, Mayor Zegarelli presented plaques to Pocantico Hook & Ladder and Union Hose Co. #2 and to several of our fireman who helped save many lives in the recent fire in Ossining. They were Kim Berry, Gerald Navin and David Cappello. Paul Cappello was not in attendance. The three Fire Chiefs expressed their thanks to these men. The Mayor welcomed Mario Fastiggi as a new member of Rescue Hose. Approval of Minutes Trustee DiFelice moved, seconded by Trustee Stever to approve the minutes of February 15th and February 22nd as written, motion carried 5-0. i Public Comments Ms. Ferraro and another resident of the Van Tassel Apartments expressed their concern over the ongoing problem with noise coming from Hollywood Nites on the corner of Teresa Street and presented the board with a letter regarding these concerns. Police Chief Warren will check into this matter again. Mario Belanich questioned resolutions #22 and #25. The Mayor gave a brief explanation. Mr. Belanich also asked about the state audit. The Mayor commented that residents can fill out a FOIL request and they can have a copy. Mr. Belanich commented that he is against the four year terms and that we should consider moving elections to November. Chick Galella asked about the status of his request to have the Riverfront Park dedicated to John J. Horan. The Mayor commented that we are considering many possibilities. I �Frank Occhipinti submitted letters to the board regarding possible violations in certain buildings. The Mayor will see that the Building Inspector receives these. Mr. Occhipinti spoke on behalf of Antonio Rodrigues regarding a misunderstanding about fees and asked that the Planning Board apologize to Mr. Rodriguez. John Edwards commented that he is in the process of organizing the final meeting of the Tourism Committee. He urged everyone to check their census form to make sure it says Sleepy Hollow and not Tarrytown. Hugh Jones of Hunter Avenue spoke on behalf of the PMIA expressing their concerns over changing the name of the Philipse Manor train station to Sleepy Hollow. He also asked if a stop sign could be erected north and south on the corner of Bell wood and Devries Avenue. This will be referred to the Police Chief and Police Committee. Mayor*s Report Mayor Zegarelli presented a sole effigy to Mary Grace DiClemente for the great work she did on the very successful St. Patrick's Day parade. The Mayor received a letter from one of the Public Works employees requesting more time off due to surgery. (Refer to Joe DeFeo) The North Tarrytown Alumni has requested permission to erect a sign at the top of Beekman Avenue welcoming all the alumni to the reunion to be held on May 27th. Trustee Hart moved, seconded by Trustee DiFelice and carried 5-0. The Mayor commented that perhaps they could all march in the Memorial Day parade. The Mayor received correspondence from Mr. Hughes regarding fees paid by his client. With regard to the census, a letter will be going out urging residents to fill out their census form. A letter from Mr. Miranda was received regarding the Rodrigues case. A letter was received from Diane Maas regarding clean-up of Peabody Field on Earth Day requesting help from the Public Works department in picking up the garbage bags. The Mayor commented that this shouldn't be a problem but that he will suggest that the date of April 22nd be changed since that is the weekend of Easter. Mayor Zegarelli commented that he received a letter from a concerned tenant at 126 Valley Street. (Refer to Police Chief) A letter was received from Cathy Fisher commending Robert Nevelus. (Copy in his personnel file) �j?3 Mayor Zegarelli commented that the board met with the Town to discuss the coverage of our ambulance once our contract with Westchester Ambulance exoires. Riverside Hose is celebrating their 100th Anniversary and has invited the board. Trustee's Report Trustee Hart commented that Frank O'Brien was very pleased with all the help he received from Joe DeFeo and Jimmy Warren during our St. Patrick's Day Parade and wanted to thank them. We are still in the process of upgrading our software. Trustee Hart read the Chief Engineer's report for February. He read the attached Fire Wardens' correspondence regarding action taken. Trustee Hart moved, seconded by Trustee DiFelice to confirm the actions taken, carried 5-0. Trustee DiFelice read the attached Public Works report. He commented that the Police bicycle patrol will start again next week. Trustee DiFelice commented that the new garbage rules will take effect on April 1st. Trustee DiFelice stated the replacement of the new water meters will start next week and asked that residents make sure the installers produce proper identification. Trustee Stever stated that the Waterfront Advisory Committee had a very productive meeting where many important items were discussed. Richard Weiss is the Chairman of this committee. Trustee Higle reported on several recreation programs and stated that the Egg Hunt will take place on Saturday, April 22nd at 11 AM at Douglas Park. Resolutions-Attached Old Business-None Trustee Hart asked if there was a solution to Sue McCarthy's letter regarding the dog problem in Barnhart Park. The Mayor commented that unfortunately it is very difficult to enforce the Pooper Scooper law. He has asked Jimmy Warren and Joe DeFeo for suggestions. New Business-None Communications, Petitions & Requests Mayor Zegarelli has written a letter to Sal DeSantis, Commissioner of Parks Recreation & Conservation regarding changing the name of the lighthouse to Sleepy Hollow Lighthouse or Lighthouse at Sleepy Hollow and a method of relighting the lighthouse in the evenings. 3 i �A letter was received from Maria Cantilla of Clinton Street regarding more lighting on Clinton Street. (Joe DeFeo stated that this has already been taken care of) He received a turn-off notice from Con Ed regarding 28 Clinton Street. The Mayor received a letter from a resident of the Van Tassel regarding the completion of roof repairs. The Mayor will have someone verify that this in fact has been completed. Correspondence was received from Helen Tubal regarding seniors receiving help to shovel sidewalks during snowfall. He commented that Joel Sachs has been appointed as our special attorney for land use environmental matters. The Mayor received a letter from Kathleen Dolan regarding concerns she has about Douglas Park. ~~ Our insurance carrier, W.H. Moulton has increased our corporate excess liability policy to $4,000,000.00 at our request. We received correspondence from Helen DeMilia concerning a neighbor problem regarding a large dog damaging her fence. Sgt. Camp responded. The Mayor received a thank you note from our friends in Irvington for attending the dedication of their new library. The Mayor commented that we have received a request from Peekskill Headquarters of the 57th Brigade of New York Guard to hold their 86th Memorial Day services on May 7th in the cemetery. Mayor Zegarelli commented that we have a draft copies of the Kendall Pilot of the fee structure which he has referred to Joel Sachs to review. The Mayor received an E-Mail from Meredith Trede of the Library Board informing us that Diane Borsema's term on the Library Board has expired and she will be unable to continue another term. Mayor Zegrelli appointed Dr. Estrella Pujadas of 10 Fremont Road to Till the un-expired term, seconded by Trustee Di Felice. Mayor Zegarelli has sent a letter to HUD regarding 79 College Avenue and hopefully within four to six weeks this property will be transferred to the North Tarrytown Housing Authority. We have an individual who will donate pagers to the Fire Department to replace the sounding of the whistle. �32^ Mayor Zegarelli thanked Trustee DiFelice for moving along the installation of the stain glass window in front of village hall. This has been donated by the estate of the Mayor's aunt, Jean Ceconi. The family of John Malandrino has donated money for a tree to be planted in front of village hall in his memory. There will be no worksession on Tuesday, March 21st due to Election Day.. Trustee DiFelice moved, seconded by Trustee Stever that the meeting to certify the results of the election be held at 7:30 PM on March 22nd, carried. Cleaning out storm drains and repairing them. We have starting picking^up yard waste again on Mondays. Please tie brush in bundles no longer than five feet and any leaves must be bagged. Motion carried 5-0.
