Text
A regular meeting of the Board of Trustees of the Village of Sleepy Hollow was held
on Tuesday, March 28, 2000 at 8 PM in Village Hall, 28 B^ekman Avenue, Sleepy
Hollow, New York.

Village Attorney, Brian Murphy
Mayor Zegarelli commented that the Board met in executive session to review
various litigation.
Mayor Zegarelli called the meeting to order with a prayer and pledge to the flag.
Approval of Minutes
Trustee Higle moved, seconded by Trustee Zieja to approve the minutes of March 7,
2000 Worksession as written, motion carried 6-0.
Trustee DiFelice moved, seconded by Trustee Stever to approve the minutes of the
minutes of the Board of Assessment Review on March 14" motion carried 5-U-2
with Trustees Rodriguez and Zieja abstaining.
Trustee DiFelice moved, seconded by Trustee Hart to approve the minutes of March
14th as written, motion carried 5-0-2 with Trustees Rodri
riguez and Zieja abstaining.

Trustee DiFelice moved, seconded by Trustee Rodriguez to approve the minutes of
March 22nd to certify the results of the election, motion carried 7-0.
Public Comments
John Korzelius addressed the board regarding the need for more parking where he
lives at 525 Riverside Drive. He suggested that alternate siqe of the street be
implemented throughout the village to accommodate those residents living in this
building.
Trustee Hart commented that the PMIA does not want to tjhange parking laws in
the Manor.
Discussion ensued on possible solutions. (Will discuss at next worksession)
Charlie Curi thanked Joe DcFco for the great job of clearing the trees at 17
Beckman Avenue.

�Joan Ferraro presented a*copy of a petition to the board which will be sent to the
ABC Board regarding Hollywood Nites(part of minutes). .She thanked the Mayor
for closing the bar the night of the fight. Trustee DiFelice moved to* confirm the
action of the Mayor for closing the bar, seconded by Trustee Rodriguez, motion
carried unanimously.

Attorney representing Hollywood Nites commented on a stabbing that took place at
another bar recently and wanted to know if he could have access to records
pertaining to similar incidents in other bars. The Mayor commented that these are
matters of discovery and there are certain procedures that needed to be followed.
Edward Martins of Continental Street commented on rumor of GM building houses
on the street; the Mayor stated that he met with the residents of that street to allay
their fears. The village willnotf be condemning properties on that streeT
Luis Vilches commented that he would like to meet with Mayor.
Mayor's Report
The Mayor has written a letter to Sal DeSantis, Commissioner of Parks, Recreation
and Conservation regarding changing the name of the Lighthouse to Sleepy Hollow
Lighthouse and a method to ligjit up the Lighthouse.

They are also looking into a proposal for repairing the pedestrian bridge that goes
over the Pocantico River from Devries Park to the Palmer Avenue bridge.
The Mayor received a request from Scenic Hudson that the pedestrian bridge be
reviewed from Devries Park to Kingsland Point Park.

We are in the process of the possibility of having concerts at Kingsland Point on
weekday nights.

Mayor Zegarelli appointed Doug Maas to the Waterfront Advisory Committee to fill
the unexpired term of Diane Maas who resigned; Trustee Hart moved to accept this
appointment, seconded by Trustee Stever and carried 6-0-1 with Trustee DiFelice
abstaining.

The Mayor received an invitation from Governor Pataki to attend :i press
conference this Thursday.
Trustee Stever reported commented that the Waterfront Advisory Committee will
be meeting next week to make * recommendation with respect to the Philipse Manor
dredging.
Mayor Zegarelli commented that with regard to Kendal-on-Hudsoii, the Draft
Environmental Impact Statement has been submitted to us. On March 24,h the
DEIS submitted draft documents to the village.
The Mayor and board received an invitation to the PMLA on April 27, 2000 at the
Philipsburg Restoration.

The Mayor received a letter from Assemblyman Brodsky'i office about tearing
down the toll booths.

A letter was received from Marie Timmings regarding Antonio Rodrigues situation.
We have received two film requests, one in front of N. Tarrytown Auto Body and
one at the Sleepy Hollow pump station.
The tentative budget was filed on March 20, 2000.
Earth Day will take place on April 29th.

Trustees Hart and Rodriguez had no report.

Trustee DiFelice read the attached Public Works report and commented that on
April 1st the new garbage rules go into effect.
Trustee DiFelice commented that the "No Right Turn on Red During School Hours
Between 8 AM-4PM" at the corner of Depeyster and route; 9 should be changed to
7AM-4PM. Trustee DiFelice moved, seconded by Trustee Rodriguez to call for a
public hearing on April 18, 2000 to amend this section of the ordinance to read
7AM-4PM, motion carried 7-0.
Trustee DiFelice commented that the Pastor of the Korean) Church would like a
crosswalk put in front of the church where no parking exisks now. The Mayor
commented that since this is a state road, the state would not approve this.
Trustee Stever commented that the Waterfront Advisory (tommittee has discussed
the matter of the County House Road subdivision and will {advise the Planning
Board. The Waterfront Advisory Committee meets the first Wednesday of every
month.

Trustee Zieja commented that since there are many dead trees being removed, he
suggested that we should replace them. The Mayor stated that we are in the process
of doing that.
Trustee Higle reported on recreation events; Easter Egg Hunt will take place on
April 22 nd , camp registration is ongoing as is tiny tot baseball registration. The
Headless Horsemen basketball team had a very successful season.

New Business
The Mayor commented that we are in the process of transferring 79 College Avenue
to the North Tarrytown Housing Authority.
The survey on the proposed stop sign at Devries Avenue has not been completed yet.
The PMIA does not want the sign at the station to be changed to Sleepy Hollow.

The glass panel with the Headless Horseman has been paid for by the estate of the
Mayor's aunt, Jenny Ceconi.
The Mayor stated that there will be an Organization Meeting on April 3rd.
Approval of Warrants
Trustee Higle moved, seconded by Trustee Stever to approve the warrants of March
28th, motion carried 7-0. The total of the General fund is $592,099.06, the total of
the Water & Sewer fund is $21 545.17 and the Capital fund total is $113,042.37.
There being no further business, Trustee DiFelice moved, seconded by Trustee Higle
to adjourn the meeting, carried.

Parking, North Broadway
Proposed removal of the 'No Parking Zone" in front of the 'resbytcrian Korean Church of
Westchester, 242 North Broadway, Sleepy Hollow, NY. I strongly recommend that the "No Parking
Zone" be preserved and that the existing parking spaces be main iained as currently marked. The
required length of roadway for four (4) parking spaces with turning wings is between 96 and 104 feet,
which is between 2 and 10 feet longer than 94 feet of roadway described below.
Removing said "No Parking Zone" would not create any additional parking space in the area. Based
on tne loiiuwiiig:

The ninety-four feet (94 ft.) length of roadway whit h encompasses the "No Parking
Zone", is not long enough to provide adequate parking space size and proper turning
wings.
The area from north to south comprises,
i.
The driveway for 250 North Broadway
ii.
A parking space (19 ft. long, with a 3 ft. wink which provides for a narrower
turning radius into the driveway from North; Broadway)
iii.
A parking space (20 ft. long)
iv.
A "No Parking Zone" (23 ft. long)

v.
A parking space (23 ft. long, with a 6 ft. win]» which provides for a narrower
turning radius out of the driveway onto North Broadway)
vi.
The driveway for 242 North Broadway, Presbyterian Korean Church of
Westchester.
The two parking spaces to the north of the "No Parking Zone arc shorter in length
than the required 22 - 2611., normally allotted for a parallel parking space.
i.
The first parking space is three feet shorter th an the minimal length, however,
it is permissible to shorten this parking space to 21 ft. in length, because, a
motorist can use the driveway for additional space when parking.

The second parking space is two feet shorter than the minimal length, however,
it is permissible to shorten this parking space to 21ft. in length, because, a
motorist can use the "No Parking Zone" for additional space when parking.
Should the "No Parking Zone" be eliminated,

The first parking space must be extended to the proper 21 ft. length.
ii.
The second parking space must be extended to the proper length of 22 - 26 ft.
iii.
The current "t)4o Parking Zone" would be eliminated to create a parking space
2 2 - 2 6 ft jnjfength.
iv.
The last parkipg space would be adjusted to 21 ft. in length.
v.
The remaining! space would not provide an adequate turning wings for both ends
of the parking) area.

Additionally, should ^ny of the parking spaces lengths be adjusted New York State
Department of Transportation may require that the entire area be brought up to current
standards. This may (fause the elimination of several parking spaces in the area, thus
reducing the total number of parking spaces in the area.
Please note, that the Pastor Lee, of the Presbyterian Korean Church of Westchester, made a request
to the police department for a "mid-block crosswalk" leading from the front steps of the church located
on the east side of North Broadway tjo the west of North Broadway. New York State Department of
Transportation was contacted and denied the requested "mid-block crosswalk", based on:

Parking meters
Currently the village has 215 parking meters of whieh 153 were manufactured by Rhodes, these
meters cannot be retrofitted and the manufacture has gone out o (business. Replacement parts for
the Rhodes meters have been obtained from the Village of Tarryt own. DPW will start repairing
the meters as needed, and .should have enough replacement part for the next 6 months.
The remaining 62 meters are POM, these meters can be retro liltedfrommechanical to electronic.
The cost for retrofitting is ;LS follows:

15- 20 % increase in revenue is customary with the installation of electronic meters.
Delivery date of 30 45 days from the date ordered.
Initial programing is include with the purchase.
