Present: Mario DiFelice James Hart Donald Stever Robert Higle Richard Zieja Absent: ^ Mayor Philip Zegarelli Trustees Trustee Patricia Rodriguez Also Present: Chris, Zebicoff, Village Attorney Barbara Napoli, Village Treasurer Mayor Zegarelli called the meeting to order at 8:15 PM wilh a prayer and pledge to the flag. Trustee DiFelice moved, seconded by Trustee Zieja to amend the agenda, motion carried. Mayor Zegarelli presented John Cellante, outgoing Fire Chief, ief, with a proclamation designating April 11, 2000 as John Cellante Day. He thanked him for his two years as Chief and presented him with a sole effigy. The Mayor welcomed new members into the Fire Department; Ms. Pulsoni, Luis Vilches and T. Morabito. The Mayor presented Jim Laird with a sole effigy in thanks| for the Sleepy Hollow signs that he designed. Mayor Zegarelli made a statement regarding the events that took place the day of the shootings. He thanked Chief Warren and his department and the other police jurisdictions. He thanked District Attorney Pirro, Fire Chief Gross and the Fire Department and GM for letting us use their lot. He stated that everyone did a great job under the circumstances. Mayor Zegarelli thanked all department heads for all the work they did during this past year. He commented that we have hired a new Administrator, Dwight Douglas, who will start May 16th. He stated that we are in the process of working on the budgjet, reviewing the needs of the village and gave a quick overview that was presented by the Assessor to the board. We are in the process of combining the department^ of the Fire Inspector, Building Department, and Code Enforcement Officer. �1 Public Comments The attorney representing Hollywood Nites commented on obtaining the village code. The Mayor commented that what he is looking for is the state code and not village's; he can get that in the library. i i The attorney also wanted to know if he could obtain certain police reports regarding the incident that took place. The Mayor commented that this is outside the purview of FOIL since it is an investigation. Mayor* s Report Mayor ZegarelH re-appointed Jerry Fine of Folchetti & Associates as Village Engineer for a contract sum of $60,000.00. Trustee Hart moved, seconded by Trustee Higletorconfirm-this~a [jpointmentrmotioircarried-5=0. Mayor Zegarelli received a request from the PMIA to hold their annual tag sale on May 20 ,h ; Trustee Stever moved, seconded by TrusteeHart to approve this request and carried. The Mayor also received a request from the PMIA to contact the State DOT with regard to changing the southbound traffic pattern on Route 9 at the "Five Corners" intersection. i The PMIA has written a letter to Governor Pataki's thanking him for the million dollars he gave the village. | | The Mayor reported that as of April 7th, a new paging system is being tried out to replace the 114 ambulance calL The Fire Inspector is in the process of checking buildings in the hopes of upgrading certain areas in the village. Demolition of the two buildings across from Village Hall will be demolished this month to get ready for our new parking lot. The Mayor commented that we received requests to film two movies, Hopewell and Moment in Time. Trustee DiFelice moved, seconded by Trustee ZAeja to approve their requests, motion carried 6-0. Letter received from Mary Patten regarding sidewalk replacement; placed on 50/50 sidewalk list. . . Trustee Reports Trustees Hart and Zieja had no reports. Trustee DiFelice read the attached public works and police reports. 2 �Trustee Stever reported that the Planning Board meets this week for the final subdivision approval of County House Road and site plan approval for Historic Hudson Valley dredging. The Waterfront Advisory Commission met to discuss County House Road project and Historic Hudson Valley. Our special Counsel, Joel Sachs is working with the Planm ng Board. With regard to Kendall-on-Hudson, we have received a dnift environmental impact statement. The DEIS lis scheduled for April 18<h and shouM be completed by May 11' I Trustee Higle reported on several recreation events; the Enster Egg Hunt will take place oirSaturday; April ^"^theTNTkick-off parade will takrplacironrFridayr April 14 th , Tiny Tot and camp registration is taking place and volunteers are needed for spring planting. Replacement parts have been obtained from the Village of Tarrytown, however, the re-liability of the mechanical meters in the future would still be in question. b. 62 POM meters ! 2. That the 62 POM meters be retrofitted with new front doors and electronic timing mechanism. ($ 14,156) 3. That the Village use the existing Yonkers Parking Authority bid specification for electronic timing mechanisms to replace ihe remaining 153 mechanical meters ($47,032) 4. That the new parking lot at 11 r 21 Beekman Ave utilize Multi-Space Parking Meters.(2 units approx $40,000 total). a. Two units must be purchased, if only one unit is purchased and it becomes inoperative the lot ceases to produce revenue until the unit is repaired. b. The two units would sit side by side and both would be in operation at the same time, if one unit becomes inoperative the other unit can handle parking requirements without any loss in revenue, until thefirstunit is repaired. c. The purchase of the Multi-Space Parking Meters is immediately cost effective if the lot has more than 125 parking spaces. d. The long term cost effectiveness would be based upon i. Maintenance of the two Multi-Space Parking Meters, ii. Man hours used for enforcement of the parking lot, ill. Administrative and logistical costs associated with the individual parking meters. NY 10007 We, the undersigned residentsjaf the Van Tassel apartments, located at 95 Beekman Ave. Sleepy Hollow, NY, are submitting I his petition as a result of the ongoing disturbances emanating from patrons of a bar called "Hollywood Nights" located at 111 Beekman Ave. We are deprived of the quiet enjoyment of our apartments by loud fights, shouting, blaring car radios, gunning car and motorcycle engines (sometimes accompanied by reckless speeding, sometimes just parked), The Sleepy Hollow police are frequently called to this location—most recently, there was a stabbing early in the morning on Saturday , March 25, and at least two people were taken away by ambulance, but this is merely the most recent of what seems to be weekly disturbances. Almost every Thursday through Sunday, there is some trouble at this bar or some disturbance in our neighborhood caused by patrons o this bar. I We ask that you give serious consideration to revoke their liquor license i If it is not possible to revoke the license, we request that you consider at least the following actions. Curtail establishment's hours Investigate the possibility that t hey are allowing dancing without a cabaret license, and impose appropriate sanctions. Asking the Village of Sleepy Hallow to strictly enforce existing laws against patrons of this bar This would include not on y arresting individuals engaged in fights outside the bar, but also those individuals who are disturbing the peace in other ways, such as yelling, shouting and blaring their car radios. Asking the Village to put a noise ordinance into effect We trust that you will help restore the quality of life to which we are entitled, and will take firm action against this nuisance.
