                  <text>A Public Hearing on the Proposed Budget of the Village of Sleepy Hollow was held
on Tuesday, April 18,2000 at 8:00 PM in Village Hall, 28 Beekman Avenue, Sleepy
Hollow, New York.

Mayor Zegarelli called the meeting to order with a prayer and pledge to the flag.
The Mayor commented that before we have the hearing on the budget, we have a
public hearing on a proposed amendment to the Vehicle &amp; Traffic code, section 575.1 (5). He then read the attached public hearing notice and gave a brief
explanation.
Mario Belanich commented that the state should be notified of the change and that
the new sign should be placed by the traffic light.
There being no further comments, Trustee DiFelice moved, seconded by Trustee
Stever to close the hearing, motion carried 4-0.
Trustee Stever moved, seconded by Trustee DiFelice to amend the Vehicle &amp; Traffic
code, Section 57-5.1 (5) to change the hours from 8AM-4PM to 7AM-4PM, motion
carried 4-0.
Mayor Zegarelli read the attached public hearing notice regarding the budget.
John Edwards asked that the Board consider allocating money in the budget for the
proposed web site, for the Tourism Committee and funds for a trip to Washington
to try and get our own zip code.
He also commented that increasing the number of bus shelters in the village would
generate revenue.
The Mayor commented that we are looking into increasing fees for all permits and
licenses in the village.

�Miguel Jimenez commented that rent control needs to be changed. Landlords need
to be able to raise rents in order to be able to pay taxes, etc. The Mayor asked that
Mr. Jimenez get some landlords together and they would have an informal meeting
to discuss their concerns.* Mayor Zegarelli commented that we are hoping to keep the tax increase between
3 Vz % and 4 V% %. The Governor has given us an extra $50,000.00.
The Mayor then outlined briefly the proposed budget. He showed homestead and
non-homestead figures on the chart.
Trustee Stever gave a brief explanation of the deficit in the water fund. With the
shutdown of General Motors, we have lost much revenue.
Mayor Zegarelli commented that we have a three year program to try and stabilize
the taxes in the village.
Trustee DiFelice moved, seconded by Trustee Zieja to set Thursday, April 27th at
7PM for the adoption of the budget, motion carried 4-0.
There being no further business, Trustee Stever moved, seconded by Trustee Zieja
to adjourn the meeting, carried.

Village of Sleepy Hollow
Please take notice that the Board of Trustees of the Village of
Sleepy Hollow will hold a public hearing on Tuesday, April 18,
2000 at 8:00 PM or soon thereafter in Village Hall, 28
Beekman Avenue, Sleepy Hollow, New York to hear and
consider comments regarding a proposed amendment to the
Vehicle and Traffic Code of the Village of Sleepy Hollow,
Section 57-5.1 (5) to change the hours to 7:00 am through 4:00
pm Monday through Friday.
A copy of said local law is available in the office of the Village
Clerk.
A!! taxpayers, residents and parties in interest are entitled to
attend and be heard at said hearing. The hearing is accessible
to the handicapped.

A Public Hearing on the tentative budget will be held by the Board of Trustees on
Tuesday, April 18, 2000 at 8:00 PM in Village Hall, 28 Beekman Avenue, Sleepy
Hollow, New York.
Compensation budgeted to be paid each member of the Board of Trustees from all
sources is:
Mayor (1) $5000.

Trustees (6) $2500. Each

All interested and concerned citizens are invited to attend and be heard.
