Present: Mayor Philip Zegarelli Mario DiFelice • - James Hart Patricia Rodriguez Richard Zieja Trustees Also Present: Barbara Napoli, Village Treasurer Brian Murphy, Village Attorney Absent: Trustees Higle and Stever Mayor Zegarelli called the meeting to order with a prayer and pledge to the flag. Approval of Minutes Trustee DiFelice moved, seconded by Trustee Zieja to approve the minutes of March 28, 2000 as written, carried 5-0. Trustee Zieja move, seconded by Trustee Hart to approve the minutes of April 3, 2000, Organization Meeting, as written, motion carried 4-0-1 with Trustee Rodriguez abstaining. Trustee Zieja moved, seconded by Trustee DiFelice to approve the minutes of the April 11, 2000 meeting as written, motion carried 4-0-1 with Trustee Rodriguez abstaining. Trustee DiFelice moved, seconded by Trustee Zieja to approve the minutes of the April 18, 2000 Budget Hearing meeting as written, motion carried 4-0-1 with Trustee Rodriguez abstaining. Public Comments Mrs. Pichardo, owner of a store at 196 Cortlandt Street and Mr. Jimenez, the owner of a store at 90 Beekman Avenue were concerned about the early garbage rules since they do not open until later in the morning. The Mayor explained that they are making a few exceptions for certain businesses who are open late at night and do not open early in the morning; they can put their garbage out around 11 AM and we will send a truck around later for pickup. Charlie Curi asked what the Mayor was doing about the illegal apartments in the village. *. Mayor Zegarelli explained that we will be holding a public hearing to establish a Department of Fire and Safety and these apartments will be checked out. Miguel Valle, owner of Sleepy Hollow Taxi, asked how taxis are regulated �and asked if a livery is considered a commercial vehicle and wondered if the Board would consider a taxi fare increase. The Mayor commented that we need to survey to see how many taxi cabs are licensed in the village the Police Chief commented that a livery is a commercial vehicle. Mario Belanich asked about the development of GM. The Mayor responded that there will be many public hearings before any development. There are two finalists but no final decision has been made yet. Mr. Belanich also asked about Duracell. Mayor Zegarelli commented that the village is in the process of taking it over for a recreational facility and Senior Citizen Center. John Edwards gave an update on Tourism Committee meeting. They would like to once a month in Columbia Hose room. There will be no meeting in June and July. Mayor's Report Mayor Zegarelli received correspondence regarding the signage on Route 9 and 448. He reported that we are making progress in the acquisition of the IBM line for the village from the Village of Briarcliff. Counsel is reviewing the Duracell proposal and the County is doing a feasibility study and Recreation Department is utilizing a private company to do a feasibility study. The Mayor has asked our Village Engineer to check from an environmental point of view that we are covered. Mayor Zegarelli commented on the issue of the Advanced Life Support(ALS) which needs to be addressed, \\e.have been in discussions with the Town of Mt. Pleasant and there will be an anticipated cost of $25./year to the taxpayers taxes for a single family home. The Mayor directed the Fire Inspector and Building Inspector to make copies of all permits issued for the Police Department. Trustee's Reports Trustee Hart congratulated the Fire Department on their quick response to the fire at Greene County this past Saturday. Trustee Rodriguez reported that the Farmers' Market will be held at Patriots Park starting June 17th. Trustee DiFelice read the attached public works report. Trustee DiFelice commented that we should putflyersin the water bills which state that all homes must have visible house numbers and that garbage must be placed in containers, not plastic bags when placed at the curb. �Trustee DiFelice commented that since two men were transferred from Public Works Department to the Parks Department, we need to hire two full time laborers in Department of Public Works. Mayor Zegarelli commented that once these positions are posted and procedure followed, we can do this at the next meeting. Trustee Zieja reported that the Labor Relations Committee will be meeting this week to discuss any labor relations issues. We are in receipt of a copy of a letter to Mr. Tung, representative for Kendal on Hudson regarding the preliminary response on the DEIS. Resolutions-Attached Old Business Mayor Zegarelli commented that we will discuss the BLS and the recreation fee structures at the next work session. The Fire Chief has been asked to attend to discuss the BLS. New Business The Mayor commented that we will discuss at the next worksession scheduling a public hearing on sidewalk cafes, sidewalk displays and sidewalk sales. There being no further business, Trustee DiFelice moved, seconded by Trustee Zieja to adjourn the meeting, carried. Pleasant Board's creation of an ambulance district covering the Village of Sleepy Hollow according to Town Law Article 12A, Section 209. The cost of this ambulance district will be $25.00 annually to the average single family home with an assessed valuation of $8000.00. Vehicles will be allowed to park there once this done. Water meter reading will be taking place this month. Water bills will go out the beginning of June. Hydrantflushingwill take place the end of this month. The Department of Public Works is in the process of building a retention basin at Shaft 10 pump house. The installation of the new water meters is nearly completed.
