A regular meeting of the Board of Trustees of the Village of Sleepy Hollow was held
on Tuesday, May 23, 2000 at 8:00 PM in Village Hall, 28 Beekman Avenue, Sleepy
Hollow, New York.

Mayor Zegarelli called the meeting to order at 8:15 PM with a prayer and pledge to
the flag.
Before moving into the regular order of business, Trustee DiFelice moved, seconded
by Trustee Zieja that the Mayor present certificates to several Sleepy Hollow
students on the Mock Trial team and their teacher, Miriam Smith and Attorney
Richard O'Keefe for winning the County and Regional Championship. They were
also third in the state of New York. Mayor Zegarelli proclaimed May 24,2000
Mock Trial Team Day in the Village of Sleepy Hollow and presented each student
with a sole effigy.
Mayor Zegarelli presented Police Chief Jimmy Warren with a certificate. Chief
Warren had been awarded the "2000 Law and Order Award" by Attorney General
Elliot Spitzer.
Public Hearing
Edward Lammers, Village Attorney gave a brief explanation of the purpose of the
public hearing regarding the proposed establishment of a Department of Fire &amp; Life
Safety and the Creation of part-time Code Enforcement Officer position.
There were no comments from the public. Trustee Hart moved, seconded by
Trustee DiFelice to close the hearing, motion carried.
Mayor Zegarelli welcomed our new Administrator, Dwight Douglas to Sleepy
Hollow.
Approval of Minutes
Trustee DiFelice moved, seconded by Trustee Higle to approve the minutes of April
25, 2000 as written, motion carried 7-0.
Trustee DiFelice moved, seconded by Trustee Hart to approve the minutes of April
27, 2000 (Adoption of Budget) as written, motion carried 5-0-2 with Trustees Stever
and Rodriguez abstaining..

�Public Comments
Mario Belnnich asked about the duties of the Administrator which the Mayor
explained. Mr. Belanich commented that the Duracell property should not come off
the tax rolls. The Mayor explained what the village was proposing to do with that
property.

Mayor*s Report
We are in receipt from our Village Engineer the executive summary of the clean-up
of the Duracell property.
We received Negative Declaration reports on Philipsburg Manor dredging of the
Mill Pond.
We also received the Negative Declaration on 11.9 acres on County House Road
proposal. The Mayor commented that there is a possibility that the Village of
Tarry town may be suing us and the Planning Board with regard to this proposal.
Trustee Stever moved, seconded by Trustee DiFelice to authorize the Mayor to
designate Counsel and contract Joel Sachs, our special counsel to work with our
village counsel, in the event that this lawsuit occurs, motion carried 7-0.
Mayor Zegarelli was in receipt of a letter from Sue Kelly on the census.
The Mayor stated that we are working with Phelps Hospital (Healthstar) on the
Advanced Life Support (ALS) and gave a brief explanation on their proposal.
With regard to the resolution passed at the last meeting, Trustee DiFelice moved,
seconded by Trustee Zieja that the Mayor be allowed to opt out of the previous
agreement with the Town of Mt. Pleasant concerning the ALS, and formalize the
agreement with Phelps Hospital, motion carried 7-0
Trustee's Reports
Trustee Hart read the attached Fire Wardens' report. Trustee Higle moved,
seconded by Trustee Zieja to accept their actions, motion carried 7-0.
Trustee Rodriguez commented that starting June 17th and every Saturday through
October 28th, a Farmers' Market will be held in Patriots Park.
Trustee Rodriguez announced several telephone numbers with regard to the West
Nile virus, if anyone has any questions; they are 673-4863, 637-2420 and 256-3097.
Trustee DiFelice read the attached Public Works Report.
He commented that there is some confusion as to the time recycables should be put
out on Wednesday. Trustee DiFelice moved, seconded by Trustee Higle that the
recycling hours are to be the same as street garbage, motion carried 7-0.
Trustee Stever reported that we have been informed by our Planning Consultant
that we can expect to receive the revised Draft Environmental Impact Statement on
the Kendal project within a week. On review of that document and deem it to be
complete and responsive to the comments on the original draft, we can expect to
start public hearings sometime in late June.

�The Mayor commented that we have received a copy of the draft PILOT agreement
and will ask Counsel to review once more as well as the trustees.
Trustee Zieja reported that the redesigning of the reading room at the Warner
Library is slated for construction early summer. Any donations are welcomed.
Trustee Higle thanked Mrs. Herlihy for helping with the planting around the
village.
Resolutions-Attached
Old Business
Mayor Zegarelli commented we have written to the Public Service Commission and
we have been working very hard with the Village of Briarcliff in their acquisition of
the former New Rochelle Water Company, now called United Water, wherein we
would gain the unused lines in the Village of Sleepy Hollow. He then showed on the
map how the northern loop will work. It will be leased to us for no more than
$10.00 a year.
New Business-None
Trustee DiFelice commented that the Web Site Committee met last week and he is
still waiting for information for the web site from a couple of departments.
Approval of Warrants
Trustee Stever moved, seconded by Trustee Zieja to approve the warrants and
authorize the Treasurer to pay the bills, motion carried 7-0. Total of the General
fund is $742,541.50, total of Water fund is $8062.90 and the Capital fund total is
$22,810.25.
Communications, Petitions &amp; Requests
Mayor Zegarelli was in receipt of a shut off notice from Con Ed for 7 Hudson Street
and 130 Depeyster Street
The Mayor was in receipt of a proposal from Most Health Services with regard to
the requirement of having active firemen have yearly physicals. Trustee Hart
moved, seconded by Trustee Stever to approve this proposal.
Public Comments
Jeanette Morrison of Lawrence Avenue commented on the ongoing problem she has
been having with her Washington Street neighbor whose dirt keeps coming into her
yard. The Mayor will have our Fire Inspector meet with her to try and resolve this
situation.
Before adjourning, the Mayor presented Angel Padillo, newly elected fireman
with a badge and welcomed to the Fire Department.
There being no further comments, Trustee DiFelice moved, seconded by Trustee
Rodriguez to adjourn the meeting, motion carried.

2000 at an annual salary of $36,726.14 which is 90% of the total salary of
$40,806.00. Said appointment is subject to a probationary period of twelve to
twenty-six weeks and subject to the approval of Westchester County Department of
Civil Service.
