Present: Mayor Philip Zegarelli James Hart Patricia Rodriguez Mario DiFelice Donald Stever Trustees Also Present: Brian Murphy, Village Attorney Barbara Napoli, Village Treasurer Dwight Douglas, Administrator Absent: Trustees Higle and Zieja Mayor Zegarelli called the meeting to order with a prayer and pledge to the flag. Mayor Zegarelli also called for a moment of silence of the passing of two individuals, Thomas McManus and Sharon Berry Cardwell, and asked the village board to make note of their passing through a letter provided by him to their families. Mayor Zegarelli announced that the summer schedule is in effect, this is the only official meeting for the month of June. Public Hearing Mayor Zegarelli read the attached Public Hearing and gave a brief explanation. There were no commentsfromthe public. Trustee Stever moved, seconded by Trustee DiFelice to close the hearing, motion carried. 5-0 Trustee DiFelice recommended that copies be made and be given to the affected businesses. Approval �Trustee Hart moved, seconded by Trustee Difelice to approve the minutes of May 9, 2000 with minor corrections, motion carried 5-0. Trustee Stever moved, seconded by Trustee Rodriguez to approve the minutes of May 16, 2000 as written, motion carried 5-0. Trustee Difelice moved, seconded by Trustee Hart to approve the minutes of May 23, 2000 as written, motion carried 5-0. Mayor Zegarelli asked for the board's indulgence to amend an agenda. Moved by Trustee DiFelice, seconded by Trustee Stever, motion carried 5-0. Announcements The board has discussed the request and agreed for a committee to establish an orderly study of new monuments and street names for the village. The committee will be made up of Trustees DiFelice, Stever, and Hart, as well as members of the community, in particular Richard Maki, Henry Steiner, and Alice Croke. Mr. Maki accepted his request and would like to include Chick Galella the committee Mayor Zegarelli thanked Hugh Jones for his hard work putting up the new signs on 9A and thanked all those who assisted our fire department the night of the storm. Mayor Zegarelli discussed the progress of the Parking Authority. Administrator Dwight Douglas will deliver the Home Rule request to Albany. This legislation will rename the Parking Authority to Sleepy Hollow Parking Authority. The bond will be extended 20 additional years, which will allow ample time to finance the Authority, as well as expand membership from four years to eight years. They are also in the process of laying out sketches for the parking lot across from Village Hall and the Duracell lot. The sketches for Sytes Park is completed. There will be a meeting with the COC and surrounding neighbors of the area to solicit ideas. There will also be a Mayors Advisory Board meeting. The Mayor has invited Scenic Hudson and Historic Hudson to give a presentation on their thoughts on what should be done at the General Motors site. �Mayor Zegarelli co chaired a meeting with the Public Service Commission with representativesfromour village, Tarrytown, Briarcliff, and PSC to finalize a future grievance with the Briarcliff Water Department to provide additional water to the hospital. Mayor Zegarelli has planned October 7,2000 for the Columbus Day parade along with the Street Fair and as the dedication day for the old and new monuments in the village. This festivity will include a concert and fireworks. Mayor Zegarelli explained the proposal to redo the area on top of Beekman Avenue. It will include a new clock. The Mayor also announced another proposal to restore the island on top of Cortlandt Street, and clean up of Robinson Park. He would like authorization to execute a contract to the Burban Company to get the order for the clock by October 7th in the amount not exceeding $28,000. Trustee DiFelice moved, seconded by Trustee Hart, motion carried 5-0. Public Comments Chick Galella read a letter to the board asking that he would like to see Bedford Road dedicated in memory of John Jacob Mayor Zegarelli clarified that there was no other name being proposed for the landing and would like this dedication done right. Mario Belanich asked what is happening to the call boxes in the village. The Mayor said they were taken out because they were prone to fire alarms, and will look into the issue of the call boxes. Miguel Valle commented that the new taxi license rates are too high. The Mayor responded and said he will bring it under review with the department heads, and said the reason for the increase is because the rate was too low. Trustees Report Trustee Hart had no report. Trustee Rodriguez reported that the Farmers Market will be on Saturday, June 17th in Patriots Park. Mayor Zegarelli asked her to follow up on the Census. �Trustee DiFelice read the attached Public Works report. Trustee DiFelice reported under the police department that 90 summons were issued. And in reference to the Mayor's conference that he attended, he suggested that parking stickers may be a better solution instead of meters. Trustee DiFelice asked that we grant permission to the Immaculate Conception Church to hold their annual Bazaar in August. Moved by Trustee DiFelice, seconded by Trustee Rodriguez, motion carried 5-0. Trustee Stever reported on the Environmental Impact Statement for Kendal on Hudson. See attached Resolutions-Attached Old Business-none New Business Mayor Zegarelli will send a letter to Mayor Janos about the closing of County House Road. Communication, Petitions & Requests Mayor Zegarelli read the attached Fire Wardens correspondence. Trustee Hart moved, seconded by Trustee DiFelice to accept their actions. Approval of Warrants Trustee Hart moved, seconded by Trustee DeFelice to approve the warrants and authorize the Treasurer to pay the bills, motion carried 5-0. There being no further business, Trustee Stever, seconded by Trustee Rodriguez to adjourn the meeting, motion carried. We have started replacing sidewalks on our 50/50 program. Hydrant flushing will start this week and end on June 23* . We have received an estimate for the repairs to the roof over the Police Department and Central Fire House. The Chemical Retention Basin at Shaft 10 is nearing completion.
