A regular meeting of the Board of Trustees of the Village of Sleepy Hollwo was held on Tuesday, September 19.2000 at 8:00 PM in Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York. Present: Mayor Philip Zegarelli Mario DiFelice Patricia Rodriguez Donald Stever Richard Zieja Robert Higle Also Present: Absent: Trustees Dwight Douglas, Village Administrator Edward Lammers, Village Attorney Trustee James Hart Barbara Napoli, Village Treasurer Mayor Zegarelli called the meeting to order with a prayer and pledge to the flag. Public Hearing Mayor Zegarelli read the attached public hearing notice regarding alternate side of the street parking on Old Broadway. Don Caetano of Lawrence Avenue commented that we should take into consideration the people who park their cars there and go for walks with their dogs. Trustee DiFelice commented that there are too many cars and trucks parking there all day and this ordinance would eliminate this. There being no further comments, Trustee DiFelice moved, seconded by Trustee Stever to close the hearing, motion carried 6-0. Approval of Minutes Trustee DiFelice moved, seconded by Trustee Zieja to approve the minutes of August 8th and August 28th worksession and the August 15th regular board meeting, motion carried 5-0-1 with Trustee Rodriguez abstaining on the August 8th and August 15th minutes. On the approval of the 79 College Avenue Corporation minutes, Mr. DiFelice moved, seconded by Mr. Higle to approve these mintues, carried 6-0. Before continuing with public comments, the Mayor had a few announcements to make. He commented that we are not pleased with the recent court decision and award in a lawsuit against the village and we will be appealing, therefore we cannot comment on this case. �% Our accountant Joe De Milia has presented us with a preliminary May 31,2000 year end report which shows that the village is in the black. The Mayor commented that there has been a water department billing problem since the new meters were installed and anyone needing an explanation of their bill can contact village hall and we will try to explain your bill. Mayor Zegarelli commented that we have initiated a Clean Sweep Program where all buildings in our village will be reviewed by the Assessor's office and the Department of Fire & Life Safety. Public Comments Chick Galella and Mario Belanich commented on the telephone system which he felt needed to be changed. The Mayor commented we are in the process of trying to resolve some of the problems. Don Caetano suggested a switchboard operator be hired. Don Caetano commented on the issue of the recently purchased property at 315 N. Broadway. He commented that Mr. Dibble is making the property look much better but he doesn't seem to be following the ordinances. The Mayor commented that he has spoken to Mr. Dibble about procedures that need to be followed and a stop order has been issued. Mayor's Report Mayor Zegarelli reported that the Neighborhood House is giving flu shots to senior citizens on October 18,2000 from 9AM-11AM and 1PM-3PM. Village employees may also receive flu shots there. The Mayor was in receipt of a request from the PMIA for permission to hold a Halloween parade on Saturday October 28th and 29th. Trustee Stever moved, seconded by Trustee Rodriguez to approve their request, motion carried 6-0. Spraying in our village for the West Nile Virus will take place on Thursday, September 21st from 11:30 PM to 4 AM. The Mayor received correspondence from Caroline Amenta regarding the parking rate for police cars in her lot A meeting was held with Chief Richard Gross, members of the Ambulance Corp. And Mr. Blum of Phelps. We expect a draft on the agreement of the EMS services shortly. 2. �/VfWe received a letter from the County Government regarding smart connate. The Police Chief has received a letter from Duncan Industries regarding the parking meters which are one order. Mayor Zegarelli received correspondence from the Department of Environmental Conservation regarding the Mill Pond dredging. The Mayor reported that we have insurance on the Millennium clock The Mayor has invited Mayor Giuliani to our Columbus Day parade but he cannot attend. The Mayor received a letter from the Philipse Manor Association regarding the designation of the Fremont House in Sleepy Hollow Manor. M. Smith has commended Sgt Campbell on the excellent job he did during a recent incident Place in personnel file. Mayor Zegarelli received a letter from Sue Kelly stating the NY Guard Governor's Band will be marching in the Columbus Day parade. We have received a memo from Counsel regarding the ongoing GM litigation tax issue. The Mayor has asked Bob Stiloski to check on the use of Cooney property as far as the storage of cars and has asked Chief Warren to check and make sure trucks are not overweight Received a memo from Bob Stiloski regarding the Noise Ordinance. Discuss at worksessioa. A letter was received from Marc Moran of the DEC inviting the Board to a meeting regarding deer at the Holiday Inn in Mt Kisco. Our Counsel has met with the North Tarrytown PBA to discuss certain items. Mayor Zegarelli read a letter from Jack Alemany, Acting Village Justice, resigning his position effective August 30,2000 due to the fact that he is moving to London in September. Trustee DiFelice moved, seconded by Trustee Stever to accept his resignation with regrets, motion carried. The Mayor has received a request from Bob Stiloski for permission to attend a training seminar in October; Trustee Zieja moved, seconded by Trustee Rodriguez to approve this request, carried 6-0. The Mayor commented that Florence Kane will be retiring from the Warner Library next month. 3. �V Tarry town recently held a meeting on a moratorium of open space. A letter was received from Irene Amato regarding the use of scooters on the sidewalks. We have received a second proposal on the web site. We have received a thank you letter from the Ecuadorian Society. A vacant piece of property on Depeyster Street has been auctioned off by the Town of Mt. Pleasant. We have received the contract from Legion Fireworks Company for thefireworksto be held on October 7th. The Mayor received correspondence from Mr. Landi of Westchester County regarding Fremont Pond. Jerry Fine, Village Engineer, gave a brief explanation of the progress. Mayor Zegarelli commented that we have asked Tarrytown for $25,000.00 to help pay for renovations to Rev. Sykes Park; they will give us $20,000.00* Mayor Zegarelli commented that we will be continuing to improve Sleepy Hollow. First, the clock and now we are considering installing a fountain at the top of Cortlandt Street and we are seeking different variations of the Headless Horseman which we are considering having built with the help of donations from our residents. The Chilean festival will be held this Sunday on Valley Street from 10AM-7PM. Received a letter from the Auto Club regarding the meeting to be held at the Westchester Country Club in Rye on October 5th. Mayor Zegarelli commented that with respect to the law suit Tarrytown has served upon us regarding County House Road development, we acted in good faith when Tarrytown's attorney asked for a delay and we approved. Many issues are very disconcerting to us and our attorney is working very diligently protecting our interest A letter was received from Mary Cannoles, thanking the Public Works Department for taking care of the problem on her street. Trustees Reports Trustee DiFelice read the attached Public Works Report Trustee DiFelice reported that several police officers have received certificates from the New York State Office of Public Safety Police Academy; Sgt Bizzaro, Sgt Camp and Detective Corona have successfully completed the course in Police Supervision from the Westchester County Department's Police Academy; Officer Guzzo and Officer Eaton A. �received certificates in the Law Enforcement Bicycle Patrol Course from the City of Poughkeepsie Police Department Trustee DiFelice moved, seconded by Trustee Higle to place these in their personnelfiles,motion carried. Our Youth Officer, Bob Nevelus is looking for a room for him to be able to speak to his youths. Trustee DiFelice reported that Bob Stiloski gave the seniors an update on the Clean Sweep program at their last meeting. Trustee DiFelice reported that the Veterans in the village are complaining about the condition of theflagpoleand the monument which the village contributed to be put in front of Phelps hospital which was placed there when the hospital was dedicated. Mr. Safian of the hospital claims that they no longer need theflagpoleand plaque. The Public Works Department will remove theflagpoleand plaque and place it at Lookout Point at Bedford Road and County House Road. Trustee DiFelice also commented on the disrepair of the monument in front of Morse School. Trustee Rodriguez had no report Trustee Stever commented that he had received a call from a resident regarding the removal of the No Turn signs on route 9. The Mayor commented that the matter has been taken care of and the sign has been replaced. Trustee Stever reported that we expect to receive the update ou the Kendal on Hudson final Environmental Draft Impact Statement within a month or so. Gave a brief explanation on the chart on the process that needs to be followed. One or two more public hearings will be held after we receive the final Environmental Draft Impact Statement Trustee Zieja had no report Trustee Higle reported on several recreation activities such as aerobics, swimming, contact football and the After School Program from 2:30PM-6PM Monday thru Friday. The Street Festival will take place on Saturday, October 7th starting with the fun run and the 5 mile run. Resolutions-Attached Old Business Dwight Douglas, Village Administrator, reported that Robert Welsh is interested in purchasing a portion of the right of way on Millard Avenue. Trustee Stever moved to call for a public hearing on October 24th to discuss on how to dispose of this property, if at all and that those residents within 500 feet receive written noticed on the intent of the village to sell, if at all, this piece of property, seconded by 5. �Trustee DiFelice and carried 6-0. New Business Trustee DiFelice commented that we need to discuss the stickers on the cabs. Communications, Petitions & Requests Village Clerk received correspondence from Frank Palillo advising the village that an application for a new on premises liquor license has been filed at the Sleepy Hollow Bar & Grill located at 31 Beekman Avenue. Referred to Police Chief. Public Comments Miguel Valle, owner of Sleepy Hollow Taxi, asked if anything was resolved regarding the issue of cab fees. The Mayor stated that this will be discussed again at the work session on October 3rd. There being no further comments, Trustee DiFelice moved, seconded by Trustee Zieja to adjourn the meeting, carried. i Respectfully submitted, AngelarEverett Village Clerk i �/T3 Public Works Report September 19, 2000 Installed new water pipe line on route 9 in front of the entrance to Phelps Memorial Hospital. The pipe and tapping sleeves for the Sleepy Hollow Road connection are on Order. The replacement of the slate on the Bee km an Avenue sidewalks is almost completed. We are working on Van Ripper Avenue, widening the road and then repaying. Tree removal/trimming is ongoing. Street light repairs are ongoing. The clock and flag pole installation on Beekman Avenue and Route 9 is completed except for the landscaping.
