Minutes of the Board of Trustees Village of Sleepy Hollow A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday, October 3rd, 2000 at 7:00 P.M. in Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York. Present: Mayor Philip E. Zegarelli Mario DiFelice James J. Hart Patricia M. Rodriquez Robert Higle Richard Zieja Trustees Also Present: Dwight H. Douglas, Village Administrator Jerome Fine, Village Engineer David Smith, Village Planning consultant Edward Lammers, Village attorney's office Joel Sachs, special counsel to the Village At 7:03 p.m. Mayor Zegarelli called the meeting to order. On a motion of Deputy Mayor DiFelice, seconded by Trustee Higle, the Trustees went in to executive session for the purpose of reviewing pending litigation. At 7:50 p.m. the Trustees came out of executive session. At 8:00 p.m. Mayor Zegarelli called the work session to order to review and discuss agenda hems. At 9:30 p.m. Mayor Zegarelli called a special meeting of the Board of Trustees in to order to set certain public hearing dates, to approve warrants and to act on certain carryover hems. Resolution# m/inn/nn Be it resolved that the Board of Trustees does hereby set a public hearing for 8:00 p.m. on October 24th in the Village Boardroom to hear citizen comment regarding certain proposed changes to the Noise Ordinance. Moved: Trustee Hart, Seconded: Trustee DiFelice, Vote: unanimous �Resolution # 10/101/00 Be it resolved that the Board of Trustees does hereby set a public hearing for 8:00 p.m. on October 24th in the Village Boardroom to hear citizen comment regarding certain proposed changes to the Plumbing Fee Schedule. Moved: Trustee DiFelice, Seconded: Trustee Rodriguez, Vote: unanimous Resolution# 10/102/00 Be it resolved that the Board of Trustees does hereby approve the provisional appointment of Paola Rios, 5 North Washington Street, Tarrytown, New York to the position of Intermediate Clerk effective October 4th, 2000. Said appointment is subject to a twelve to twenty-six week probationary period and to compliance with Westchester County Civil Service requirements. Moved: Trustee Hart, Seconded: Trustee Zieja, Vote: unanimous Resolution # 10/103/ 00 Be it resolved that the Board of Trustees does hereby approve alternate side parking regulations between the hours of 8 a.m. and 12 p.m. for the Village street known as "old Broadway". Moved: Trustee DiFelice, Seconded: Trustee Higle, Vote: unanimous Resolution# 10/104/00 Be it resolved that the Board of Trustees does hereby approve a requestfromthe Halloween Ragamuffin Parade Committee to prohibit through traffic on the Parade route on Saturday, October 28th: On Munroe Avenue between Kelbourne and Hunter from 2:45 - 3:30 p.m. and on Hunter Avenue between Bellwood and Munroefrom3:15 to 7:00 p.m. Moved: Trustee Hart, Seconded: Trustee Higle, Vote: unanimous Approval of Warrants Trustee Higle, seconded by Trustee Hart moved to approve the warrants carried over from the Trustee's meeting of September 28*. The motion carried unanimously. �K? Trustee DiFelice, seconded by Trustee Higle moved the warrants, #A 100300, dated 10/3/2000, subject to clarification and review by the treasurer of the Community Network August Fee billing. The motion carried unanimously. At 9:46 p.m., on a motion of Trustee Rodriguez, seconded by Trustee Zieja the Trustees moved into a second executive session dealing with litigation.
