Present: I Mayor Philip Zegarelli Mario DiFelice Patricia Rodriguez James Hart Robert Higle Richard Zieja Donald Stever Trustees Also Present: Edward Lammers, Village Attorney Mayor Zegarelli called the meeting to order with a pledge to the flag. He asked that everyone remain standing for a moment of silence for Charles Freyler who passed away. \ Public Hearings Mayor Zegarelli read the attached public hearing notice regarding the sale of Millard Avenuerightof way and gave a brief explanation. Scott Engle and Peggy Van Neil of 274 Kelbourne Avenue were against the village selling thisrightof way and felt it should be maintained as green space. Henry Steiner, representing the PMIA, wanted the letter from the association stating that they were not in favor of the sale of this piece of property to be made part of the record. Nicholas Robinson, 258 Kelbourne Avenue had concerns over the sale of this property. I Trustee Stever commented that this is only an informal hearing to solicit comments from the public. Bob Welch, 260 Kelbourne Avenue, is the resident interested in buying this parcel and commented that he only wants 7 Vi feet of the parcel. Mario Belanich asked who takes care of it now and felt that it should be sold if one of the homeowners in that area want to buy it and Luis Vilches felt the same. The Mayor commented that the adjoining homeowners take care of this parcel. He also stated that the Town of Mt Pleasant just tossed this property to us. We are not looking to get a lot of money from the deal, we just don't want it anymore. Thee being no further comments, Trustee DiFelice moved, seconded by Trustee Higle to close the hearing, carried 5-0. Mayor Zegarelli read the attached public hearing notice regarding plumbing fees and Robert Stiloski gave an explanation. 1 i �General fund is $30,214.50, total of the Water & Sewer fund is $3258.44 and the Capital fund total is $575.00. Public Comments Mario Belanich commented that the line at the bottom of Pocantico Street and Route 9 is a very good idea. He commented that theflagpolefrom General Motors was originally given to the Veterans. He commented that the call box by Mobil Station is out of order and that there are too many signs on poles throughout the village. People should be given summonses if the signs are not taken down in a timely manner. Jim Tierney also commented on the signs left on poles and trees. He asked if something could be done about getting handicap residents to the Nutrition program There seems to be a problem with a driver of the van. Trustee Higle commented that we are working on getting another driver since our program has expanded quite a bit. Trustee Reports Trustee DiFelice read the attached Public Works report. He commented that the new parking meters are being installed now. Trustee DiFelice reported that Officers Pellegrino, Benetiz, and Quinoy are receiving awards tonight from the New York Shields for Heros of the Month for their act of bravery during the triple homicides, which occurred on April 7,2000 on Valley and Chestnut Street. Officer Checchi recently completed the Criminal Investigator Course and will be assigned to the Detective Division. Officers Zekus, D'Alessandro and Corona recently completed New York State Police Information Network. The Westchester County Department of Public Safety in conjunction with our Police Department conducted a "Commercial Vehicle Safety Check" and 44 summonses were issued for various safety related issues. He also commented that the village won second prize in the Pedestrian Safety Award Program from the Automobile Club. Trustee Rodriguez had no report. Trustee Higle reported that the Halloween parade will take place on Tuesday, October 31st starting at 5:30 PM. This coming weekend the second hayride will take place on Friday and Saturday. Trustee Zieja commented that we are collecting items for the time capsule and need to have any items residents wish to put in there as soon as possible. Trustee Stever reported that the Waterfront Advisory Committee will meet on November l at . They have received a referral from the Planning Board and Zoning Board on the consistency project of Carl Dibble. Mayor Zegarelli commented that Sleepy Hollow is hosting the Westchester County Municipal Officials dinner on November 9th at the Restoration and reminded those officials who plan to attend to make a reservation. �Mayor Zegarelli read correspondence inviting him to the second meeting of the Rockefeller Brothers Fund meeting to be held on November 14th at 7 PM. Resolutions-Attached Old Business-None New Business-None Communications. Petitions & Requests The Village Clerk read correspondence from NUFC Restaurant at 31 Beekman Avenue informing the village that they applied for an on-premise liquor license on October 12th. (Referred to Police Chief) Mayor Zegarelli received correspondence from Henry Steiner of the RockRollers thanking the Mayor for helping with the Trout Program. He thanked Joe DeFeo and Floyd Rhein and their men for the great job they did in cleaning up the Pocantico River. A letter was received from Mary Maun regarding an incident. A letter was received from the Army Corp of Engineers with regard to their request for more information for their review of the federal consistency certification for the dredging of Fremont Pond Sue Kelly sent a letter to the Mayor thanking him for the opportunity to march in the Columbus Day Parade. The Mayor received correspondence from Fannie Stone and Mary VJTvary thanking him for selecting them as honorees for the first Columbus Day Parade and thanked the Columbus Day Parade Committee for their time and effort in making this a huge success. The Mayor was in receipt of a copy of a resume for the position of Acting Village Justice. (Discuss at worksession) We are in receipt of a proposal from Clover Heating. Grace Malandrino thanked everyone for their part in the dedication of the tree in memory of her husband John. The Mayor reported that there is a meeting of the PMIA on Thursday at 7:30PM at the Restoration. The Mayor received correspondence from Roland Sheldon regarding taxi rate increase. A thank you note was received from Sylvia Freyler for the "Certificate of Appreciation" and Soul Effigy that was given to her at the 25th anniversary senior luncheon. �Mayor Zegarelli read the attached Fire Wardens report. Trustee DiFelice moved, seconded by Trustee Rodriguez to approve the actions of the Fire Wardens, carried. Correspondence was received from Henry Steiner, on behalf of the Pocantico Fund requesting a contribution of $600.00 from the Village to help stock the Pocantico River with trout. There being no further business, Trustee DiFelice moved, seconded by Trustee Higle to adjourn the meeting, carried.
