Present: Mayor Philip Zegarelli Mario DiFelice Donald Stever James Hart Patricia Rodrigues Robert Higle Richard Zieja Trustees Also Present: Dwight Douglas, Village Administrator Brian Murphy, Village Attorney Barbara Napoli, Village Treasurer Mayor Zegarelli called the meeting to order with a prayer and a pledge to the flag. The Mayor commented that an executive session took place during the work session to discuss the review of the police department. Public Hearing Trustee Stever read the attached public hearing notice regarding the responsibility of the maintenance of sidewalks. Mayor Zegarelli gave a brief explanation of the purpose of the hearing. Mario Belanich asked for an explanation of section 41-A of the property maintenace law. Mayor Zegarelli and Brian Murphy explained this to him. Approval of Minutes Trustee Hart moved, seconded by Trustee Higle to approve the minutes of November 14th, motion carried 4-0-3 with Trustees Rodrigues, DiFelice and Stever abstaining. Trustee Stever moved, seconded by Trustee Zieja to approve the minutes of November 28th, with spelling correction ,motion carried 6-0-1 with Trustee DiFelice abstaining. Approval of Warrants Trustee Stever moved, seconded by Trustee DiFelice to approve the warrants and authorize the Treasurer to pay the bills, motion carried 7-0. Total of General fund is $140,159.98, Water & Sewer fund total is $7,382.72 and the Capital fund total is $47,600.89. Trustee Reports Trustee DiFelice read the attached Public Works report. He reported that training in the Police Department is ongoing. �Trustee Rodrigues reported that she attended a meeting of the Hudson River Towns of Westchester with regard to starting a program labeling cultural and historic sites in the village. She is currently working with Henry Steiner on this project. Trustee Hart read the Fire Wardens correspondence which is attached. Trustee Hart moved, seconded by Trustee Higle to confirm the actions of the Fire Wardens, motion carried. Trustee Higle reported on Headless Horseman basketball league. He reported that Santa will be in Village Hall on Friday, December 15th at 6 pm. He urged all children to place their letters to Santa in the box in village hall. Trustee Zieja reported that the materials for the time capsule have been sent to the company and the time capsule will be delivered to us shortly. Trustee Stever commented that the Board received a memo from Dave Smith of Saccardi & Schiff, Inc. regarding the Kendal on Hudson FEIS Completeness Review. A letter from Folchetti and Associates regarding Kendal DEIS was also received. Trustee Stever moved, seconded by Trustee DiFelice that Village Administrator be instructed to transmit these comments to the applicant as outlined by our Village Counsel and that the applicant address these comments, motion carried 7-0. The Mayor commented that this is only the preliminary review. Trustee Stever reminded the Board that the matter of the village taking title of a portion of Gory Brook Road is still pending. Resolutions-Attached Old Business-None New Business-None Communications. Petitions and Requests Mayor Zegarelli received a letter from a resident of Gordon Avenue regarding the litter at the end of Gory Brook Road and on County House Road. Referred to Public Works Department. The Mayor was in receipt of public hearing notices from the Army Corp of Engineers. The Mayor received a memo regarding franchise taxes for the upcoming 2001 assessment roll. The Mayor commented that we are close tofinalizingthe agreement with Briarcliff and New Rochelle Water Company. �tJo'C The Mayor received a letter from Joseph DeMilia, our accountant, regarding certain requirements with regard to the million dollars we had received. (Work session agenda) The Mayor commented that the Board was in receipt of a memo from the Administrator regarding the Youth and Dare Officer position. Mayor Zegarelli commented that the Board should have received a copy of the review of the financials of the haunted hayride. The Mayor and Board were in receipt of a confidential proposal that will be revised on the review of the Police Department. He met with Anthony Solfaro with regard to negotiations with the PBA. The Board should be in receipt of an internal memo regarding the space accommodations on the third floor. He received a thank you note from the Veterans for the coverage on community cable on Veterans' Day. Joe DeFeo and Dwight Douglas gave an update on the Sleepy Hollow Landing Park. We received $500.00 from the owner of the former Tappan Motors for the clean up that the village crews did on their property. The Mayor commented that the Board should have a copy of an Order of Dismissal for one of our Police Officers. The Mayor spoke recently at the communion breakfast at St. Teresas. The Mayor commented that Briarcliff has hired Dennis Lindsay as their engineer. The Mayor received a letter from Sue Apuzzo thanking him and Trustee DiFelice for attending a dedication in November. The Mayor received a letter regarding another postponement on the GM litigation. The Mayor received an anonymous letter regarding a handicap spot on Gordon Avenue. The Mayor received the Registrars report for 1999; 852 birth certificates, 258 death certificates and 98 fetal deaths. Mayor Zegarelli commented that Crown Trophy has made all the bronze plaques you see in front of you for our Day of Remembrance. The Mayor commented that Charlie Curi found the picture of Mr. William Douglas which once hung in Village Hall. Mr. Douglas had donated Douglas Park to the village. 3 �-7 The Mayor received turn off notices from Con Ed for 230 N. Washington Street and 130 Depeyster Street. Mayor Zegarelli and Deputy Mayor DiFelice presented Irene Ampto with a proclamation declaring December 13, 2000 as Irene Amato Day. Mrs. Amato was inducted into the year 2000 Senior Citizen Hall of Fame on December 8th. Mrs. Amato thanked the Mayor and Board for this honor. Administrator's Report Dwight Douglas reported that the Police Committee met and collected reports from the Youth Officer and the Police Chief regarding the Youth Officer position. When the Board established this position last December 17,1999, they did so that it would automatically terminate after one year. In reviewing the reported activities carried out by the Youth Officer, it was the general consensus that the position be allowed to lapse as was originally intended in the resolution adopted last year. This position will be evaluated and reviewed to see how to best provide the services needed by the youth of the village. The Administrator commented that we will be meeting with a representative of a company who deals in harassment programs for employees. Public Comments Mario Belanich commented on the new meters only accepting quarters and that there is nowhere on the meters listing the hours. Also, he asked if the meters in the new parking lot will be for longer terms. The Mayor commented that the stickers listing the hours are on order and the new lot will have some meters with a longer span of time along with meters with regular hours. Clay Tiffany made several comments regarding the incident involving one of our Police Officers and Police Chief. There being no further comments, Trustee DiFelice moved, seconded by Trustee Higle to adjourn the meeting, carried.
