More snow fell on Friday January 5th and Monday, January 8th. We are now clearing crosswalks and parking lots. Christmas trees are being picked up daily if placed at the curb. Patching potholes throughout the village. Street lite maintenance is ongoing. PLEASE NOTE: MONDAY, JANUARY 15 TH IS MARTIN LUTHER KING DAY. With the cold weather upon us, Westchester Ambulance has been leaving there ambulance's running outside overnight causing the fumes to enter the building's closeby. Also, the noise of the diesel motor is not letting the residents sleep. It has also been brought to our attention that since Westchester Ambulance personnel has been staying at our building, Two of our portable fire radios have been stolen out of our ambulance. The housekeeping in the building has been neglected. Also, our fire dept. by-laws prohibit our fire dept. apparatus from driving the wrong way on one way streets unless that is there specific designated way of responding to that location. This situation is causing the water to spill out of the liter down the side of the building and spill out onto Ihe sidewalk. With thefreezingtemperatures upon us, the water isfreezingon the sidewalk causing a very hazardous condition which could cause someone to slip and fall on the ice. • Your quick attention to this matter would greatly be appreciated. Present: Mayor Philip Zegarelli I Patricia Rodrigues Mario DiFelice James Hart Donald Stever Robert Higle Trustees Also Present: Edward Lammers, Village Attorney Barbara Napoli, Village Treasurer Absent: Trustee Richard Zieja Mayor Zegarelli called the meeting to order with a prayer and pledge to the flag. He asked that everyone remain standing for a moment of silence for James Minella and PrisciUa Douglas, the mother of our Administrator Dwight Douglas who recently passed away. Public Hearing- None Approval of Minutes Trustee DiFelice moved, seconded by Trustee Hart to approve the minutes of December 12,2000 as written, carried 6-0. Trustee Rodrigues moved, seconded by Trustee Higle to approve the minutes of December 19,2000 as written, carried 6-0. I Public Comments Mario Belanich congratulated the Department of Public Works for the great job they did during the recent big snowstorm. He also commended the Police Department for working with the Public Works Department to clear the snow. He asked about the public hearing on the homeowners* liability on sidewalks and the status of GM property as far as the PILOT agreement. The Mayor commented that the Board will be taking action tonight on the public hearing that was held recently and Trustee Stever explained the PILOT payments from General Motors. Approval of Warrants Trustee DiFelice moved, seconded by Trustee Hart to approve the warrants and authorize the Treasurer to pay the bills, motion carried 6-0. Total of the General Fund is $224,162.49, total of Water & Sewer fund is $17,370.33 and the Capital fund total is $29,490.47. i �/ Mayor's Report Mayor Zegarelli commented that Board should be in receipt of copies of several letters sent to Nicholas Robinson, the Chairman of the Planning Board regarding the County House Road parcels. He was in receipt of a copy of a letter sent to Joe DeFeo from Folchetti and Associates from the Health Department regarding the approval of the IBM line. The Mayor was in receipt of a letter from the Village of Croton regarding their resolution supporting the EPA's reassessment of PCBs in the Hudson River. Trustee Stever will review this. The Mayor was in receipt of a memo from Bob Balog, our Assessor, regarding the 2001 residential assessment ratio. Mayor Zegarelli commented that he met with Father DeSantis regarding the review of the Police Department. He received turn-off notice from Con Edison regarding 249 N. Broadway. He received a letter from Jim Hahn regarding the culvert on Route 9. Mayor Zegarelli received a letter on December 8th from the attorney for Local 456 to open contract negotiations. The Board should be in receipt of certain property violations from Bob Stiloski. The Board is in receipt of a memo from Joe DeFeo regarding the poor condition of certain trucks. The Board is in receipt of a letter sent to Mayor Janos in Tarrytown regarding the Briarcliff Water Agreement. Mayor Zegarelli commented that we are in receipt of an anonymous donation from a resident to pay for the Christmas tree lights. Mayor Zegarelli read a letter from George Tanner commending Joe DeFeo and his men for the terrific job they did during the recent snowstorm. The Mayor received a notice of conference for February 9th in the PERB office regarding police contract issues. He stated that thefinalstate equalization rate is 42.73 which is the blended rate of homestead and non-homestead. We are in receipt of memos/letters regarding Kendal on Hudson FEIS. Trustee Stever gave an explanation of the procedures that need to be followed. The Mayor was in receipt of a memo from the State pertaining to the GM tax certiorari litigation. �. £3.3The Mayor wrote a letter to DOT with regard to changing the signs to read Sleepy Hollow. The Mayor was in receipt of a letter regarding the Building Inspector's test. We have received contract specifications for the proposal of the bronze statue of the Headless Horseman. He is also forming a committee that will help with the selection and also for the fountain at the top of Cortlandt Street. On November 22nd we received a letter from the Warner Library pertaining to a five year budget. The Mayor commented that the Board should have received material regarding consultants and advisors for the Planning and Zoning Boards. The Mayor was in receipt of a letter from the Tarrytown Rifle & Pistol Club regarding the Rifle Range. Police Chief Warren gave an update. Discussion ensued. The Mayor asked that this issue be discussed at the next work session. A grievance was received from Local 456, which was given to Counsel to review. This will be discussed at the work session. Trustee Reports Trustee DiFelice read the attached Public Works Report. He commended the Public Works Department on the great job they did during the last snowstorm and commended the Police Department for working with them to help clean the snow. Trustee Rodrigues had no report. She thanked the Ambulance Corp and Police Department for their quick response when her mother had a heart attack. Trustee Hart read the attached Fire Wardens correspondence. Trustee Hart moved, seconded by Trustee DiFelice to confirm the actions taken by the Fire Wardens, carried. Trustee Stever reported that the Waterfront Advisory Council will not meet this month. The Planning Board, Zoning Board and Architectural Review Board will be meeting this month . The County House Road sub-division is proceeding. For the Planning Board, the developer is preparing an environmental impact statement in accordance with the order of the Supreme Court Justice in the Tarrytown litigation. In the meantime, we have appealed Judge Barone's order and are awaiting this decision. Trustee Higle reported that basketball registration for 3-7 year olds is taking place, basketball for first and second graders is taking place and arts and crafts program is held on Thursdays from four tofivepm. Trustee Higle thanked the Fraternal Order of Eagles for their $1500.00 donation towards the purchase of defribulators. The check was presented to Police Chief Warren. 3 �Resolutions-Attached Old Business Trustee Stever commented on the sound proposal we received . (Discuss at worksession) Counsel Ed Lammers gave a overview of the sidewalk liability law. Trustee DiFelice commented that he would like to discuss the web site at the next work-session. Mayor Zegarelli commented that he will discuss his recommendation for Acting Village Justice at the next work-session. New Business Resolution awarding the bid for Rev. Skyes Park was passed. (Attached) Resolution amending the sidewalk liability law was passed. (Attached) The Mayor commented that there are more names available to be put on the millennium clock. Public Comments Mario Belanich and Don Caetano had comments regarding the sidewalk liability law. Village Counsel and Trustee Stever gave an explanation. Miguel Jimenez commented on the elimination of theYouth Officer position. Village Counsel explained that it is still being discussed as to the need for this position. Trustee Higle and Trustee DiFelice commented that Officer Nevelus and Dare Officers are still taking care of the needs of our youth. Miguel Jimenez and Don Caetano wanted to know why a FOIL request was needed to obtain a blotter entry pertaining to ones own personal report such as a car accident. The Mayor stated that they will look into the matter. There being no further business, Trustee DiFelice moved, seconded by Trustee Hart to adjourn the meeting, carried.
