Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on
Tuesday, February 6th, 2001 at 6:30 P.M. in Village Hall, 28 Beekman Avenue, Sleepy
Hollow, New York.
Present:

Mayor Philip E. Zegarelli
Deputy Mayor Mario DiFelice
James J. Hart
Patricia M. Rodriquez
Robert Higle
Donald Stever

Brian Murphy, Village attorney's office
Barbara Napoli, Treasurer

Jerry Fine, Village Engineer
At 6:40 p.m. Mayor Zegarelli called the work session to order to review and discuss
agenda items.
At 8:04 p.m. Mayor Zegarelli called a special meeting of the Board of Trustees to order
to consider the attached resolutions.
At 8:17 P.m. on a motion of Deputy Mayor DiFelice, seconded by Trustee Higle, and
unanimously carried (Trustee Rodriquez having left the meeting at this point), the
trustees entered into executive session for the purpose of reviewing ongoing and pending
litigation, as well as to discuss personnel issues. At 9:50 p.m. the Trustees came out of
executive session. On a motion of Deputy Mayor DiFelice, seconded by Trustee Zieja
the meeting was adjourned.

Be it Resolved that the Board of Trustees does hereby accept the proposal of ABC Web
Design, P.O. Box 863, Sleepy Hollow, New York to provide technical services to
construct and maintain a website for the Village of Sleepy Hollow under the terms as
detailed in their January 18th, 2001 proposal, total fees for said services not to exceed
$5000 tor one time setup and design, and $75 monthly for maintenance and upkeep of the
site.

Village of Sleepy Hollow
Clarification on
Kendall on Hudson FEIS Acceptance

WHEREAS, on January 23,2001 the Mayor and Board of Trustees, acting as the Lead Agency
under the State Environmental Quality Review Act (SEQRA) reviewed the most recent revisions
to the preliminary FEIS document for the Kendal on Hudson project together with
recommendationsfromVillage staff and Village consultants; and
WHEREAS, the resolution on FEIS acceptance indicated that the Lead Agency did adopt the
preliminary FEIS document as complete; and,
NOW, THEREFOR, BE IT RESOLVED, that the Lead Agency does hereby clarify that at the
January 23,2001 meeting it completed and accepted the FEIS document; and, be it further
RESOLVED, that the Lead Agency will hold a public hearing to be held at the Philipsburg
Manor Restoration, 381 North Broadway, Sleepy Hollow, New York 10591 on February 27,
2001, at 8:00 PM the purpose of said hearing is to provide the public with an additional
opportunity for public comment; and, be it further
RESOLVED, that a comment period on the FEIS in which written comments will be accepted by
the Lead Agency for consideration, consistent with the intent of SEQRA, until March 16,2001.

Resolution of the Board of Trustees of the rillage of Sleepy Hollow
Authorizing Execution of Consultant Contract
Downtown Central Business District Study
Whereas, the Mayor and Trustees of the Village of Sleepy Hollow have authorized
solicitation of proposalsfromqualifiedfirmsand have requested and received funds
through the Westchester County Cornrnunity Development Block Grant Program to
undertake an economic development study of the downtown commercial business sector,
and
Whereas, on January 23rd, 2001 the Mayor and Trustees reviewed proposals and
interviewed three qualifiedfirmsfor the purpose of selecting onefirmto undertake said
economic development study, and
Whereas thefirmof Harrall-Michalowski Associates of 2911 Dixwell Avenue, Hamden,
CT, was deemed to be both the low bidder, offering to provide said services for a fee of
$20,000, and the best qualifiedfirmto undertake said study,
Now, Therefore, Be It Resolved that, the Village Board herein authorizes the execution of
a professional services contract with Harrall-Michalowski in an amount not to exceed
$20,000 and to take other such steps as are necessary to effectuate the intent of this
resolution,

amending the Village Code Chapter 34 entitled "Rooming Houses and Boarding
Houses".

Be it resolved that the Assessor of the Village of Sleepy Hollow has prepared the
Tentative Assessment Roil for the current year, and that said Assessment Roll has been
filed with the Village Clerk at her office in the Municipal Building, 28 Beekman Avenue,
Sleepy Hollow, New York, where it may be seen and examined by any persons at all times
during business hours between 8:30 AM and 4:30 PM until the 20th day of February,
2001 and that on such day in the Board room, Municipal Building, 28 Beekman Avenue,
in said Village, between the hours of 4PM and 8PM, the Board of Trustees of said Village
will meet for the purpose of hearing complaints in relation thereto, on the application of
any person considering himself aggrieved thereby.
