Present: Mayor Philip Zegarelli James Hart Patricia Rodriguez Mario DiFelice Richard Zieja Robert Higle Trustees Also Present: Absent: Edward Lammers, Village Attorney Dwight Douglas, Village Administrator Barbara Napoli, Village Treasurer Trustee Donald Stever Mayor Zegarelli called the meeting to order with a prayer and pledge to the flag. Public Hearing Mayor Zegarelli read the attached public hearing notice regarding senior citizen exemption and gave a brief explanation. Mario Belanich asked about the income levels and the Mayor read them. There being no further comments, Trustee Hart moved, seconded by Trustee DiFelice to close the hearing, motion carried. Mayor's Report Mayor Zegarelli read the attached Fire Wardens correspondence. Trustee Zieja moved, seconded by Trustee Higle to approve their actions, motion carried 6-0. The Mayor reported that we will be passing a resolution tonight authorizing the joint submission of the Hudson Riverwalk Application of the Village of Tarry town and Sleepy Hollow. He was in receipt of a memo from David Smith of Saccardi and Schiff regarding the adoption of a resolution to hold a scoping session with regard to Ichabods Landing. Mayor Zegarelli commented that the COPS grant has been approved. We have received a response back from Suzi Oppenheimer about our request to vote against S3656/A87-14. TfieTNIayor was~in receipt"of several complaints regarding the~parking situation at the Mobil Station with the vehicles of the business called C.A.R.S. A memo was received from Bob Stiloski informing the Board that the Dolphin Fitness Center is currently before the Planning Board and Architectural Review Board. �£•<**> I The Mayor received a letter from Giorgio Radicati ,the Consul General of Italy sending his regrets that he would be unable to attend the Columbus Day parade. Mayor Zegarelli received correspondence from Lucille Hutchinson on behalf of Friends of the Dutch Church Burial Grounds that a tour of the Old Dutch Church will take place on October 27 th and 28 th from 10am-4 pm. A memo was sent to Nicholas Robinson, Chair of the Planning Board, regarding their worksessions on Kendal. A letter was received from Scott Horecky, President of the NY Traffic Monitoring Systems offering to provide the village with affordable traffic monitoring services if needed. The Mayor has written to John Keils regarding the funding for the Community Opportunity Center. Mayor Zegarelli received a fax from the Village of Briarcliff regarding the Clean Air Bond Act. We have received information on certain pending court cases. We have received two turn off notices from Con Edison for 72 Beekman Avenue. The Mayor received correspondence from Congresswoman Sue Kelly that the 199th Army Band from Camp Smith will be participating in our Columbus Day parade. The Mayor reported that the fire at 16 Andrews Lane is under investigation. A memo was received from Ira Levy on the GM vs Village regarding the village's options which the Board will discuss at a future time. We are in receipt of correspondence from Bruce Lozito regarding lead agency designation for Ichabods Landing. The Pistol range is almost completed. Village Engineer, Jerry Fine, gave a brief update on the dredging of Fremont Pond. The Mayor received a letter from Larry Sally on the updated Assisted Housing Report. Correspondence was received from Divney, Tung and Schwabe on the Kendal on Hudson special permit. BE IT ENACTED, by the Board of Trustees, of the Village of Sleepy Hollow, as follows: The Village of Sleepy Hollow Local Law § 57-38 be and hereby is amended by I this Local Law as follows: By deleting the first paragraph of § 57-38 and replacing it with the following language: t. In accordance with § 57-31, parking meter zones are hereby established within the district or upon those streets or parts of streets described herein in which the parking of vehicles upon streets or off street parking lots shall be regulated by parking meters within the hours specified as follows: By deleting sub-paragraphs A(3), A(4), and A(5) of § 57-38 and replacing it with the following language: (3) ZONE 3. Trustee Reports Trustee DiFelice read the attached Public Works report. Trustee DiFelice reported that on October 30 th from 10:30am-12:30pm the Senior Van will be in front of Village Hall for seniors to obtain their senior ID cards. Trustees Rodriguez, Hart and Zieja had no reports. Trustee Higle reported that the Haunted Hayride will take on October 25 th , 26 th and 27 th . Tickets are S7.00 now and $10.00 at the door. A house decorating contest will be held for Halloween. Resolutions-Attached I Communications, Petitions and Requests The Mayor read correspondence from the Ecuadorian Culture & Tradition Group requesting permission to hold a parade on October 28,h._Trustee DiFelice moved, seconded by Trustee Higle to approve the request to hold an Ecuadorian parade, motion carried. Village Clerk read correspondence from Marmota Restaurant at 49-51 Chestnut Street informing the Village that they have renewed their liquor license. Copy to Police Chief. Old Business The Planning Board is looking to hire Lawler, McCioskey & Skelly Engineers regarding the antenna that Omnipoint wants to install at the hospital. Trustee Higle moved, seconded by Trustee DiFelice to authorize the Mayor to sign this agreement if our attorney finds everything is found to be correct, motion carried 6-0. Public Comments Frank Occhipinti presented a letter addressed to Robert Stiloski to Village Attorney for his review. I Mario Belanich commented on resolutions being passed at work sessions. He commented on the progress of the vacant GM property. The Mayor commented that on October 27 th from 9:30am-12 noon, a linkage study will be held in the firehouse regarding GM property. There being no further business, Trustee DiFelice moved, seconded by Trustee Zieja to adjourn to executive session to discuss police matters, but no formal action will be taken.
