A regular meeting of the Board of Trustees of the Village of Sleepy Hollow was held
on Tuesday, December 11, 2001 at 8:00 pm in Village Hall, 28 Beekman Avenue,
Sleepy Hollow, New York.
Present: Mayor Philip Zegarelli
Mario DiFelice
Patricia Rodriguez
Donald Stever
Richard Zieja
Robert Higle

Mayor Zegarelli called the meeting to order with a prayer and pledge to the flag.
The Mayor asked that we remain standing to pause and reflect on the events of
September 11,2001 on the three month anniversary.
Public Hearing
Mayor Zegarelli read the attached public hearing notice to consider a proposed
local law entitled "Telecommunications Franchising and Licensing" and gave a
brief explanation.
There were no comments from the public. Trustee Higle moved, seconded by
Trustee Zieja to close the hearing, motion carried unanimously.
Trustee DiFelice moved, seconded by Trustee Rodriguez to adjust the agenda,
carried.
Mayor Zegarelli gave a brief report on the General Motors situation and the PILOT
agreement with GM many years ago which stated that after a certain period of time,
the village could purchase the property. Attached resolutions #12/112/01 and
#12/113/01 were then passed.

Approval of Minutes
Trustee DiFelice moved, seconded by Trustee Higle to approve the minutes of
November 27, 2001, motion carried unanimously.
The approval of the executive session minutes of November 27, 2001 were tabled
until the next meeting.
Public Comments
Don Caetano commented on the situation of the parking at the meters in the
parking lot across from village hall, stating that certain people are parking there
after 9 am and are not being ticketed.

�lie also commented that a police officer should be stationed outside of village hall at
(he time the school bus comes to pick up the children because he has seen cars
passing school buses and large vehicles parked at the corner of Beekman and
Lawrence Avenue and the buses cannot make the turn nor see the children.
He commented that the Recreation Supervisor is doing a good job and that certain
school crossing guards are doing a good job but others are not.
Laura Iannarelli who has a business on the corner of Broadway and Beekman
Avenue had concerns about the installation of meters on Broadway and how it will
affect her business, plus she has no where to park for the day since her landlord
rents spaces out to merchants on Beekman Avenue!
Trustee Stever stated that this is really not the village's problem. The landlord of
the building should provide spaces for their tenants behind this building.
A tenant who lives on Chestnut Street complained that since the installation of
meters, the employees in the Amenta building are parking on Chestnut Street and
taking spaces away from the residents who live there.
Discussion ensued on possible remedies to the situation.
Mayor's Report
Mayor Zegarelli was in receipt of correspondence from Mr. Posner to Robert
Stiloski.
The Mayor stated that the village will be issuing checks at our December 18 th
meeting to the volunteer groups who helped with the hayride.
He stated that December 18 th is the Village's 127th anniversary and a "Day of
Remembrance".
On January 12, 2002, the second Linkage Study on the General Motors site will be
held.
The Mayor was in receipt of correspondence from DEC regarding the TRD? r e p o r t
We are in receipt of a memo from Joel Sachs regarding the County House Road
appeal.
We are working on a new draft of the Ethics Law.
The Mayor was in receipt of a report from the Registrar on the births and deaths in
the village
Mayor Zegarelli commented that the annual Sleepy Hollow Chamber will be
honoring Ann Marie Basher also the Police Departments and Fire Departments of
Tarrytown and Sleepy Hollow. The Village will reserve a table for the board.

We are in receipt of the blotter entries on the number of ambulance responses.
The Architectural Review Board has completed their comments on the Kendal
application and it will be going to the Planning Board next.
The Mayor reported that we have closed on the sale of 79 College Avenue.
The Mayor asked about the status of the Pistol Range. Chief Warren commented
that he and Joe DeFeo are coordinating it.
Trustees Reports
Trustee DiFelice read the attached Public Works report and the attached Police
Report for the month of November.

Trustee DiFelice commented that there had been some discussion on the possibility
of making Depeyster Street between N. Broadway and N. Washington Street
alternate side parking between the hours of 8 am and 4pm. We need to call for a
public hearing.
Trustees Rodriguez and Stever had no reports.
Trustee Zieja read the attached correspondence from the Fire Wardens.
Trustee Higle reported that Santa's mailbox is in village hall and the post office.
He reported that Santa Claus will be in village hall on Saturday, December 21 st
from 6pm-7pm.
Headless Horseman basketball registration for 3 r d , 4 th , 5 th and 6 th graders will take
place in village hall. The cost is S40.00.
Administrator's Report
Dwight Douglas reported that the title to 79 College Avenue has been transferred to
the new owner.

Mayor Zegarelli gave a brief update on where they are at this point.

PLEASE TAKE NOTICE, that the Board of Trustees of the
Village of Sleepy Hollow will hold a Public Hearing on Tuesday,
December 11/ 2001 at 8:00 p.m. in the Municipal Building/ 28
Beekman Avenue, Sleepy Hollow, New York to consider a proposed
Local Law entitled ^Telecommunications Franchising and Licensing"
which would require a telecommunications provider seeking to use

The following actions were approved at our Nov, 2001 fire council meeting:
After a long disscussion, the following motion was presented and voted on at our
fire council meeting:
The Fire Council does hereby give the village board the right to segregate the
ambulance, to be an independant and unattached ambulance from the fire department and
that the village board come back to this council with an affermative plan as to the steps
that will be taken to guarantee a successful ambulance corps in the Village of Sleepy
Hollow.
