Present: Mayor Philip Zegarelli James Hart Donald Stever Richard Zieja Robert Higle - : --- Trustees c Absent: Trustee Marlo_DiEeliee.. Trustee Patricia Rodriguez Also Present: Dwight Douglas, Village Administrator Brian Murphy, Village Attorney Mayor Zegarelli called the meeting to order with a prayer and pledge to the flag. Public Hearings Mayor Zegarelli read the attached public hearing notice regarding alternate side parking regulations on Depeyster Street and gave a brief explanation. John Lofaro, School Crossing Guard at the intersection of route 9 and Depeyster Street commented that he felt this would create more problems due to the buses coming out of the school at 7:15 in the morning. He suggested making it one way going west. Paul Amenta, Mario Belanich and Don Caetanu spoke in favor of the creation oi a one-wa> streei. There being no further discussion, Trustee Higle moved, seconded by Trustee Hart to close the public hearing, motion carried unanimously. The Board will discuss it further at the next worksession. -r . Mayor Zegarelli read the attached public hearing notice regarding daylight parking :-;. :• permits in the Beekman Avenue parking lot and gave a brief explanation. _.;_-. i Paul Amenta complimented the board for implementing the meters on Broadway £.: . a n d approved of the creation of daytime parking in the lot across from Village Hall. ~y, Don Caetano commented we wouldn't have parking problems if we didn't have so .- ' many illegal apartments. ---.:-.. Trustee Zieja moved, seconded by Trustee Stever to approve the minutes of the February 5,2002 worksession, motion carried unanimously Major Zegarelli asked that the board approve adjusting the agenda; Trustee Higle moved, seconded by Trustee Hart to approve this request, motion carried. Mayor Zegarelli commented on a flyer that was distributed regarding work being done in Douglas Park. The Mayor gave a report on exactly what we are doing in the parklQclean_iLup_to_make_it junuctLbetter_park. JCheLparJehas been JieglcctedJbr many years and needs a lot of attention. Public Comments -, \ . • 5. • Kathleen Dolan spoke on the issue of Douglas Park and read a letter signed by many residents. (Part of the official minutes) - ' Walter Ceconi, a resident of New Broadway spoke in favor of the work being done in Douglas Park and commented that we have to take the bull by the horn and we can't wait any longer. I Don Caetano felt that the park is a hazard and needed to be cleaned up. Joe DeFeo is the best and his men will do a great job. > t Sonja Munroe commented that too many trees have been taken down and that the men collapsed the bridge by doing this. The Mayor responded that only dead trees were taken down for safety reasons. Joe DeFeo responded that the bridge collapsed duing Hurricane Floyd and we are taking measures to correct the problems. Karen Killen commented that we should keep the park in its pristine state. • - i ' . .I-*.*, - • • - - . ' . -- -m'r Walter Ceconi commented that the weather has been perfect to start this job and that the culvert light is a great idea. A woman from 147 New Broadway stated that they had an extremely good meeting' recently with the Mayor. Mayor Zegarelli called a five minute recess. Bob Carpenter presented the attached letter regarding the Headless Horseman statue. (Part of official minutes) Don Caetano commented that the posts by the Writers' Center have been struck by cars. Perhaps lights could be placed on the posts. Mayor's Report Mayor Zegarelli commented that he will shorten his report in light of the fact that it was quite late. I �Mayor Zegarclli commented that discussions with General Motors are continuing. We are working on the budget. Trustee's Reports ,-•._-.Trustee Stever reported that the Waterfront Advisory Committee had no meeting this month but pursuant to its normal procedures, it handled informally with several boards any jurisdictional questions that had originally arisen from time to time. Trustee Zieja met with Chief Warren and the Captain of the Ambulance Corp. to start tht transition from the Fire Department to the Police Department. Trustee Higle reported that registration for TNT baseball will take place on March 2 nd . Adminisiratoi 's Report Dwight Douglas reported that all Chairs of the boards will be meeting this Wednesday at 7 pm. . We have received a monthly report from the Department of Fire and Life Safety. We will be holding another Linkage Study in the middle of March. We have received a report on our escrow accounts. We v/ill review the books and records for the purpose of assessing whether the amounts reflected are properly stated. The review will encompass all funds and account groups. We will require trial balances for each fund. From this point, our procedures will include an analysis of selected revenue and expenditure accounts. We will examine the underlying supporting documentation to validate the amounts. This documentation will include remittance advices, invoices from vendor and contracts. We will also review and evaluate the internal controls employed for tax collections. We will also utilize selected analytical review procedures. These procedures "are'designed to identify those revenue and expenditures amounts which do not appear consistent with expectations. In July, 2001,1-ado Goudjabize and 1 presented to the committee our concept of the Headless Horseman and IchabodL The committee seemed very receptive to our concept. We were asked by the committee that evening if we would make some changes in the mode's and have them ready for the next meeting. We- listened to the suggestions, and we made the requested changes by the next meeting. New models, new molds, and even a marguette (with a water fountain) were constructed placing the statues in a Held setting similar to the great lawn in front of the high school. Also presented was a list with the various materials for the sculptures, sizes, and prices of each piece based upon a certain amount being produced. I -aler, after further discussions with a couple ofcommittee members, certain sizes were eliminated and the overall number of pieces that were to be produced originally were greatly reduced. We then had to make changes in prices to reflect the above changes. We presented the committee with a letter stating these changes and conditions for completing the work. We were then asked to have a meeting on 11/6/01 with the committee to discuss "certain points—prices, copyright and scope of work. We had a A.R.T. Foundry representative drive to Sleepy Hollow in order to answer any questions that the committee might have had. 1 thought he did rather well in explaining the foundry process, the compexity of our statues and the reason for the expense in order to produce quality bronze sculptures. The only members present were Mrs. Elene Malunis and Mr. Art Ceconi. Mrs. Malunis said that there were two major sticking points with our proposal— price and copyright We explained our position and on 11/9/011 wrote a four page letter explaining our proposal as requested by Mrs. Malunis. A couple of days later T spoke with Mrs. Malunis and wrote another letter on \\l\ 5/01 clarifying several questions that she had regarding the 11/9 letter. She stated that she would write me a fetter explaining the committee's position. After some discussion, she finally stated that she had not written any letter and that they were opening up the competition- -"they were at square one again". I then learned later that other artists had been brought to village hail to view the existing models. 1-eaming this, i went up to the village hall and picked up my marquette with the models. If I had known sooner that other competitors were being invited in to view our models, 1 would have picked up everything sooner. The people should read the story themselves and develop their own ideas and concents independent of other interpretations. From 12/17/01 until today (2/12/02) 1 have not heard a word or received any letter from any committee member. A few days ago I was up at village hall and saw the- new model. 14iter that evening, 1 turned on the community TV station and saw the Mayor showing off the- new model at a diner and presenting it as the "chosen piece". Was there a vote by the entire committee? What is going on? Part of the reason for the changing of the name of the town from North Tarrytown to Sleepy Hollow was to make it sound like a more appealing place to live with historical roots and to encourage tourism. 1 believe the style of sculpture to be chosen by the Mayor should relate to and reflect the historical writings of Washington Irving and his era. The name Sleepy Hollow creates an image of a quaint Hudson River Valley village- a place to get away from the harsh realism of NYC. A stark, cold modern steel model is not what the people of Sleepy Hollow or the people who visit the town are looking for. Why not present ail oftfte sculptures to the village and let the entire village vote as to which sculpture they would like to have represent the story.
