Present: Mayor Philip Zegarelli Mario DiFelice Patricia Rodriguez James Hart Donald Stever Richard Zieja Robert Higle Trustees Also Present: Brian Murphy, Village Attorney Absent: Dwight Douglas, Village Administrator Mayor Zegarelli called the meeting to order with a prayer and pledge to the flag. Public Hearing- None Public Comments- None Mayor's Report Mayor Zegarelli commented that the Board is continuing to meet with Genera! Motors. The third and final session of the Linkage Study is set for March 20*"' at 7:15 pm in Columbia Hose firehouse. The Mayor commented that in light of the drought we are in, a drought emergency will most likely be issued shortly and we have asked residents to conserve water. He suggested that we may impose a penalty on those who do not conserve water. This would be reflected in a current water bill as compared to a previous bill. Trustee Reports Trustee DiFelice read the attached Public Works Report. He read the attached Police Report. Trustee Rodriguez reported that she attended an elected officials meeting sponsored by the Riverkeeper regarding Indian Point and they would like to make a presentation to the board. The Mayor stated that we will schedule them to meet with us at a worksession. Trustee Hart reported that this is the start of the budget season. The tentative budget is due by March 20 ,h . Trustee Hart reported that the committee is still in the process of interviewing candidates for the position of Treasurer. 1 �$ ( / ) Trustee Hart commented that we are considering combining the summer camp program with Tarrytowii possibly next year. Trustee Zieja had no report. Trustee Higle read the attached Parks report. Trustee Stevcr commented that the Waterfront Advisory Council will be meeting on April 10 t h . The issue before the board that had been discussed was the relationship between non-public village owned streets and the local waterfront plan which pertains to public streets. The long range issues that we have been looking at with planning consultants are options for regulating cell towers. We received a draft EIS to regulate cell towers. Resolutions-Attached •- Old Business-None Trustee Hart asked the Police Chief if we are collecting revenues from the meters along Broadway. The Chief commented that we are collecting quite a bit of revenue from those meters. New Business-None - - : Communications. Petitions & Requests Village Clerk read correspondence from Sushi Raku informing the village of their intent to renew their liquor license. Copy to Police Chief Village Clerk read correspondence from J.P. Doyle's Restaurant informing the Village of their intent to renew their food and liquor license. Copy to Police Chief. Mayor Zegarelli received correspondence from Dan Reiscl regarding the Duracell property. The Mayor received a letter from John Hughes regarding the expiration of the lease of the bank parking lot adjacent to the postoffice. He would like the parking lot to be returned to the bank. -The Mayor would like the board to meet with John Hughes, Police Chief and the Parking Authority to discuss this. The Mayor received correspondence from Joy S. Joseph, Esq. regarding Indian Point. He was in receipt of a letter from United Federation of Police Officers informing us that Carl Tomanelli is the new delegate of their union, replacing Larry Cassidy. 2 �We arc in receipt of a letter from the Village of Port Chester regarding the proposed adoption of a local law regarding buildings with three or four units having an absentee landlord. These buildings should be required to have a designated contact person in the building in the event of emergencies. He commented that we need a law similar to this in our village. Our Village Attorney will review this and we will discuss it at the next worksession. There being no further business, Trustee DiFelice moved, seconded by Trustee Zieja to adjourn the meeting, carried. �Public Works Report March 12, 2002 PLEASE NOTE! THURSDAYS GARBAGE WILL BE PICKED UP ON WEDNESDAY ALONG WITH RECYCLING AND FRIDAY'S PICKUP WILL TAKE PLACE ON THURSDAY. MONDAY AND TUESDAY'S GARBAGE PICKUP WILL REMAIN THE SAME. REGULAR TREE TRIALMLNG/REMOVAL IS ONGOING. STREET LITE MAINTENANCE IS ONGOING. INSTALLED A NEW FIRE HYDRANT ON MUNROE AVENUE. PATCHING POT HOLES. WE ARE NOW CLEANING OUT THE BRANCHES AND TWIGS. WE ARE REPLANTING APPROXIMATELY 30-40 NEW RED MAPLES, ASH, AND PINE TREES. WE ARE STARTING TO PUT IN A STORM DRAINAGE SYSTEM.
