Present: Mayor Philip Zegarelli Mario DiFelice Donald Stever Richard Zieja Robert Higle Also Present: Absent: Trustees Dwight Douglas, Village Administrator Brian Murphy, Village Attorney Trustee Patricia Rodriguez Trustee James Hart (Left after worksession) Mayor Zegarelli called the meeting to order with a prayer and pledge to the flag. • The Mayor asked everyone to remain standing for a moment of silence for Police Chief Jimmy Warren's grandfather who passed away recently. The Mayor commented that we wish John Cellante, former Fire Chief a speedy recovery after his heart surgery. Public Hearings Mayor Zegarelli read the attached Public Hearing notice regarding alternate side of the street parking on Depeyster Street and gave a brief explanation. Mario Belanich commented that he felt the hours proposed for alternate side parking is not a good idea. He commented that eight hours is too long since parking is at a minimum right now. Mayor Zegarelli commented that the bus drivers are concerned over the crowded situation on that street and feel it is unsafe to drive through the congested street. I . There being no further comments, Trustee DiFelice moved, seconded by Trustee Zieja to close the hearing, carried. Mayor Zegarelli read the attached Public Hearing notice regarding the creation of a fire lane at 49 1/2 Clinton Street. There being no comments from the public, Trustee Stcyer moved, seconded by Trustee DiFelice to adjourn this hearing to the next meeting and for the record, the board should have proof of the deliver)' of certified mail to the abutting residents, motion carried 5-0. Mayor Zegarelli asked that we adjust the agenda; Trustee Stever moved, seconded by Trustee DiFelice and carried. 1 �Mayor Zegarelli gave a report on the work that is going on in Douglas Park. He read a copy of the deed to the park that was given to the village in 1942. He showed on a map of the park the work already done, ongoing work and explained about future work to be done. Approval of Minutes Trustee Zieja moved, seconded by Trustee Higle to approve the minutes of the February 26, 2002 meeting, motion carried 5-0. Trustee Higle moved, seconded by Trustee DiFelice to approve the minutes of March 12, 2002 meeting, motion carried 5-0. Trustee Stever moved, seconded by Trustee Higle to approve the minutes of March 20,2002 meeting certifying the results of the election, motion carried 5-0. Public Comments Mario Belanich commented that Douglas Park looks very good. He suggested that the village plant two trees for every one tree that needed to be taken down and gave some planting suggestions. Mr. Belanich commented that instead of transferring Police Officers from one town or village to our Police Department, we should hire new officers which would cost the village less in salaries. He asked about General Motors issue. The Mayor commented that we are meeting with General Motors continually to resolve the issue. Rudy Munroe of New Broadway presented the Board with the attached letter regarding Douglas Park and read the letter. The Mayor responded to this letter stating that we had tours that were opened to the public. He commented that the Mayor and Board should have been informed that someone was coming from the state to go through the park so that we could hve gone with them. Sonja Munroe also commented on what was going on in the park and wanted the work to stop immediately. Discussion ensued on the work going on in the park and the Mayor stated that the park is being taken care of after many years of neglect and that he received many positive comments on the great work being done in the park. Mayor's Report Mayor Zegarelli commented that the County has issued a drought alert and has asked Westchester residents to conserve water approximately 15%. He commented that the tentative budget shows a 10% increase but the board will be working on this figure. �The Mayor stated that we have been discussing with the school and the village of Tarrytown regarding the possibility of combining the day camp program this summer. Approval of Warrant Trustee Stever moved, seconded by Trustee DiFelice to approve the warrant subject to the Mayor's approval and signature and authorize the Treasurer to pay the bills, motion carried 5-0. The total of the General fund is $469,680.73, total of the Water & Sewer fund is $23, 924.98, Capital fund total is $78,976.49. Trustee Reports Trustee lligle reported on several recreation events coming up. The Easter Egg Hunt will be held this Saturday, March 30 th at 11 am in Douglas Park. He reported that T-ball is starting shortly. Trustee Zieja had no report. Trustee Stever reported that the ARB is meeting this evening. The agenda includes facade alterations, signs and fences. The Waterfront Advisory Committee meets on April 10th at 8 pm. There is one item on the agenda which is the proposed Doorley sub-division. The Waterfront Advisory' Committee received advice from the Village's Planning Consultant with respect to a contested single family house expansion. Trustee Stever commented that we have received the March 4 t h Parking Authority minutes and we have received communication from the Sleepy Hollow National Bank requesting that the parking lot by the bank be turned back over to them. This has been forwarded to the Parking Authority. Trustee DiFelice read the attached Public Works Report. He asked that we check into the status of the removal of the handicap parking spaces on Gordon Avenue and Lawrence Avenue. The Mayor commented we will refer this to the Handicap Committee for their input. Administrator's Report-None Resolutions-Attached Old Business-None New Business-None Communications, Petitions & Request Mayor Zcgarelli has requested a meeting with Judge Waters to go over the back fines. �We received correspondence from Sleepy Hollow Cemetery requesting our help in some of the work they're doing in the cemetery. They are in the process of doing the same work in the cemetery that we did in Douglas Park. We received a letter regarding vacancies on the Zoning Board. We received correspondence from Senator Schumer regarding FEMA. We received a letter from Lynn Shafer requesting more basketball courts. A letter was received from Wadell Stillman from Historic Hudson Valley regarding the Linkage Study meeting. He received a memo on the ambulance responses which are quite good. There being no further business, Trustee DiFelice moved, seconded by Trustee Higle to adjourn the meeting, carried. Respectfully submitted, Angela Everett Village Clerk 4 �* / > I The Destruction of Douglas Park and the Threats to the Pocantico River Mayor Zeggarelli and Members of the Village Board: Please vote tonight to stop the work in Douglas Park. Forestry experts, including one I from the New York State Department of Environmental Conservation, have inspected what you're doing up there. They are shocked at how badly the wroods have been damaged so far. And they have declared the project a serious threat to the Pocantico River. Please stop it, and get DEC approval before you continue. On Friday, March 22,1 walked through the park from the aqueduct down to the river with an urban-community forester from the State DEC and other experts. I'll give you their names, addresses and phone numbers. Here are their conclusions: 1. Village w orkcrs are seriously damaging the woods in Douglas Park. 2. They've caused an immediate hazard to the Pocantico River by weakening the riverbank below the park. From the wooden bridge in the cemetery all the way to the dam, normal spring rains could cause an I environmental disaster. Mudslides would pour into the river, blocking it and causing floods. I have color photos for you taken on March 22, and the camera doesn't lie. The pictures document the damage and show how it has already started the erosion that can slide tons of rocks and mud into the Pocantico River. This would destroy it as a habitat for trout and other creatures that some people have put so much work into preserving. �4T7 Douglas Park, the Pocantico River Page 2 I Tore is what the pictures show: A. Dead or dying trees retain rainwater. They are one way that nature keeps the hillside from washing into the river. By removing them, the village is causing erosion. The pictures show one mudslide already moving towards the river. B. Heavy-equipment operators have cut a logging trail where there weren't even deer paths, parallel to the river. The pictures show 1. How close this trail is to the river. 2. How, even with the drought we're having, the logging trail has already become a swamp. With more rain, mudslides from it, like the one in the pictures, will hit the river in several places. 3. A bulldozer dragging a log along the trail, cutting a furrow deep in the earth. The heavy machinery and constant compression of the earth threaten the root systems of healthy trees on both sides of the trail. 4. Why did they kill a huge, healthy silver beech tree, way down the slope between the park path and the river? The close-up showing the buds was taken March 2. 5. A bulldozer on the logging trail, about to pass a tall healthy tree with a Sleepy Hollow Greenway marker on it. Although the driver probably didn't mean to, the bulldozer has ripped into its bark. It's a pity the Greenway marker wasn't enough to save this tree. �Douglas Park, the Pocantico River Page 3 C. There are large natural gullies draining the hillside at two points between the cascade pool and the dam. At the top of the hill, workers have put big corrugated pipes under the park path, aimed at these gullies. 1. A good rain would weaken the soil along the ridge beside these pipes. If the soil collapses, torrents could run down the slopes and cause mudslides into the river. To prevent this, the village should have used hill-retention barriers—those heavy red plastic nets— to support the soil along the ridge. They might not look nice, but isn't what's best for the - park more important than appearances? 2. Using heavy equipment near these gullies can weaken their walls and collapse them. Then when it rains, we would have uncontrollable erosion into the river. One thing I've learned at school and from living here my entire life is that more people should care about nature, and that before we start trying to change it, we should study the right ways to do it. Please ask the experts before you further destroy what I have loved about Sleepy Hollow since my parents first piggybacked me through the woods. My friends and I want to enjoy the park and the river with our kids someday. Please just think about what you're doing! And stop it before you do so much damage that you can't fix it. I think you owe us that much. I've done my homework, now please do yours. And please don't thank me unless you're going to do something about it, tonight.
