                  <text>A regular meeting of (he Board of Trustees of the Village of Sleepy Hollow was held
on Tuesday, April 9, 2002 at 8 pm in Village Hall, 28 Beekman Avenue, Sleepy
Hollow, New York.

Also Present: Dwight Douglas, Village Administrator
Brian Murphy, Village Attorney
Mayor Zegarelli called the meeting to order with a prayer and pledge to the flag.
Public Hearing- 2002-2003 Budget
Mario Belanich asked questions regarding homestead and non-homestcad.
There being no further comments, Trustee Stever moved, seconded by Trustee
Rodriguez to close the hearing, carried.
Public Hearing-Continuation of Fire Lane 49 1/2 Clinton St.
Fire Chief, John Korzelius stated that this fire lane is needed in order to gain access
to the house in the back in case of a fire.
Bob Stiloski commented that all the adjacent property owners were notified of this
hearing.
Since no one from the affected area was present at the hearing, Trustee Higle
moved, seconded by Trustee Zieja to hold over this public hearing, motion carried.
Approval of Minutes
Trustee Stever moved, seconded by Trustee Higle to approve the minutes of March
26,2002, motion carried 5-0-1 with Trustee Rodriguez abstaining.
Mayor Zegarelli asked that we suspend regular order of business; Trustee Higle so
moved, seconded by Trustee Rodriguez and carried.
Mayor Zegarelli gave an update on the work already completed and work still
ongoing in Douglas Park. He showed many photos of the park and commented that
we have made niuich, chips and top soil from the dead trees that were removed.
The Mavor commented that he has been in contact with the State agencies
regarding Douglas Park.

�Mayor Zegarclli commented that he has good news. He received a call from the
Governor's office to meet with him. Governor Pataki informed the Mayor that the
Village will be receiving a grant of $100,000.00 from the State for the Horsemen's
Trail which will go into the park.
Public Comments
Pat Munroe commented that his daughter has brought a few students here to ask
questions about the park.
Rudi Munroe showed photos taken of Douglas Park and gave a brief talk regarding
the removal of trees, possible run off during heavy rains, etc. She also presented the
Board with a list of questions that the students had regarding the park.
Mayor Zegarelli reviewed the photos and responded to her comments and
commented that the Board will answer the list of questions presented to them once
they have read them.
Tom Capposela of Tappan Avenue complimented Joe DeFeo and his crew for the
great job they did in the park. There is still more to be done and that dead and
diseased trees must be taken down for safety.
Kathleen Dolan complimented Joe DeFeo commenting that he has been very
responsive to all her questions regarding the park.
Sonja Munroe commented that she felt the trees that were removed should not have
been taken down.
Dan Galfantc of Willard Avenue complimented Joe DeFeo and his crew on the great
job being done in the park.
Mayor Zegarelli commented that representatives from the DEC will be touring the
park on Thursday with the him, Joe DeFeo and others and they will give us a
report.
Elizabeth Gareis had some questions regarding the area above the aqueduct on
Gory Brook Road past the fence.
Roseanna Martinez addressed the Board regarding an ongoing family situation
which the Mayor is trying to help them resolve.
Pat Munroe commented that he was happy the DEC was coming and that the
Mayor should go over questions with them and felt the first page of the DEC
manual should be part of the record.
Trustee Stevcr commented that these guidelines are designed for large scale logging
and are not applicable to what the village is doing, however, they are relative to
what the village is doing and stated that Joe DeFeo his crew should be given a copy
of the DEC guidelines and follow them to the extent that they are relative to what
we are doing.

�Approval of Warrants
Trustee Stever moved, seconded by Trustee Hart to approve the warrants and
authorize the Treasurer to pay the bills subject to the Mayor's approval and
signature. The total of the General fund is $50,844.86, the Water and Sewer fund
total is $1,526.01 and the Capital fund total is $4,049.00 and miscellaneous manual
checks were $124,912.08.
Mayor's Report
Mayor Zegarelli reported that Tarrytown has lost their appeal on the County
House Road lawsuit and they will be obligated to pay us legal fees.
Trustee Reports
Trustees Hart, Rodriguez, Higle and Zieja had no reports.
Trustee Stever reported that the Planning Board will be meeting this week and the
Waterfront Advisory Committee will not be meeting this month.
Administrator's Report
Dwight Douglas reported that the financial review is underway.
The Parks and Recreation study report is nearing completion. It should be
completed by April 23 rd .
The first draft of the Employees Handbook will be presented to the Board for their
review on April 23 rd .
